| Exploitation Conditions | Exploitation requires a specific operational pattern: Trivy misconfiguration ('misconf'/config) scanning must be run against untrusted input - concretely, a third-party Terraform configuration such as one submitted in an external pull request - AND sensitive data must reside at a pathname above the scan root that the attacker can reference. The attacker leverages Terraform filesystem functions (file(), filebase64(), fileexists(), and related file-reading functions) with a relative path like '../shared/secret' that escapes the scanned directory, and the disclosed value must then appear within scan output visible to the adversary. Limiting factors that reduce realistic risk: the attack only works where Trivy is run on attacker-controlled configs (not when scanning trusted first-party code), the sensitive file must already exist at a guessable traversal path outside the scan root (AC:H), impact is confined to disclosure of that file's contents (C:L, no integrity/availability impact), and it affects only Trivy versions before 0.71.0. |
| Impact | All exploitation signals point to a low-priority issue. The CVSS 3.1 base score is only 2.5 (Low), driven by AV:L (the attack triggers when Trivy processes a file locally/in CI rather than over the network), AC:H (success requires sensitive data to exist at a predictable pathname above the scan root and a config crafted to reach it), PR:L, and impact limited to C:L with no integrity or availability effect (I:N/A:N). No EPSS score was supplied, so exploitation probability cannot be quantified; this is a data gap rather than a low score. The vulnerability is NOT in CISA KEV and no proof-of-concept was provided - so this is 'no public exploit identified at time of analysis.' The signals are internally consistent (low severity, information-disclosure-only, high-complexity, non-default attack path) and nothing conflicts, so there is no high-CVSS-but-low-risk tension here - it is simply a genuinely low-risk, narrowly-scoped information-disclosure bug. The one factor that could elevate real-world concern is the specific usage pattern: organizations that run Trivy misconfiguration scanning automatically against untrusted third-party pull requests in CI, where secrets may live just outside the scanned subdirectory. Missing data: no EPSS, no KEV, no POC. |
| Exploit ScenarioDerived | An attacker opens a third-party pull request containing a Terraform configuration that calls a filesystem function such as file("../../etc/secret") referencing a sensitive file located above the scan root. When the victim's CI pipeline automatically runs Trivy misconfiguration scanning on the untrusted PR, the function resolves the traversal path and the file's contents are surfaced in the scan output, disclosing the secret to the attacker. No public PoC was provided, and exploitation depends on sensitive data existing at a reachable path (AC:H). |

Alert meAnalysisAIv1 – Oct 02, 2026
Trivy versions before 0.71.0 allow directory traversal through Terraform filesystem functions during misconfiguration scanning of untrusted input, potentially exposing sensitive files located outside the scan root. An attacker able to supply a malicious Terraform configuration (e.g., via a third-party pull request) can use relative paths like '../secret' in file() or filebase64() to include the contents of files above the scan directory in scan output. Exploitation requires the sensitive file to exist at a guessable traversal path and is confined to information disclosure (C:L) with high attack complexity; no public exploit has been identified at time of analysis.
RemediationAI
Upgrade to Trivy 0.71.0 or later, which contains the sandboxing fix (commit 9d91b888cf63023e9c09b64259a4c1cea8dfe993, PR #10664). If an immediate upgrade is not possible, avoid running misconfiguration scans on untrusted Terraform configurations, or scan from the repository root so that all referenced files fall within the scan boundary-this workaround may miss checks that depend on out-of-root files. Alternatively, use --skip-dirs to exclude directories that may contain sensitive files, or suppress resulting false positives with --ignore-policy or inline
trivy:ignore comments, though these measures reduce scan coverage. Consult the vendor advisory GHSA-87hp-4m93-274g for additional guidance.

Technical ContextAI · show details
Trivy's Terraform misconfiguration scanner uses a virtual filesystem (mapfs) to represent the scanned project. Terraform's built-in filesystem functions-file(), filebase64(), fileexists(), and related readers-are evaluated within this virtual filesystem, but prior to 0.71.0 the mapfs instance retained an underlying OS fallback that permitted relative path traversal above the scan root. This flaw is classified as CWE-24 ('Path Traversal: '../filedir''). The fix in commit 9d91b888cf63023e9c09b64259a4c1cea8dfe993 and PR #10664 replaces the target filesystem with a sandboxed version when a *mapfs.FS is detected, and falls back to an empty in-memory filesystem otherwise, preventing any host filesystem access. Tests added in the commit verify that paths like '../secret.txt' fail with 'no file exists at', while files within the scan root and child modules remain accessible.

Trigger is a file processed locally by the scanner (AV:L); attacker needs no privileges on the target but must get untrusted input scanned and have a secret at a reachable path (PR:N, AC:H); disclosure-only impact (C:L, I:N, A:N).

Lifecycle Timeline
2DescriptionCVE.org
Trivy before 0.71.0 allows directory traversal in Terraform filesystem functions when they try to access pathnames above the scan root. The risk occurs when using misconf scanning on untrusted input (e.g., upon a third-party pull request that contains a Terraform configuration), if sensitive data can be found at those unintended pathnames, and an adversary can then view a sensitive data value within scan output.

Path traversal exploits occur when applications use user-controlled input to construct file system paths without proper validation.
