1 technique across 1 tactic: Impact

The technique list with ATT&CK links and the kill-chain view is part of the Basic plan and up.

Exploitation Conditions

Requires an authenticated account holding the management tag (PR:L) - the use_regex=true option on management list endpoints (e.g. list queues/exchanges) is a supported feature reachable through normal API use, so no non-default configuration is needed. Impact scales with the size of the result set: the description's worked example assumes roughly 5000 resources, so a broker with many queues/exchanges is required for a single request to consume 12+ minutes of CPU (this is the AT:P attack requirement). On a sparsely populated broker the per-request cost is far lower. No user interaction and no confidentiality/integrity exposure; the limiting factors are the management-tag requirement and a resource-rich deployment.

Impact

This is a genuine but bounded availability risk, not a headline-grade critical. The CVSS 4.0 vector (AV:N/AC:L/AT:P/PR:L/UI:N) with VA:H and a 6.0 (MEDIUM) score aligns with the CWE-1333 inefficient-regex-complexity mechanism: a management-tagged (low-privilege but authenticated, PR:L) user can force the broker to run an unbounded-runtime regular expression once per resource on list endpoints via use_regex=true, consuming 12+ minutes of scheduler CPU per request and saturating schedulers with parallel requests. Confidentiality and integrity are untouched (VC:N/VI:N) - pure DoS. No EPSS score, no CISA KEV listing, and no public PoC are present in the data, so there is no signal of active or imminent exploitation; risk is a self-service DoS by any account already trusted with the management tag rather than a wormable pre-auth threat. The vendor's AT:P (attack-requirement present) reflects the need for a populated broker (the example cites 5000 queues) - on a broker with few resources the CPU cost per request drops and impact is limited, which is a meaningful real-world mitigant. Signals are internally consistent; no conflicts to flag. Priority: patch on a normal maintenance cadence, higher if untrusted parties hold management-tag accounts.

Exploit ScenarioDerived

A user holding only the management tag issues a normal list-resources API call (e.g. list queues) with use_regex=true and a name filter regex against a broker holding thousands of queues; the regex executes once per queue with no match_limit tuning, burning many minutes of CPU on a single request. Firing several such requests concurrently saturates all Erlang schedulers and denies service to legitimate AMQP/management traffic. No public PoC is identified in the provided data.

AnalysisAIv1 – Sep 23, 2026

Denial of service in RabbitMQ (all server releases prior to 3.13.15, 4.0.20, 4.1.11, 4.2.6 and 4.3.0) allows an authenticated user holding the management tag to burn broker CPU through the supported use_regex=true option on management list endpoints. The caller-supplied ?name= pattern is passed to Erlang/OTP's re:run without a match_limit and executed once per resource in the result set, so on a broker with roughly 5000 queues a single request can consume 12 or more minutes of scheduler time, and parallel requests can saturate the schedulers and degrade availability for all clients. There is no confidentiality or integrity impact, no public exploit code identified at time of analysis, and the risk is bounded by the management-tag requirement, no user interaction being needed but a resource-rich deployment being necessary for the effect to be felt.

RemediationAI

Vendor-released patch: 3.13.15, 4.0.20, 4.1.11, 4.2.6, and 4.3.0 - upgrade to the fixed build for your supported release series (full details in the advisory at https://github.com/rabbitmq/rabbitmq-server/security/advisories/GHSA-rg5q-vcgf-rfh7, with artifacts at https://github.com/rabbitmq/rabbitmq-server/releases/tag/v4.2.6 and https://github.com/rabbitmq/rabbitmq-server/releases/tag/v4.3.0). Because the fix adds a match_limit to the per-resource regex evaluation, applying it is the only complete remedy for the CPU-amplification path; note that upgrade restarts the broker and any nodes running the older build must be rolled in a controlled order. If immediate patching is not possible, restrict the management tag so that only accounts genuinely requiring API access hold it (the tag grants full read/write API access, and audit existing users for stale or shared credentials), and bind or firewall the management listener (default port 15672) to trusted management networks only; the trade-off is that operators, dashboards and automation scraping the API from other segments lose access until the network rule is relaxed. Front the management endpoint with a reverse proxy that enforces short upstream timeouts and per-client request rate limits, which breaks long-running regex requests before they consume scheduler time but may also cut off legitimate slow list operations and health-check scrapers. On resource-heavy brokers, reducing the number of queues/exchanges or sharding across brokers lowers the per-request multiplier, though this is an operational trade-off rather than a security control, and there is no documented configuration flag to disable the use_regex feature itself in the provided data. Monitor management API latency and Erlang scheduler occupancy for the characteristic spike pattern, since detection is otherwise difficult - the requests are valid, authenticated API calls.

Technical ContextAI · show details

The issue is an inefficient-regular-expression-complexity weakness (CWE-1333) in RabbitMQ's management HTTP API plugin, implemented in Erlang/OTP. The internal helper match_value/3 forwards the user-supplied ?name= regular expression straight to re:run without setting the match_limit option, leaving OTP's default cap of 10 million matching steps in place; that default bounds any individual match attempt at roughly 100-200 milliseconds of CPU, which is acceptable for one call but not for thousands. Because the management list endpoints (queues, exchanges and similar resources) apply this matcher once per resource in the result set, the per-call cost is multiplied by the number of resources returned; the description's worked example assumes a set of about 5000 resources at roughly 150 ms each, yielding 12 or more minutes of CPU for one request. use_regex=true is a documented, supported feature of these list endpoints, so no non-default configuration or debug switch is required to reach the vulnerable path - only an API client willing to send a costly pattern. The affected code ships in the rabbitmq-server package (CPE cpe:2.3:a:rabbitmq:rabbitmq-server:*:*:*:*:*:*:*:*) across the 3.13.x, 4.0.x, 4.1.x, 4.2.x and pre-4.3.0 release lines. The project's CVSS 4.0 score of 6.0 includes the AT:P attack-requirement metric, which maps to the assessed precondition that the broker must actually hold a large number of queues/exchanges for a blast-radius-worthy effect; our independent CVSS 3.1 assessment, AV:N/AC:L/PR:L/UI:N/S:U/C:N/I:N/A:H, likewise scores this as a pure availability impact requiring an authenticated principal.

DescriptionCVE.org

RabbitMQ is a messaging and streaming broker. Prior to versions 3.13.15, 4.0.20, 4.1.11, 4.2.6, and 4.3.0, match_value/3 passes the user-supplied ?name= regular expression to re:run with no match_limit option, and executes it once per resource in the result set. OTP's default 10M match_limit caps each call at roughly 100-200ms, but the regex runs once per resource in the result set. With a large set, for example 5000 queues at 150ms each, a single request consumes 12 or more minutes of CPU. Parallel requests saturate the schedulers. The use_regex=true option is a supported feature on list endpoints, so this path is reachable through normal API use. Preconditions include Any user with the management tag can exploit this.. This issue is fixed in versions 3.13.15, 4.0.20, 4.1.11, 4.2.6, and 4.3.0.
