The technique list with ATT&CK links and the kill-chain view is part of the Basic plan and up.

Exploitation Conditions

Requires: (1) the RabbitMQ Management plugin enabled (it exposes the vulnerable /api/global-parameters/:name HTTP endpoint); (2) an authenticated account carrying the 'policymaker' user tag - not the weaker management tag, but below administrator; and (3) the ability to send a very high volume (~1,000,000) of requests each with a unique :name value to sustain atom-table growth to the exhaustion point. The single-request AT:P attack requirement and the privileged-role gating are the primary limiting factors; the endpoint is not reachable by unauthenticated or low-privilege users, and default deployments without the Management plugin are not exposed. Applies to RabbitMQ 4.0.0 up to (but not including) 4.0.22, 4.1.14, 4.2.7, and 4.3.1.

Impact

This is a genuine but modest-priority denial-of-service issue, not a high-urgency threat. The NVD CVSS 4.0 vector (AV:N/AC:L/AT:P/PR:H/UI:N/VC:N/VI:N/VA:H, score 5.9) correctly captures a pure availability impact with no confidentiality or integrity effect. Two signals temper the risk: PR:H/PR:L means the attacker must already hold a privileged RabbitMQ role, and AT:P reflects that a single request is harmless - the crash requires roughly 1,000,000 requests with unique names to exhaust the atom table, so this is a sustained-volume attack, not a one-shot. No EPSS score, no CISA KEV listing, and no public exploit are present in the provided data, indicating no evidence of active or automated exploitation. One data conflict to flag: NVD assigns PR:H, but the description explicitly states the endpoint requires only the 'policymaker' tag, which sits BELOW administrator - so PR:L is arguably more accurate, and the vendor CVSS may overstate the privilege barrier. Overall this is a high-CVSS-but-bounded-real-risk item: a legitimately privileged insider (or a compromised policymaker credential) can crash a node, affecting all tenants on it, but external unauthenticated attackers cannot reach it.

Exploit ScenarioDerived

An authenticated user holding the RabbitMQ policymaker tag (or an attacker who has stolen such credentials) scripts roughly a million HTTP requests to /api/global-parameters/<unique-name>, each with a distinct name. Because resource_exists/2 and the PUT/DELETE handlers coerce the URL :name segment to an atom via the unsafe binary_to_atom/2, every unique name permanently consumes an atom-table slot until the BEAM VM hits its atom limit and the node crashes, taking down all vhosts and tenants on it. No public exploit code is identified, but the technique is trivial to reproduce with a simple loop.

AnalysisAIv1 – Sep 25, 2026

Atom-table exhaustion in RabbitMQ 4.x lets an authenticated user who holds the 'policymaker' tag crash a broker node by sending a sustained stream of requests (roughly one million) to the Management plugin's /api/global-parameters/:name endpoint, each with a unique name value. The handler passes the URL segment through rabbit_data_coercion:to_atom/1, which uses the unsafe binary_to_atom/2; because Erlang atoms are never garbage collected, every novel name permanently consumes an atom-table slot until the VM aborts. Exposure requires the Management plugin to be enabled and an account above the management tag (but below administrator); it is not reachable unauthenticated, and the assessed impact is availability-only (no confidentiality or integrity loss). No public exploit code or confirmed active exploitation was identified at time of analysis, and the issue is fixed in RabbitMQ 4.0.22, 4.1.14, 4.2.7 and 4.3.1.

RemediationAI

Upgrade to a vendor-patched release: RabbitMQ 4.0.22, 4.1.14, 4.2.7 or 4.3.1, which replace the unsafe to_atom/1 coercion with to_existing_atom/1 so unknown global-parameter names return 404 instead of allocating atoms; details are in advisory GHSA-q7x8-97rh-cr24 and the commits 8fbe6d8112427e85fb9a9206b3eb6e9a3ddd3e39 and fc591e7ee27a29657ca960930acefd3e4217e007. If immediate upgrade is not possible, the most effective compensating control is to reduce the attack surface rather than to monitor it: disable the Management plugin where it is not operationally required (it disables the entire HTTP/API surface and any tooling that depends on it), or, where the plugin is needed, front it with a reverse proxy or API gateway that caps request rate per authenticated principal and rejects repeated distinct-path writes, accepting the trade-off of possible throttling of legitimate automation. Grant the policymaker tag strictly on a need-to-use basis, since the endpoint is only reachable by accounts at or above that privilege level, and note that an atom-table-exhaustion crash affects the entire broker node, so restarting the node or collapsing clustered peers is only a stopgap that does not remove the underlying flaw.

Technical ContextAI · show details

The flaw is an uncontrolled resource consumption issue (CWE-400) rooted in the Erlang/OTP atom table, a fixed-size, non-garbage-collected table shared by the entire BEAM VM (default ceiling around one million atoms). The Management plugin's handler module rabbit_mgmt_wm_global_parameter.erl resolved the :name path segment with rabbit_data_coercion:to_atom/1, which is backed by binary_to_atom/2 - a function that converts an arbitrary binary into a brand-new atom if one does not already exist. The PUT, GET and DELETE resource_exists/2 code paths therefore created a permanent atom for every distinct :name supplied by the caller, turning routine HTTP traffic into an unbounded allocation primitive. The upstream commits (8fbe6d8112427e85fb9a9206b3eb6e9a3ddd3e39 and fc591e7ee27a29657ca960930acefd3e4217e007) replace the coercion with rabbit_data_coercion:to_existing_atom/1 wrapped in a try/catch on error:badarg, returning undefined for unknown names, and split out a raw_name/1 accessor so rabbit_runtime_parameters:set_global/3 still receives the original binary for legitimate writes. A new global_parameters_http_SUITE.erl regression suite, including a PropEr property test, asserts that GET and DELETE of nonexistent parameters return 404 without creating atoms. The affected CPE is cpe:2.3:a:rabbitmq:rabbitmq-server, i.e. the core broker plus Management plugin rather than a standalone product.
