MITRE ATT&CK
1 technique across 1 tactic: Impact The technique list with ATT&CK links and the kill-chain view is part of the Basic plan and up. |
| Exploitation Conditions | The target application must pass attacker-controlled MVG (Magick Vector Graphics) content to ImageMagick's drawing/rendering path (RenderMVGContent), e.g. any upload or conversion pipeline that renders MVG or images that invoke MVG primitives. The specific trigger is MVG macro expansion with no upper bound in versions prior to 7.1.2-31 (and 6.9.13-56). Per the CVSS vector (PR:N/UI:N), no authentication or user interaction is required, and no non-default configuration is implied by the description. The principal limiting factor is reachability: exploitation depends on the deployment actually accepting and rendering untrusted MVG-capable input; environments that restrict ImageMagick's enabled coders/policy (policy.xml) to disallow MVG, or that never process untrusted images, are not exposed. Impact is bounded to availability degradation (A:L), not data exposure or code execution. |
| Impact | This is a genuine but moderate-priority issue, not a top-tier emergency. The vendor CVSS of 5.3 (CVSS:3.1/AV:N/AC:L/PR:N/UI:N/S:U/C:N/I:N/A:L) correctly caps impact at availability-only with low magnitude: there is no confidentiality or integrity impact and no code execution - only CPU/time exhaustion from an unbounded MVG macro-expansion loop (CWE-400). The network vector and no-privilege, no-interaction metrics are realistic because ImageMagick is typically invoked server-side on attacker-supplied images, so a remote unauthenticated actor can usually reach the decoder. No EPSS score, KEV entry, or POC flag was supplied in the input: there is no public exploit identified at time of analysis and no evidence of active exploitation. The only exploitation-relevant artifact provided is the upstream patch commit (a fix, not weaponized exploit code). The A:L rating (degradation via an 'excessively long-running operation') rather than A:H (hard crash) suggests the practical effect is resource starvation/latency rather than a clean process kill, which is consistent with the macro-expansion limit the patch introduces. Net: prioritize for patching anywhere ImageMagick ingests untrusted images, but it ranks below any RCE or memory-corruption ImageMagick bug. |
| Exploit ScenarioDerived | An attacker uploads a crafted MVG (Magick Vector Graphics) file - or an image that triggers MVG rendering - to a web service that uses ImageMagick for thumbnailing or conversion. The MVG content abuses macro expansion so the RenderMVGContent routine performs an enormous number of expansions, consuming CPU and stalling the worker. With no public POC noted, exploitation would require crafting such input, but the low attack complexity (AC:L) and no authentication requirement (PR:N) make this straightforward for a motivated actor against any default MVG-processing pipeline. |

Alert meAnalysisAIv1 – Oct 07, 2026
Unbounded MVG macro expansion in ImageMagick versions prior to 7.1.2-31 and 6.9.13-56 lets a crafted Magick Vector Graphics image drive the MVG decoder into an excessively long-running render, degrading availability of any service that processes attacker-supplied MVG-capable content. Per the CVSS vector (AV:N/AC:L/PR:N/UI:N/S:U/C:N/I:N/A:L), the issue is remotely reachable without authentication or user interaction, but impact is limited to partial availability loss with no confidentiality or integrity effect. No confirmed active exploitation (CISA KEV) and no public exploit code were identified at time of analysis, and EPSS data was not provided; the practical risk is tied mainly to whether a deployment actually renders untrusted MVG input. The vendor has released fixes in ImageMagick 7.1.2-31 and 6.9.13-56.
RemediationAI
Vendor-released patch: ImageMagick 7.1.2-31 (from the 7.x branch) and ImageMagick 6.9.13-56 (from the 6.x branch) contain the fix; upgrade to at least those versions, or to the vendor-patched build supplied by your distribution/container base image vendor, which will backport the MacroExpansionLimit of 262144 and the accompanying macro_expansion counter in DrawInfo. Organizations that build ImageMagick themselves can also track the two upstream commits (c311471c4e4978494834c707b417bc033d95cc48 and 49560a1641f72a127e413b9861eca0997fde2b96) referenced from the advisory GHSA-qr53-hc3p-fc62. Where patching must be deferred, the most effective compensating control is to remove MVG from the processing surface: use ImageMagick's policy.xml to disable the MVG/MSVG/SVG coders (and any delegate that can emit MVG) for untrusted input paths - the trade-off is that legitimate vector-graphics rendering requests will be rejected, so this should be scoped to the uploader/converter service only. Additional layered controls include running conversions with strict resource limits (MAGICK_MEMORY_LIMIT, MAGICK_MAP_LIMIT, MAGICK_TIME_LIMIT), isolating the ImageMagick worker in a sandbox or container with CPU and wall-clock quotas so a long-running render is terminated rather than exhausting the host, rejecting non-image or unexpected formats at the API boundary before they reach the decoder, and rate-limiting or queue-bounding the affected conversion endpoint; these reduce blast radius but do not eliminate the unbounded-expansion behavior on an unpatched build.

Technical ContextAI · show details
The flaw is a CWE-400 uncontrolled resource consumption in ImageMagick's MVG (Magick Vector Graphics) drawing path. MVG is ImageMagick's own text-based vector drawing language, and its renderer (RenderMVGContent in MagickCore/draw.c for the 7.x line, magick/draw.c for the 6.x line) supports macro expansion, allowing a drawing primitive to expand into further primitives recursively. Prior to the fix there was no cap on the number of expansions, so a small crafted MVG file could force a very large number of iterations, producing a long-running, CPU-bound operation. The upstream commits (c311471c4e4978494834c707b417bc033d95cc48 on ImageMagick and 49560a1641f72a127e413b9861eca0997fde2b96 on ImageMagick6) introduce a MacroExpansionLimit of 262144, add a macro_expansion counter to the DrawInfo structure, propagate it through CloneDrawInfo, and have RenderMVGContent abort with a DrawError ('NonconformingDrawingPrimitiveDefinition') once the limit is exceeded. The CPE entry cpe:2.3:a:imagemagick:imagemagick:*:*:*:*:*:*:*:* confirms ImageMagick itself as the affected product, and the tagged releases 7.1.2-31 and 6.9.13-56 are the fixed versions for the respective branches.

ImageMagick is free and open-source software used for editing and manipulating digital images. Prior to 7.1.2-31 and 6.9.13-56, a missing limit check in the MVG decoder allows a crafted MVG image to trigger an excessively long-running operation. This issue is fixed in versions 7.1.2-31 and 6.9.13-56.
