MITRE ATT&CK
1 technique across 1 tactic: Privilege Escalation The technique list with ATT&CK links and the kill-chain view is part of the Basic plan and up. |
| Exploitation Conditions | Requires a valid authenticated JeecgBoot account at any low privilege level (PR:L) - the flaw is the server's failure to enforce an authorization check on the SysAnnouncementController editIzTop handler, so any logged-in user can invoke it. Exploitation needs a POST or PUT request to the editIzTop endpoint containing an arbitrary announcement id; no user interaction and no special configuration are required. The limiting factors are that the attacker must first obtain or hold low-privileged credentials and that the impact is confined to toggling the top-pin (iz_top) status of announcements for all users - there is no data disclosure, code execution, or service disruption. |
| Impact | This is a genuine but low-severity access-control issue, not a high-priority emergency. The CVSS 4.0 vector (AV:N/AC:L/AT:N/PR:L/UI:N) and the 5.3 base score are internally consistent with the description: a network-reachable endpoint reachable with low privileges and no user interaction, with impact confined to integrity (VI:L) and no confidentiality or availability effect (VC:N/VA:N). The CWE-862 classification (missing authorization) matches the description precisely - this is a broken-access-control flaw, not code execution or data theft. A public POC exists (reported by VulnCheck), which raises the practical likelihood of opportunistic abuse, but there is NO CISA KEV listing and NO EPSS score supplied, so there is no evidence of active real-world exploitation - POC availability and active exploitation are distinct signals. SSVC-style reasoning puts technical impact as partial/low (nuisance-level integrity change to a shared UI element) and, while the action is trivially automatable, the consequence is limited. Net: a real, confirmed vulnerability worth patching in a maintenance cycle, but its real-world risk is modest - a high-reachability, low-impact issue rather than a critical one. Note the 'Authentication Bypass' tag is imprecise: this is an authorization (access-control) flaw affecting an already-authenticated low-privileged user, not a bypass of authentication itself. |
| Exploit ScenarioDerived | A user with any valid low-privileged JeecgBoot account authenticates normally, then sends a crafted POST or PUT request to the SysAnnouncementController editIzTop endpoint supplying an arbitrary announcement id. The server fails to check that the caller is authorized to manage announcements, so the attacker pins or unpins system notices displayed at the top for all users - enabling nuisance manipulation or social-engineering/phishing setups by surfacing attacker-chosen notices. A public proof-of-concept script for the POST variant is available, lowering the skill required to reproduce this. |

Alert meAnalysisAIv1 – Oct 10, 2026
Missing authorization in the SysAnnouncementController editIzTop handler of JeecgBoot through 3.9.5 allows any authenticated user at a low privilege level to pin or unpin system-wide announcements by sending a POST or PUT request carrying an arbitrary announcement id. The root cause is a pure access-control failure (CWE-862), not a memory or injection flaw, so the practical impact is limited to tampering with the pinned-notice banner displayed to all users, with no data disclosure, code execution, or service disruption. Publicly available exploit code exists and the issue was reported by VulnCheck, but the assessed severity is modest (CVSS 3.1 score 5.3, PR:L) because an attacker must already hold valid credentials and the resulting integrity change is low.
RemediationAI
No vendor-released patch identified at time of analysis: the available references are the VulnCheck advisory and a pointer to the vulnerable source in the JeecgBoot repository, not a fixed release or tagged commit, so administrators should track the jeecgboot/JeecgBoot project and the advisory URL (https://www.vulncheck.com/advisories/jeecgboot-through-3.9.5-missing-authorization-via-sys-annountcement-editiztop) for an official fix and upgrade as soon as a patched version is published. In the interim the most direct mitigation is to apply the missing authorization check yourself in SysAnnouncementController.editIzTop - add the same permission/role annotation or programmatic check that guards comparable administrative handlers so only privileged operators can change iz_top; the trade-off is maintaining a downstream patch across future JeecgBoot upgrades. As a compensating network control, restrict POST and PUT requests to the editIzTop path at the reverse proxy, API gateway, or WAF so they are accepted only from administrative sessions or allow-listed roles; this is brittle because path-normalization and alternate routing can evade path-based rules and the allow-list must be maintained as legitimate pins change. A lower-effort fallback is to disable the announcement pin/unpin capability for non-administrative roles entirely, which removes the attack surface but also removes a legitimate feature for normal users. Regardless of the control chosen, review announcement and authentication audit logs for unexpected iz_top changes made by low-privileged accounts, since exploitation is a low-impact integrity change that may otherwise go unnoticed.

Technical ContextAI · show details
JeecgBoot is a Java/Spring Boot low-code development platform whose administrative functionality lives largely in the jeecg-system-biz module; the affected handler editIzTop sits in SysAnnouncementController (referenced source lines 230-244) and is responsible for toggling the iz_top flag that controls whether a system announcement is pinned to the top of every user's view. The weakness class is CWE-862 Missing Authorization: unlike other administrative endpoints in the product, this handler does not enforce a permission or role check before acting on the supplied announcement id, so the server relies solely on the caller being authenticated rather than authorized. The CVSS 4.0 vector (AV:N/AC:L/AT:N/PR:L/UI:N, VC:N/VI:L/VA:N with no subsequent-system impact) and our independent CVSS 3.1 assessment (AV:N/AC:L/PR:L/UI:N/S:U/C:N/I:L/A:N) both describe a remote, low-complexity, low-privilege integrity-only issue requiring no user interaction and no special configuration; there is no confidentiality or availability component and the effect is confined to the iz_top state of announcement records.

DescriptionCVE.org
JeecgBoot through 3.9.5 contains a missing authorization vulnerability in the SysAnnouncementController editIzTop handler that allows low-privileged authenticated users to change announcement pin status. Attackers can send POST or PUT requests with any announcement id to pin or unpin system notices shown at the top for all users.
