MITRE ATT&CK
2 techniques across 2 tactics: Initial Access, Credential Access The technique list with ATT&CK links and the kill-chain view is part of the Basic plan and up. |
| Exploitation Conditions | Exploitable when the Circles (Teams) app is installed and enabled on Nextcloud Server 31.0.0 through 32.0.0, which exposes the public unauthenticated endpoints POST /apps/circles/event/ and POST /apps/circles/incoming/. No authentication, credentials, or user interaction are required - the attacker only needs network access to these HTTP endpoints and supplies a keyId URL targeting an internal/private address. Limiting factors: the SSRF is blind (response body is never returned, so it yields only internal-service reachability, not content), and it requires the Circles app to be active; the vendor's AV:L rating suggests a possible additional local/deployment constraint, though the description indicates full remote reachability. |
| Impact | This is a genuine but moderate-severity issue whose real-world risk is best characterized as an internal-network reconnaissance primitive, not a critical breach vector. Positive signals: the attack is unauthenticated (PR:N), requires no user interaction (UI:N), and is reachable via two public HTTP endpoints (POST /apps/circles/event/ and POST /apps/circles/incoming/), so despite the vendor's AV:L rating the endpoints are network-facing and remotely triggerable. Tempering signals: the SSRF is explicitly BLIND - the response body is never returned, so it only functions as a reachability/port-scan oracle for internal services, not a data-exfiltration channel. There is no EPSS score, no CISA KEV listing, and no public exploit code identified at time of analysis (single HackerOne report). Two vendor-vector conflicts must be stated explicitly: (1) CVSS declares AV:L (local) yet the description says 'any unauthenticated user' can reach the code via public endpoints, which implies AV:N (network) - the vector appears to understate reachability; (2) CVSS declares C:H (high confidentiality) yet the description states the response is never returned to the attacker, which contradicts high confidentiality impact and points to C:L. These conflicts mean the vendor 6.2 both under-rates attack vector and over-rates confidentiality; my independent assessment lands near 5.3. Verify the AV and C metrics with Nextcloud. |
| Exploit ScenarioDerived | An unauthenticated attacker sends a crafted POST to /apps/circles/event/ or /apps/circles/incoming/ containing a keyId URL pointing at an internal address (e.g. http://169.254.169.254/ or an internal service host:port). The Circles signature-verification code fetches that URL before establishing remote-instance trust and, because it explicitly permits local/private addresses, bypasses Nextcloud's core SSRF filter; timing/error differences reveal whether the internal service is reachable. No public exploit code is identified, but the endpoints are unauthenticated and the trigger is a single HTTP request. |

Alert meAnalysisAIv1 – Sep 18, 2026
Blind server-side request forgery in the Nextcloud Circles (Teams) app lets any unauthenticated remote user force the Nextcloud Server to issue an outbound GET request to an attacker-chosen internal or private address through the public endpoints POST /apps/circles/event/ and POST /apps/circles/incoming/. The flaw sits in remote-instance signature verification, which fetches the attacker-supplied keyId URL before trust in the remote instance is established and explicitly permits local and private address ranges, bypassing Nextcloud's core SSRF protections. Because the internal response body is never returned to the requester, the practical impact is internal-network reconnaissance - an attacker can map which services are reachable - rather than data theft or code execution; no public exploit code has been identified at time of analysis and the issue is not a confirmed actively exploited (CISA KEV) vulnerability. The independent assessment rates this CVSS:3.1/AV:N/AC:L/PR:N/UI:N/S:U/C:L/I:N/A:N, treating it as a moderate-severity reconnaissance primitive.
RemediationAI
No vendor-released patch identified at time of analysis, so remediation must currently rely on compensating controls. The most direct mitigation, where collaboration-feature parity allows it, is to disable or uninstall the Circles (Teams) app on affected Nextcloud Server 31.0.0-32.0.0 instances; the trade-off is the loss of Circles/Teams functionality and any federated team features that depend on it, and the app must be disabled via the app management interface or occ app:disable circles. Where Circles must remain enabled, block the two public entry points POST /apps/circles/event/ and POST /apps/circles/incoming/ at the reverse proxy or WAF for untrusted sources, or restrict them to known federated peer IPs, accepting that legitimate inbound federation events from unlisted instances will be dropped. Apply outbound egress filtering on the Nextcloud host so the web/PHP process cannot initiate connections to loopback, link-local, or private RFC1918 ranges (with an explicit exception list for known internal services the instance legitimately contacts), which neutralises the SSRF primitive but can break LAN-hosted federated instances and internal integrations. Network segmentation that places the Nextcloud web tier in a DMZ with no routing to management interfaces, cloud metadata endpoints (169.254.169.254), or internal admin ports reduces the reconnaissance value of a successful blind SSRF. Monitor Nextcloud and upstream firewall/proxy logs for POSTs to /apps/circles/event/ or /apps/circles/incoming/ carrying external URL values in keyId parameters, and for outbound GETs from the web tier to private address space, as detection for attempted exploitation. Track the HackerOne report at https://hackerone.com/reports/3303283 and EUVD-2026-82621 for a vendor fix, since no patched version number was available in the provided data and any upgrade decision should be validated against the vendor's own advisory once published.

Technical ContextAI · show details
The root cause is CWE-918 (Server-Side Request Forgery). Circles is the Nextcloud federation/teams component that exchanges signed events between Nextcloud instances; to validate a remote instance's signature it must retrieve the public key identified by a keyId, and it performs that HTTP fetch before the remote instance has been trusted or allow-listed. The vulnerable code path deliberately whitelists localhost and RFC1918/private address ranges for this lookup - presumably to support LAN-deployed federated instances - which negates Nextcloud's core SSRF guardrails that normally block requests to internal destinations. Two public, unauthenticated routes reach the code: POST /apps/circles/event/ and POST /apps/circles/incoming/, so an attacker needs only network reachability to the Nextcloud web tier and a crafted keyId URL pointing at an internal host, port, or service. The server's fetch is blind: the internal response body is discarded and never returned to the caller, which caps confidentiality impact to inference about reachability (timing, status behaviour, differential responses) rather than content disclosure. This explains the divergence between the vendor-supplied CVSS:3.0/AV:L/AC:L/PR:N/UI:N/S:U/C:H/I:N/A:N and the independently assessed CVSS:3.1/AV:N/AC:L/PR:N/UI:N/S:U/C:L/I:N/A:N: the assessed vector reflects full remote reachability of the unauthenticated endpoints but a lower confidentiality ceiling appropriate to a blind SSRF. Affected component CPE is cpe:2.3:a:nextcloud:server:*:*:*:*:*:*:*:* (EUVD maps it to Nextcloud Server 31.0.0 through 32.0.0), and the Circles app must be installed and enabled for the endpoints to exist. Authentication requirements are confirmed unauthenticated from the PR:N vector in both the vendor and assessed scores.

DescriptionCVE.org
Circles' remote-instance signature verification fetches the attacker-supplied keyId URL before trust in the remote instance is established, and explicitly allows local/private addresses for this request, bypassing Nextcloud's core SSRF protections. The public, unauthenticated endpoints POST /apps/circles/event/ and POST /apps/circles/incoming/ reach this code path, allowing any unauthenticated user to force the server to issue a GET request to an internal address.
The response body of the internal request is never returned to the requester, so this is blind SSRF: an attacker can determine whether an internal service is reachable, but cannot read its response contents through this endpoint alone.
