Exploitation Conditions

Requires a vLLM deployment (before 0.29.0) that accepts video inputs and uses the PyNvVideoCodec decoder path with configured decoder allocation limits - the flaw is specific to that multimodal video-decode feature, so text-only or non-video deployments are not exposed. Exploitation requires the ability to select among multiple sampler subclasses in requests so their allocation counters increment independently and bypass the shared cap. The CVSS vector marks it unauthenticated (PR:N) and network-reachable (AV:N), but AC:H and AT:P indicate success is not deterministic: it depends on winning allocation/timing conditions across repeated requests, and real-world exposure is further limited where the vLLM API endpoint is fronted by an API key or network gateway. Impact is limited to availability degradation via GPU memory exhaustion (VA:L) - no data disclosure or code execution.

Impact

This is a genuine but low-severity availability issue, not a critical priority. The vendor's CVSS 4.0 vector (AV:N/AC:H/AT:P/PR:N/UI:N) yields only 6.3 (MEDIUM) and, critically, sets only VA:L - a LOW availability impact with no confidentiality or integrity impact (VC:N/VI:N). This is consistent with the description: a resource-limit bypass that exhausts 'unaccounted GPU memory', i.e. degraded service rather than a full crash or RCE. Key tempering signals are AC:H and AT:P: exploitation is not trivially reliable - the attacker must repeatedly select differing sampler subclasses to shadow the decoder counter and win against normal allocation behavior, and success depends on race/timing conditions. No EPSS score, no CISA KEV listing, and no public POC are present in the input, so there is no evidence of active or automated exploitation - the profile is theoretical/reported-by-researcher (VulnCheck) rather than in-the-wild. Signals are internally consistent: a network-reachable but hard-to-reliably-trigger, availability-only weakness. The one caveat worth verifying is the auth boundary - the description says 'unauthenticated' and the vector confirms PR:N, but real vLLM deployments frequently sit behind an API key or gateway, which would raise the effective privilege bar. Overall: real bug, low real-world urgency.

Exploit ScenarioDerived

An attacker with network access to a vLLM server that accepts video inputs submits multiple inference requests, each choosing a different sampler subclass so that per-subclass counters increment independently and never reach the configured PyNvVideoCodec decoder cap. By repeatedly instantiating decoders that escape accounting, the attacker allocates GPU memory beyond the intended limit, degrading service for legitimate users. No public exploit code is identified at time of analysis, and the CVSS AC:H/AT:P metrics indicate reliable triggering requires favorable timing and repeated attempts.

AnalysisAIv1 – Sep 26, 2026

Unauthenticated remote attackers can exhaust GPU memory on vLLM deployments before 0.29.0 that accept video inputs, by requesting different sampler subclasses whose decoder-allocation counters increment independently and thus sidestep the shared PyNvVideoCodec decoder limit. The result is availability degradation (GPU memory exhaustion) rather than data disclosure or code execution, and success is not deterministic - it depends on repeated requests that win allocation and timing conditions (AC:H, AT:P), with additional practical constraints where the API is gated by an API key or network gateway. No public exploit code has been identified and the issue is not confirmed as actively exploited (CISA KEV); a vendor patch is available per the upstream GitHub security advisory.

RemediationAI

Upgrade vLLM to 0.29.0 or later, which resolves the sampler-subclass shadowing so decoder allocation counters are shared and the configured limit is enforced; the fix is documented in the vendor advisory at https://github.com/vllm-project/vllm/security/advisories/GHSA-j682-9xp5-rrf3 and corroborated by https://www.vulncheck.com/advisories/vllm-before-0.29.0-resource-limit-bypass-via-sampler-subclass (patch available per vendor; no separately confirmed hotfix version beyond 0.29.0). Where upgrading immediately is not possible, reduce the blast radius by lowering the configured PyNvVideoCodec decoder allocation limit and GPU memory admission thresholds so exhaustion is throttled earlier - accepting reduced video-decode throughput as the trade-off - and by disabling or refusing video inputs (rejecting video sampler/subclass requests at the gateway) if the deployment does not need them. Because the vector is PR:N/AV:N, also require API-key or authenticated access and place the vLLM API behind a network gateway or reverse proxy, and apply per-client request rate limiting on video endpoints to make the repeated-request allocation race harder to win; note that these are compensating controls only and do not correct the underlying counter-shadowing defect.

Technical ContextAI · show details

vLLM's multimodal video path uses PyNvVideoCodec for hardware-accelerated decoding on NVIDIA GPUs, and the server enforces a configured cap on the number of concurrent decoder allocations to prevent GPU memory exhaustion. The flaw is a CWE-770 (Allocation of Resources Without Limits or Throttling) class bug: when a client selects among multiple sampler subclasses, each subclass maintains what should be a shared accounting counter but is instead shadowed per-subclass, so allocation counts increment independently and the aggregate limit is never reached. The CPE cpe:2.3:a:vllm-project:vllm:*:*:*:*:*:*:*:* with EUVD's version range of vllm 0 to <0.29.0 confirms all releases prior to 0.29.0 are affected. Because the bypass lives in the video-decode feature specifically, text-only or non-video deployments do not expose the vulnerable code path, and the CVSS 4.0 vector (AV:N/AC:H/AT:P/PR:N/UI:N/VA:L) aligns with the independent CVSS 3.1 reassessment (AV:N/AC:H/PR:N/UI:N/S:U/C:N/I:N/A:L): a network-reachable, unauthenticated but high-complexity route to low-impact availability loss.

DescriptionCVE.org

vLLM before 0.29.0 contains a resource-limit bypass vulnerability in PyNvVideoCodec decoder allocation where sampler subclass shadowing allows independent counter increments. Unauthenticated attackers can select different sampler subclasses in video requests to exceed configured decoder limits and exhaust unaccounted GPU memory.
