AC:H for the specific intersection/wildcard/exclusion model shape, PR:L because the ListUsers API requires an authorized caller, C:H as excluded users become authorized while integrity/availability are unaffected by the query itself.

OpenFGA is an authorization and permission engine built for developers. Prior to 1.18.1, the ListUsers API could return a user that should have been excluded when an authorization relation used an intersection containing a base but not excluded operand, the base was granted through a type-bound public wildcard, and the excluded user also had a concrete tuple through another intersection operand. In pkg/server/commands/listusers/list_users_rpc.go, expandIntersection counted the concrete tuple and wildcard without first rejecting entries in excludedUsersMap. Applications that used ListUsers to enumerate or enforce access could therefore treat an excluded user as authorized. This issue is fixed in version 1.18.1.
AnalysisAI
OpenFGA releases prior to 1.18.1 can have their ListUsers API return a user who should have been excluded by the authorization model, causing applications that use ListUsers to enumerate or enforce access to treat an excluded subject as authorized. The flaw is triggered only by a specific combination: a relation expressed as an intersection containing an exclusion operand (for example 'viewer: (org_member but not banned) and active'), where the included base is granted through a type-bound public wildcard ('user:*') and the excluded user also holds a concrete tuple satisfying another intersection operand. …
