1 technique across 1 tactic: Impact

The technique list with ATT&CK links and the kill-chain view is part of the Basic plan and up.

Exploitation Conditions

Requires an authenticated GitLab CE/EE account with permission to use a CSV import feature (PR:L); the flaw is triggered by uploading a CSV file with an improperly validated structure, which overloads Sidekiq background workers. Limiting factors: the attacker must already hold a valid account with import rights, so anonymous/pre-authentication exploitation is not possible; impact is restricted to availability of background job processing (no data exposure or modification). Affected deployments are GitLab versions from 11.7 up to the fixed releases 18.8.9, 18.9.5, and 18.10.3. Risk is highest on multi-tenant or internet-facing instances that allow low-trust users to self-register or import data.

Impact

This is a genuine but moderate-priority issue, not a top-tier emergency. The CVSS 3.1 vector (AV:N/AC:L/PR:L/UI:N/S:U/C:N/I:N/A:H) scores 6.5 (Medium), and all impact is confined to availability - there is no confidentiality or integrity loss, only denial of service to Sidekiq background workers. Signals are largely consistent and point AWAY from urgency: CISA SSVC lists Exploitation as 'none', Automatable as 'no', and Technical Impact as only 'partial', which aligns with the authenticated-user (PR:L) requirement and DoS-only outcome. The one elevating signal is a publicly available HackerOne report (POC exists), but POC availability is distinct from active exploitation - there is NO CISA KEV listing and SSVC exploitation is 'none', so there is no evidence of in-the-wild abuse. EPSS was not provided in the input, so exploitation probability could not be factored in; this is a data gap. The requirement for an authenticated account that can perform CSV imports meaningfully limits the attacker population to existing authorized users, making this more of an abuse-of-privilege DoS than a remote pre-auth threat. Net: patch on a normal priority cycle, prioritizing internet-facing multi-tenant GitLab instances where low-privilege accounts are abundant.

Exploit ScenarioDerived

A low-privileged but authenticated GitLab user uploads a maliciously structured CSV file through an import feature (e.g., issue import); because the CSV structure is improperly validated, parsing consumes excessive Sidekiq worker resources and degrades or halts background job processing for the instance. A public proof-of-concept exists in the referenced HackerOne report (#3328937), lowering the effort to reproduce. Because the attack is network-reachable (AV:N) with low complexity (AC:L) and no user interaction, any account with import permissions on a shared instance can trigger it.

AnalysisAIv1 – Oct 07, 2026

Uploading a specially structured CSV file through GitLab CE/EE's import functionality lets an authenticated user with import rights overwhelm the instance's Sidekiq background workers, degrading or stalling asynchronous job processing across the deployment (CVSS 6.5, availability-only impact). The defect exists in every release from 11.7 up to the fixed versions 18.8.9, 18.9.5, and 18.10.3, and publicly available exploit code exists, documented in the linked HackerOne report; CISA's SSVC assessment records no observed exploitation and classifies the issue as not automatable, and our independent assessment rates it a genuine but moderate-priority issue rather than an emergency. Because the CVSS vector specifies PR:L with AV:N/AC:L/UI:N, only authenticated accounts that can reach a CSV import feature are affected - anonymous or pre-authentication attacks are not possible, and the risk is highest on multi-tenant or internet-facing instances that allow low-trust users to self-register or bring data in.

RemediationAI

Upgrade to a fixed release on the appropriate track - 18.8.9, 18.9.5, or 18.10.3 - per the vendor advisory at https://gitlab.com/gitlab-org/gitlab/-/work_items/587573, which GitLab has published as an available patch. Where immediate upgrade is not possible, reduce exposure by tightening who can reach import features: restrict import/export permissions to trusted maintainers, disable self-registration and invitation-based onboarding so low-trust accounts cannot exist, and, if the importer is not part of normal workflow, remove it from the roles in use - accepting the trade-off that legitimate migration and data-onboarding work must be performed by a smaller, vetted group. Operator-side detection is possible by alerting on abnormal Sidekiq queue depth or job-enqueue rates and on large or malformed CSV uploads, and because the impact is confined to background job processing, an instance under such an attack remains readable while pipelines, webhooks, and e-mails stall. The condition is only exploitable by an authenticated user with import rights (PR:L), so anonymous-facing hardening alone is not sufficient, and the publicly available exploit code described in https://hackerone.com/reports/3328937 should be treated as a reason to prioritize patching over relying solely on rate limiting.

Technical ContextAI · show details

The root cause is CWE-770, Allocation of Resources Without Limits or Throttling: GitLab's CSV importers parse attacker-supplied files with insufficient structural validation, so a crafted file causes the application to enqueue an outsized or unbounded volume of background jobs instead of rejecting the input up front. Those jobs are executed by Sidekiq, GitLab's Redis-backed asynchronous processing framework, which handles pipelines, webhooks, e-mails, repository mirroring, and importer work itself; saturating its queues or worker concurrency therefore degrades every asynchronous function on the instance, not just the import path. The assessed vector CVSS:3.1/AV:N/AC:L/PR:L/UI:N/S:U/C:N/I:N/A:H confirms a network-reachable, low-complexity, no-user-interaction condition that impacts availability only, with no confidentiality or integrity loss, and the single affected CPE cpe:2.3:a:gitlab:gitlab:*:*:*:*:*:*:*:* reflects that GitLab CE and EE share the vulnerable code from 11.7 onward.

DescriptionCVE.org

GitLab has remediated an issue in GitLab CE/EE affecting all versions from 11.7 before 18.8.9, 18.9 before 18.9.5, and 18.10 before 18.10.3 that when importing CSV files could have allowed an authenticated user to cause denial of service to Sidekiq workers due to improper validation of CSV file structure.
