Vulnerability Assessment

Weakness
CWE
Exploitation Conditions

Exploitation requires three concurrent conditions: (1) the target system must have tc (traffic control) configured with at least one act_ct action in a qdisc filter rule - this is a non-default operator configuration present on Kubernetes nodes, Linux-based firewalls/NAT gateways, and SDN deployments; (2) the attacker must be able to send fragmented IP (IPv4 or IPv6) traffic that reaches and is processed by the act_ct rule - standard fragmented UDP or ICMP packets suffice; (3) for the highest-severity outcome (kernel panic), the kernel must be running with panic_on_warn=1, which is common in hardened production images but not universal. Without panic_on_warn, the impact is silent qdisc metadata corruption rather than a crash. What limits exploitation: systems without any tc act_ct rules are entirely unaffected regardless of kernel version; systems that filter or drop fragmented packets upstream of tc are unaffected; systems with panic_on_warn=0 do not panic but may experience unpredictable traffic scheduling behavior.

Impact

The CVSS 3.1 score of 8.2 (AV:N/AC:L/PR:N/UI:N/S:U/C:N/I:L/A:H) accurately reflects the network-reachable, unauthenticated trigger path but requires important qualification: exploitation is conditional on the target having tc act_ct configured in its qdisc rules - this is not a default kernel configuration and requires deliberate operator setup (common in container runtimes, SDN, or stateful firewall deployments). The A:H rating is valid only when panic_on_warn=1 is set, which while common in production kernels hardened against cascading failures, is not universal. Without panic_on_warn, the worst-case impact is silent metadata corruption affecting qdisc scheduling correctness (I:L), which may cause traffic anomalies rather than a crash. The EPSS score of 0.21% at the 11th percentile strongly signals that no widespread, automated exploitation tooling exists; the vulnerability is not in CISA KEV. The CVSS signal (high theoretical severity) conflicts meaningfully with the EPSS signal (very low exploitation probability), a pattern consistent with a kernel subsystem bug that requires specific environmental preconditions rather than a broadly exploitable service flaw. This is a genuine priority for operators running Linux-based stateful packet processing with tc act_ct, but not a universal emergency patch.

Exploit ScenarioDerived

An attacker with network access to a Linux host that has tc act_ct deployed in a qdisc chain (for example, a Kubernetes node using tc-based network policy or a Linux software firewall) sends a stream of deliberately fragmented UDP or TCP packets toward any listening port. As act_ct attempts to reassemble the fragments, nf_ct_handle_fragments() overwrites the qdisc control buffer. On a host with panic_on_warn=1 - common in hardened production kernels - qdisc_pkt_segs() trips its WARN_ON_ONCE assertion and the kernel panics, causing immediate denial of service. No public exploit code has been identified at time of analysis.

AnalysisAIv1 – Aug 17, 2026

Metadata corruption in the Linux kernel traffic control connection-tracking action (act_ct) allows remote attackers to crash systems or corrupt qdisc packet-segment state by sending fragmented IP or IPv6 traffic. The flaw exists because tcf_ct_handle_fragments() invokes nf_ct_handle_fragments() without preserving skb->cb, so the netfilter defragmentation helper silently overwrites tc_skb_cb/qdisc_skb_cb in-place - the same memory region. On hosts with panic_on_warn enabled, this triggers a WARN_ON_ONCE in qdisc_pkt_segs() that escalates to a kernel panic. EPSS is low (0.21%, 11th percentile) and the vulnerability is not in CISA KEV, indicating opportunistic exploitation is unlikely but targeted denial-of-service against network appliances or container hosts using tc act_ct is realistic.

RemediationAI

The primary fix is upgrading to a patched stable kernel: 6.6.145 or later, 6.12.97 or later, 6.18.40 or later, 7.1.5 or later, or 7.2-rc1 or later, sourced from https://git.kernel.org/stable. Patches are available as individual stable commits at https://git.kernel.org/stable/c/2400c4b05d58834b994500a9eec90a37db44187c (and the four parallel stable-branch commits listed in references). For systems that cannot be patched immediately, the most effective compensating control is removing or disabling tc rules that use the act_ct action; this eliminates the vulnerable code path entirely but forfeits connection-tracking-based stateful firewall functionality within tc. If act_ct cannot be removed, configuring IP and IPv6 fragmentation to be dropped at a network boundary (e.g., via iptables/nftables rules discarding fragmented packets before they reach tc) prevents the defragmentation path from executing, at the trade-off of breaking legitimate fragmented traffic. Disabling panic_on_warn (echo 0 > /proc/sys/kernel/panic_on_warn) reduces the worst-case impact from kernel panic to metadata corruption but does not fix the underlying flaw. Operators should audit tc qdisc configurations with 'tc filter show' and 'tc actions ls action ct' to determine exposure.

Technical ContextAI · show details

The Linux kernel traffic control (tc) subsystem provides the act_ct action (net/sched/act_ct.c) to perform connection tracking on in-flight packets, enabling stateful firewall and NAT semantics within qdisc chains. When fragmented packets are encountered, tcf_ct_handle_fragments() delegates reassembly to the netfilter helper nf_ct_handle_fragments(). That helper resets the IP control block (IPCB for IPv4, IP6CB for IPv6) embedded in skb->cb - a 48-byte per-packet scratch area whose layout is union-aliased at compile time between multiple kernel subsystems. The tc_skb_cb and qdisc_skb_cb structures, including the pkt_segs field consumed by qdisc_pkt_segs(), occupy the same memory. Because act_ct neither saves nor restores this region before calling the defrag helper, all qdisc metadata written upstream is lost for every reassembled fragment. The fix follows the pattern already used by Open vSwitch's ovs_ct_handle_fragments(): snapshot the full tc_skb_cb before calling the netfilter helper and restore it afterward. CWE data is absent, but the root cause class is an unsafe shared memory region (CWE-119 / CWE-667 - improper buffer handling / improper locking of shared resource). DescriptionCVE.org

In the Linux kernel, the following vulnerability has been resolved:

net/sched: act_ct: preserve tc_skb_cb across defragmentation

tcf_ct_handle_fragments() calls nf_ct_handle_fragments() without saving and restoring skb->cb. The defrag helper clears IPCB/IP6CB, which aliases the tc_skb_cb/qdisc_skb_cb control buffer. Fragmented traffic through act_ct therefore loses qdisc metadata such as pkt_segs and can trigger WARN_ON_ONCE() in qdisc_pkt_segs() when panic_on_warn is enabled.

Save and restore the full tc_skb_cb around nf_ct_handle_fragments(), matching the pattern used by ovs_ct_handle_fragments().

Executive ViewAI

Why It Matters

CVE-2026-72057 is a denial-of-service vulnerability in the Linux kernel's traffic control subsystem that allows remote attackers to crash systems handling fragmented network traffic. Organizations running containerized workloads or network appliances using kernel traffic control features face potential infrastructure outages, though current exploitation likelihood remains low at 0.2% EPSS. Targeted attacks against critical network infrastructure represent the primary risk.
