| Exploitation Conditions | Exploitation requires a very specific configuration: a route using the openid-connect plugin configured for remote introspection, pointed at an authorization server that serves MULTIPLE issuers, running an affected APISIX version (3.12.0 through 3.18.0). The attacker must already possess a valid token that introspects as active for at least one issuer (PR:L / authenticated). The flaw is that APISIX does not re-validate the token's issuer against the issuer the target route is restricted to, so a token good for one issuer is accepted on routes meant for another. Limiting factors: single-issuer auth servers, non-OIDC routes, local JWT validation instead of remote introspection, and versions at or above 3.19.0 are not affected; the required multi-issuer setup (AT:P) meaningfully narrows the exposed population. |
| Impact | This is a genuine authorization/authentication-boundary flaw in Apache APISIX but a moderate, conditional priority rather than a widespread emergency. The vendor-supplied CVSS 4.0 vector (5.1, CVSS:4.0/AV:N/AC:L/AT:P/PR:L/UI:N) tells a consistent story: network-reachable (AV:N) and low attack complexity (AC:L), but gated by a specific attack requirement (AT:P - the auth server must serve multiple issuers) and requiring the attacker to already hold a valid token (PR:L, authenticated). The impact is modeled entirely on the subsequent system (SC:H/SI:L) with no impact to the gateway itself (VC:N/VI:N/VA:N), reflecting that APISIX is a proxy: the real damage is unauthorized access to a protected backend/route the attacker should not reach. There is no EPSS score, no CISA KEV listing, and no public exploit code in the provided data, so there is no evidence of active or automated exploitation - this points to targeted, opportunistic risk against specifically misconfigured multi-issuer deployments rather than mass exploitation. Note a known scoring tension: because CVSS 3.1 treats this as a scope change (vulnerable auth plugin -> impacted backend) with high confidentiality, a 3.1 vector lands notably higher (~7.x) than the vendor's 4.0 score of 5.1, which handles subsequent-system impact more conservatively; the 4.0 framing is the more realistic real-world severity. |
| Exploit ScenarioDerived | In an APISIX deployment where the openid-connect plugin uses remote introspection against an authorization server that serves multiple issuers, an attacker holds a legitimate OIDC token valid for issuer A (e.g., a low-privilege tenant). They replay that token against a route configured to be restricted to issuer B; the token introspects as 'active' and APISIX accepts it, granting access to the issuer-B-protected backend. No public exploit code is identified at time of analysis, and the attacker must already be an authenticated principal of one issuer. |

Alert meAnalysisAIv1 – Oct 01, 2026
Improper issuer validation in Apache APISIX 3.12.0 through 3.18.0 lets an attacker who already holds a valid token for one issuer get that token accepted on an API route restricted to a different issuer, when the openid-connect plugin is configured for remote introspection against an authorization server that serves multiple issuers. The exposure is configuration-dependent: single-issuer auth servers, routes that do not use the openid-connect plugin, and deployments using local JWT validation instead of remote introspection are not affected, and versions 3.19.0 and later are patched. No public exploit code has been identified at time of analysis, and there is no confirmed active exploitation (CISA KEV); the CVSS 4.0 base score is 5.1 with subsequent-system confidentiality impact, reflecting a genuine but conditional authentication-boundary weakness rather than a widespread emergency.
RemediationAI
Upgrade to Apache APISIX 3.19.0, which the vendor confirms fixes the issue; this is the only complete remediation and should be prioritized on any gateway running 3.12.0 through 3.18.0 with the openid-connect plugin in remote-introspection mode. If an immediate upgrade is not possible, the most effective compensating control is to stop relying on multi-issuer remote introspection: point each route's introspection configuration at a single-issuer authorization server or a per-issuer introspection endpoint, or split the multi-issuer authorization server so that each route only ever introspects against the issuer it trusts - the trade-off is added configuration complexity and possibly additional introspection round trips. Alternatively, switch the affected routes to local JWT validation and enforce an explicit issuer allow-list (validating the iss claim) so the issuer is checked by APISIX rather than inferred from a remote introspection 'active' response; this removes the dependency on the introspection server's behavior but requires key material/rotation management and changes the trust model for opaque tokens. Disabling the openid-connect plugin on routes that do not actually need multi-issuer OIDC, or temporarily removing those routes from the gateway, eliminates exposure at the cost of the affected functionality. Audit logs from the introspection callout and route-level authorization decisions during the vulnerable window for any token whose issuer did not match the route's intended trust domain. Technical ContextAI · show details
Apache APISIX is an open-source API gateway that applies plugin-based policy at the route level. The vulnerability lives in the openid-connect plugin when it is configured for OAuth 2.0 remote token introspection (RFC 7662): instead of validating the token locally as a JWT, the gateway asks the authorization server's introspection endpoint whether a presented token is active. When that authorization server hosts or federates multiple issuers, the introspection response can legitimately return active=true for a token that was issued by a different issuer than the one the target route is scoped to, and APISIX fails to cross-check the token's issuer (the iss claim/subject-domain) against the issuer the route requires. This is a CWE-287 Improper Authentication condition - the gateway authenticates the token as 'active' but does not correctly bind that authentication decision to the intended trust domain, so authentication succeeds in the wrong security context and is effectively an authorization-boundary bypass across tenants/issuers. The affected CPE is cpe:2.3:a:apache_software_foundation:apache_apisix:*:*:*:*:*:*:*:*, with the vendor-confirmed vulnerable range being 3.12.0 through 3.18.0. Exploitation prerequisites are non-trivial: the route must use the openid-connect plugin with remote introspection, the introspection backend must serve multiple issuers, and the attacker must already possess a token that introspects as active for at least one of those issuers (CVSS PR:L - authenticated), which is why the assessed vector carries AC:H and AT:P and why the affected population is narrow.

On a route using openid-connect plugin with remote introspection against an authorization server that serves multiple issuers, a token that introspects as active for one issuer may get accepted on a route restricted to another. This issue affects Apache APISIX: from 3.12.0 through 3.18.0.
Users are recommended to upgrade to version 3.19.0, which fixes the issue.
