Network-reachable, low-complexity authorization flaw needing a low-priv user-write role (PR:L); cross-organization impact is a scope change (S:C) with full account takeover (C:H/I:H), no availability impact.

ZITADEL 3.x before 3.4.15 and 4.x before 4.17.1 contains an improper authorization vulnerability: when issuing passkey or passwordless enrollment codes, it checks only the organization in the x-zitadel-orgid header, not the target user's organization. Attackers with user-write permission in one organization can obtain an enrollment code for a user in another organization on the same instance and register their own authenticator to take over that account.
AnalysisAI
Cross-organization account takeover in ZITADEL 3.x before 3.4.15 and 4.x before 4.17.1 allows an authenticated attacker who holds user-write permission in one organization to request a passkey or passwordless enrollment code for a user in a different organization on the same multi-tenant instance, then register their own authenticator and seize that account. The flaw is an improper authorization check (CWE-862): the server validates the organization named in the x-zitadel-orgid header instead of the target user's actual organization. …

Vulnerability AssessmentAI
| Exploitation | Requires a multi-tenant ZITADEL instance hosting at least two organizations, where the attacker already holds an account with user-write permission in any one organization; the target victim must reside in a different organization on the same instance. … Additional conditions and limiting factors are described in the full assessment. |
| Risk Assessment | This is a genuine high-priority issue, not an inflated high-CVSS score. … Full risk analysis with EPSS, KEV, and SSVC signal comparison available after sign-in. |
| Exploit Scenario | Full exploit scenario with step-by-step reproduction available after sign-in. |
| Remediation | Vendor-released patch: upgrade to ZITADEL 3.4.15 or 4.17.1 (or later), which corrects the authorization check so enrollment codes are validated against the target user's organization rather than the x-zitadel-orgid header; see https://github.com/zitadel/zitadel/security/advisories/GHSA-pq2q-2c6r-75c4 for the upstream fix. … Detailed patch versions, workarounds, and compensating controls in full report. |
Recommended ActionAI
Within 24 hours, identify all ZITADEL instances running 3.x before 3.4.15 or 4.x before 4.17.1, particularly multi-tenant deployments with two or more organizations, and immediately restrict user-write permissions to only trusted administrators; audit logs for any unauthorized passkey or passwordless enrollment code requests and consider temporarily disabling passkey/passwordless enrollment features if operationally feasible. …
