1 technique across 1 tactic: Impact

The technique list with ATT&CK links and the kill-chain view is part of the Basic plan and up.

Exploitation Conditions

Requires the rabbitmq_consistent_hash_exchange plugin to be enabled (not enabled by default) AND an authenticated user holding write permission on a consistent-hash exchange plus read permission on a target queue - i.e. standard binding permissions, not administrative rights. Exploitation is limited by these two factors: the plugin must be active, and the attacker must already possess a low-privilege account with binding rights on that exchange type. Where the plugin is disabled or untrusted users lack binding permissions on consistent-hash exchanges, the vulnerability is not reachable. The impact is amplified because the malicious binding is persisted to Khepri, replicated to all cluster nodes, and reloaded on restart, so it cannot be remediated by a simple broker restart.

Impact

This is a genuine but bounded operational risk - a denial-of-service, not a compromise. The CVSS 4.0 vector (AV:N/AC:L/AT:P/PR:L/UI:N) with VA:H and CWE-770 (Uncontrolled Resource Allocation) is internally consistent with the description: a network-reachable, low-privilege authenticated user can trivially exhaust memory. No EPSS score, no CISA KEV listing, and no public exploit are present in the input, so exploitation status is 'no public exploit identified at time of analysis' - this is not a widespread-exploitation emergency. The AT:P (Attack Requirements: Present) reflects that the attacker must already hold specific binding permissions AND the rabbitmq_consistent_hash_exchange plugin must be enabled, which meaningfully narrows the affected population and correctly keeps the score at 6.0 (medium) rather than higher. The distinguishing aggravator versus RabbitMQ's atom-exhaustion DoS siblings is PERSISTENCE: the oversized integer list is written to the Khepri metadata store, replicated to every cluster node, and reloaded on restart - so a single malicious binding survives reboots and cannot be cleared by simply restarting the broker, raising remediation cost. There is no confidentiality or integrity impact (VC:N/VI:N). Net: prioritize patching where the consistent-hash exchange plugin is enabled and untrusted tenants hold binding permissions; deprioritize where the plugin is disabled (default).

Exploit ScenarioDerived

An authenticated tenant with write permission on a consistent-hash exchange and read permission on a queue creates a single binding whose routing key (interpreted as the hash-ring weight) is set to a very large integer such as 100000000. The broker calls lists:seq/2 to allocate a list of that many integers (~800 MB), persists it to Khepri, and replicates it to every node, causing cluster-wide memory exhaustion that survives restarts. No public PoC is referenced, but the technique is fully described in the GitHub advisory and requires only standard binding operations.

AnalysisAIv1 – Sep 23, 2026

Memory exhaustion in the RabbitMQ consistent-hash exchange plugin lets an authenticated user with ordinary binding permissions drive broker-wide memory allocation from a single binding. Prior to 3.13.15, 4.0.20, 4.1.11, 4.2.6 and 4.3.0, validate_binding/2 accepts an unbounded integer weight N from the binding routing key and expands it with lists:seq/2; a weight of 100000000 allocates roughly 800 MB on every node, and because the resulting list is written into the exchange's Khepri record it is replicated cluster-wide and reloaded on restart, so a restart does not clear the condition. Exploitation requires the rabbitmq_consistent_hash_exchange plugin to be enabled (it is not enabled by default) plus a low-privilege account holding write on a consistent-hash exchange and read on a queue; no public exploit identified at time of analysis.

RemediationAI

Vendor-released patch: upgrade to RabbitMQ 3.13.15, 4.0.20, 4.1.11, 4.2.6, or 4.3.0 (the appropriate maintenance branch for your deployment), as documented in advisory GHSA-m8pg-4x2h-jvgr and the v4.2.6 and v4.3.0 release notes. Where an immediate upgrade is not possible, the most effective compensating control is to disable the plugin entirely with 'rabbitmq-plugins disable rabbitmq_consistent_hash_exchange' and restart each node - the trade-off is that all consistent-hash exchanges stop functioning, breaking any routing that depends on them. A less disruptive alternative is to remove write permission on consistent-hash exchanges (and, where possible, the ability to declare them) from all untrusted users, restricting it to trusted operators only; this preserves functionality but relies on strict permission hygiene and does not protect against a compromised low-privilege account that already holds binding rights. Note that restarting the broker is NOT a remediation by itself: the oversized binding is persisted in the Khepri record and reloaded on every node, so operators should also delete the offending binding (via the management UI or rabbitmqadmin, using credentials with configure/write on the exchange) or delete and recreate the affected exchange to purge the persisted ring data - preferably after patching, since pre-patch deletion paths pass through the same parsing code. Finally, monitor broker memory per node for anomalous growth correlated with binding creation events to detect attempted abuse.

Technical ContextAI · show details

RabbitMQ is an Erlang/Elixir message broker whose consistent-hash exchange (rabbitmq_consistent_hash_exchange plugin) maps routing keys onto a hash ring, where each binding contributes a weight that expands into a sequence of ring positions. The vulnerable code path, add_binding/3, parses the binding routing key as an integer weight N and materializes the ring positions with lists:seq(NextN0, NextN0 + N - 1); validate_binding/2 only enforces the lower bound N >= 1 and imposes no upper bound. This is a textbook CWE-770 (Allocation of Resources Without Limits or Throttling) defect: a single attacker-supplied integer directly controls the size of a list allocated on every broker node. The generated list is not transient - it is persisted in the exchange's Khepri record (RabbitMQ's newer replicated metadata store used alongside/replacing Mnesia in supported series), so it propagates to all cluster members and is re-read from disk when nodes restart, elevating a momentary allocation spike into durable, cluster-wide memory pressure. The CVSS 4.0 vector (AV:N/AC:L/AT:P/PR:L/UI:N/VC:N/VI:N/VA:H) and the independent 3.1 assessment (AV:N/AC:L/PR:L/UI:N/S:U/C:N/I:N/A:H) agree on a low-privilege, network-reachable, availability-only impact with no confidentiality or integrity loss.

DescriptionCVE.org

RabbitMQ is a messaging and streaming broker. Prior to versions 3.13.15, 4.0.20, 4.1.11, 4.2.6, and 4.3.0, add_binding/3 parses the routing key as an integer weight N and computes ring positions with lists:seq(NextN0, NextN0 + N - 1). validate_binding/2 only checks N >= 1 , no upper bound. The resulting list is stored in the exchange's Khepri record, replicated cluster-wide, and reloaded on restart. A user with write permission on a consistent-hash exchange and read on a queue can create a binding whose routing key (the hash-ring weight) is an arbitrarily large integer. The broker allocates a list of that many integers via lists:seq/2 and persists it to Khepri across all cluster nodes , a single binding with weight 100000000 allocates ~800 MB on every node and survives restarts. Preconditions include rabbitmq_consistent_hash_exchange plugin enabled write permission on a consistent-hash exchange + read on a queue (standard binding perms). This issue is fixed in versions 3.13.15, 4.0.20, 4.1.11, 4.2.6, and 4.3.0.
