1 technique across 1 tactic: Impact

The technique list with ATT&CK links and the kill-chain view is part of the Basic plan and up.

Exploitation Conditions

Requires an authenticated user holding the RabbitMQ administrator tag who imports a definitions file (via the management plugin API/UI). The specific trigger is a vhosts entry whose metadata map contains ~1M unique keys - the 20MB management body limit accommodates over a million short keys, and add_vhost/2 uses the unsafe rabbit_data_coercion:atomize_keys/1 variant (binary_to_atom) with no atom whitelist or cap. Limiting factors: exploitation is gated behind administrator privileges (PR:H), affects only the single node processing the import, causes availability loss only (no data disclosure or tampering), and any RabbitMQ instance at or above 3.13.15/4.0.20/4.1.11/4.2.6/4.3.0 is patched.

Impact

This is a genuine but tightly-scoped availability issue, not a broadly exploitable one. The CVSS 4.0 vector (AV:N/AC:L/AT:N/PR:H/UI:N/VA:H, 6.9 MEDIUM) is dominated by the PR:H requirement: exploitation demands an authenticated user with the administrator tag who imports a crafted definitions file. Impact is availability-only (VC:N/VI:N/VA:H, VA:H) - a single node crash from atom-table exhaustion, with no confidentiality or integrity loss. No EPSS score, no CISA KEV listing, and no public POC are present in the input, so there is no signal of active or automatable exploitation. The realistic risk is therefore low-to-moderate: an administrator can already disrupt a broker they control through many legitimate means, so the practical threat is an admin account compromise or a malicious/careless insider using a poisoned definitions export rather than a remote outsider. High CVSS-adjacent labels ('Denial Of Service') should not inflate prioritization here - the PR:H gate and admin-only precondition make this a patch-on-normal-cadence item, not an emergency, except for multi-admin or hostile-insider threat models.

Exploit ScenarioDerived

An attacker who has obtained RabbitMQ administrator-tag credentials (or a malicious insider) uploads a crafted definitions file through the management API/UI in which a single vhosts entry contains roughly one million unique metadata keys. On import, add_vhost/2 coerces every key to an Erlang atom via binary_to_atom, exhausting the atom table and crashing the broker node in one request. No public exploit code is identified at time of analysis, but the mechanism is described precisely in the vendor advisory (GHSA-ggrw-qm45-hwpv).

AnalysisAIv1 – Sep 23, 2026

Denial of service in RabbitMQ affects every server release prior to 3.13.15, 4.0.20, 4.1.11, 4.2.6, and 4.3.0, where importing a crafted definitions file can exhaust the Erlang atom table and crash the node. The issue is reachable only by an authenticated user holding the RabbitMQ administrator tag: a definitions import containing a vhosts entry with roughly one million unique metadata keys slips under the 20 MB management body limit and is passed by add_vhost/2 into the unsafe rabbit_data_coercion:atomize_keys/1 path (binary_to_atom) with no whitelist or cap, killing the node that processes the request. Impact is limited to availability loss on a single node (no disclosure or tampering), exploitation is gated behind administrator privileges, and no public exploit code was identified at time of analysis; vendor-released fixes are available in the versions listed above.

RemediationAI

Apply the vendor-released patch by upgrading to RabbitMQ 3.13.15, 4.0.20, 4.1.11, 4.2.6, or 4.3.0 - the release that corresponds to your running series - and consult the advisory at https://github.com/rabbitmq/rabbitmq-server/security/advisories/GHSA-ggrw-qm45-hwpv together with the release notes at https://github.com/rabbitmq/rabbitmq-server/releases/tag/v4.2.6 and https://github.com/rabbitmq/rabbitmq-server/releases/tag/v4.3.0; note that, as with other maintenance releases, nodes may fail to start on Erlang/OTP versions below the documented compatibility matrix, so verify the Erlang version before upgrading. Because exploitation requires the administrator tag, the most effective compensating controls are credential and exposure hygiene: restrict the management plugin's HTTP listener to trusted networks or an authenticating reverse proxy, disable the management plugin entirely on nodes that do not need the UI/API (trade-off: loses management and monitoring capability), and strictly limit who holds the administrator tag, reserving the definitions import feature for a small number of operators (trade-off: reduced operational convenience, and the risk is not removed if an admin account is compromised or a malicious insider exists). Raising the Erlang atom table size via the emulator's atom-table sizing flag is at best a temporary stopgap: it only moves the threshold and increases memory consumption per node, and a larger crafted payload can still exhaust it. Additionally, audit definitions imports (the management API logs import operations) and consider deleting any pre-existing crafted definitions files on disk or in configuration management systems, since the import path is the sole trigger.

Technical ContextAI · show details

RabbitMQ is an Erlang/OTP-based messaging and streaming broker, and Erlang atoms are interned in a fixed-size global atom table that is not garbage collected - once exhausted, the VM halts. This is a classic CWE-400 uncontrolled resource consumption issue in the management layer rather than in AMQP itself: the management plugin's definitions import endpoint accepts request bodies up to 20 MB, which is more than enough room for over a million short unique strings. When such a payload contains a vhost definition whose metadata map holds ~1M distinct keys, add_vhost/2 processes the map through rabbit_data_coercion:atomize_keys/1, the unsafe coercion helper built on binary_to_atom, which creates a new atom for every key instead of reusing existing atoms (the safe variant, typically binary_to_existing_atom, would reject unknown keys). The result is atom-table exhaustion during import and an immediate node crash; the flaw is specific to the definitions-import code path of the management plugin and is not exploitable through normal AMQP client traffic. Affected artifacts are the RabbitMQ server packages identified by CPE cpe:2.3:a:rabbitmq:rabbitmq-server:*:*:*:*:*:*:*:*, i.e. all releases before the fixed cut-offs.

DescriptionCVE.org

RabbitMQ is a messaging and streaming broker. Prior to versions 3.13.15, 4.0.20, 4.1.11, 4.2.6, and 4.3.0, add_vhost/2 calls rabbit_data_coercion:atomize_keys/1 (the unsafe variant using binary_to_atom) on the vhost metadata map. The 20 MB management body limit fits ~1M+ short keys. Admin-only. An administrator importing a crafted definitions file can crash the node in a single request: a vhosts entry with ~1M unique metadata keys exhausts the atom table during import. Preconditions include administrator tag. This issue is fixed in versions 3.13.15, 4.0.20, 4.1.11, 4.2.6, and 4.3.0.
