MITRE ATT&CK
1 technique across 1 tactic: Impact The technique list with ATT&CK links and the kill-chain view is part of the Basic plan and up. |
| Exploitation Conditions | Requires an authenticated account with the RabbitMQ 'policymaker' tag (the role permitted to manage runtime parameters/policies) and the ability to reach the management/runtime-parameters HTTP API. Exploitation further requires issuing roughly one million requests, each with a distinct, previously-unseen :component URL segment, to accumulate enough uniquely-interned atoms to exhaust the bounded Erlang atom table. Limiting factors: the high privilege level (policymaker, not a general low-privilege user), the large request volume needed (~1M), and availability-only impact (node crash) with no data exposure. Only versions prior to 4.2.7 and 4.3.1 are affected. |
| Impact | All signals converge on a moderate, low-urgency issue. The vendor's CVSS 4.0 vector (AV:N/AC:L/AT:N/PR:H/UI:N/VA:H, score 6.9) captures a network-reachable but high-privilege availability-only flaw: the only impact is a node crash (VA:H), with no confidentiality or integrity effect. Critically, exploitation requires 'policymaker' privileges (PR:H) - a trusted administrative role that can already set runtime parameters and policies - plus roughly one million distinct HTTP requests to fill the bounded Erlang atom table. My independent CVSS 3.1 assessment is ~4.9 (AV:N/AC:L/PR:H/UI:N/S:U/C:N/I:N/A:H, Medium), consistent with the vendor's 4.0 rating. There is no EPSS score, no CISA KEV listing, and no public exploit code identified at time of analysis, so this is 'no public exploit identified.' The combination of high required privilege, a brute-force volume prerequisite (~1M requests), and availability-only impact makes this a low real-world priority rather than a high-urgency threat - a privileged insider or a compromised policymaker credential is needed, and the same actor could disrupt the broker through legitimate means. This is a genuine but low-severity hardening bug, not a widespread exploitation risk. |
| Exploit ScenarioDerived | An authenticated user holding the policymaker tag (or an attacker who has stolen such credentials) scripts roughly one million HTTP requests to the runtime-parameters lookup endpoint, each carrying a distinct, previously-unseen :component URL segment. Because lookup_component/1 coerces that segment via rabbit_data_coercion:to_atom/1, each unique value interns a new atom that is never garbage-collected, eventually exhausting the bounded Erlang atom table and crashing the node (denial of service). No public exploit code has been identified; exploitation is straightforward scripting but gated by high privilege and request volume. |

Alert meAnalysisAIv1 – Sep 23, 2026
Denial of service in RabbitMQ prior to versions 4.2.7 and 4.3.1 allows a remote, authenticated user holding the 'policymaker' tag to crash a broker node by exhausting the Erlang atom table. The runtime-parameters API lookup path coerces the attacker-controlled :component URL segment into a brand-new atom on every request, and because the atom table is bounded and atoms are never garbage collected, roughly one million requests with distinct component values are enough to fill it and bring the node down. Impact is availability-only (no data exposure or modification), exploitation requires high privileges and a very large request volume, and no public exploit code has been identified at time of analysis - the independent assessment rates this a moderate, low-urgency issue and the vendor has released fixed versions 4.2.7 and 4.3.1.
RemediationAI
Vendor-released patch: upgrade to RabbitMQ 4.2.7 (4.2.x line) or 4.3.1 (4.3.x line), which correct the coercion at the runtime-parameters lookup call site; see the advisory https://github.com/rabbitmq/rabbitmq-server/security/advisories/GHSA-73qp-fwh4-2q5g and the release notes at https://github.com/rabbitmq/rabbitmq-server/releases/tag/v4.2.7 and https://github.com/rabbitmq/rabbitmq-server/releases/tag/v4.3.1, and confirm the required Erlang/OTP version before upgrading since nodes will fail to start on older Erlang releases. If immediate upgrade is not possible, the most effective compensating control is to audit and tightly restrict which accounts carry the 'policymaker' tag, since only that role can reach the vulnerable runtime-parameters path - the trade-off is that legitimate policy and runtime-parameter administration must be performed by a small set of trusted operators. Additionally, restrict network access to the management HTTP API (bind it to a management network or place it behind an authenticating reverse proxy and block it at the firewall from untrusted networks), accepting that this breaks remote UI/API access for other administrators; and rate-limit or alert on high-volume requests to the /api/runtime-parameters/ endpoints, since the attack needs roughly one million distinct requests and such a burst should be detectable and throttlable, though throttling alone only buys time rather than removing the underlying atom-interning flaw. Monitoring Erlang atom table growth via erlang:system_info(atom_count) can provide early warning but is a detection measure, not a fix.

Technical ContextAI · show details
RabbitMQ runs on the Erlang/OTP VM, whose atom table is a fixed-capacity structure that is not garbage collected - once an atom is created it lives for the lifetime of the node. The vulnerability is CWE-400 (Uncontrolled Resource Consumption) and sits in deps/rabbit/src/rabbit_runtime_parameters.erl, where lookup_component/1 converts the ':component' segment of a management HTTP API request into an atom using rabbit_data_coercion:to_atom/1. That helper interns arbitrary previously-unseen binaries as new atoms. The codebase already contains a safe alternative, rabbit_registry:binary_to_type/1, which uses binary_to_existing_atom wrapped in a catch and therefore cannot create new atoms, but it was not used at this call site. Every request carrying a distinct component string permanently consumes one atom slot; with the default table limit, accumulating on the order of one million unique atoms exhausts the table and aborts the VM. The affected product is identified by the CPE cpe:2.3:a:rabbitmq:rabbitmq-server:*:*:*:*:*:*:*:* with the wildcard matching all builds earlier than 4.2.7 and 4.3.1, per the GitHub security advisory GHSA-73qp-fwh4-2q5g.

2DescriptionCVE.org
RabbitMQ is a messaging and streaming broker. Prior to versions 4.2.7 and 4.3.1, The runtime-parameters lookup path coerces the URL :component segment to an atom with rabbit_data_coercion:to_atom/1 in lookup_component/1 (deps/rabbit/src/rabbit_runtime_parameters.erl), creating a new atom for any previously unseen value. A safe helper, rabbit_registry:binary_to_type/1, which uses binary_to_existing_atom with a catch, already exists but is not used at this call site. lookup_component/1 calls rabbit_data_coercion:to_atom(Component) on the :component segment of the request URL, converting an attacker-supplied string into a new atom. Because the Erlang atom table is bounded and atoms are never garbage collected, an authorized policymaker issuing roughly one million requests with distinct component values can exhaust the atom table and crash the node, resulting in a denial of service. Preconditions include Exploitation requires policymaker privileges and roughly one million requests.. This issue is fixed in versions 4.2.7 and 4.3.1.
