MITRE ATT&CK
1 technique across 1 tactic: Impact The technique list with ATT&CK links and the kill-chain view is part of the Basic plan and up. |
| Exploitation Conditions | Requires the rabbitmq_stream plugin to be enabled on the broker AND an authenticated stream-protocol user holding read access to at least one stream (PR:L). Exploitation uses post-authentication subscribe or resolve_offset_spec frames, so no user interaction is needed but valid credentials are mandatory - this is not remotely exploitable against a default unauthenticated surface. It also requires sending many frames with distinct chunk_selector values to progressively exhaust the atom table (reflected as AT:P), rather than a single request; brokers without the stream plugin enabled are not affected. |
| Impact | This is a genuine but moderate-priority denial-of-service issue, not a critical remote-code flaw. The CVSS 4.0 vector (AV:N/AC:L/AT:P/PR:L/UI:N/VC:N/VI:N/VA:H) scores 6.0 and is internally consistent with the description: network-reachable, low complexity, but requiring an authenticated stream user (PR:L) and a probabilistic attack requirement (AT:P) that reflects the need to repeatedly feed distinct values to exhaust the Erlang atom table rather than a single-shot crash. Impact is availability-only (VC:N/VI:N/VA:H) - the whole broker node crashes, which is cross-tenant since one VM serves all vhosts. No EPSS score, no CISA KEV listing, and no public exploit were provided, so exploitation status is 'no public exploit identified at time of analysis.' The real-world risk is bounded by the preconditions: the rabbitmq_stream plugin must be enabled and the attacker must already hold valid credentials with read access to a stream, so this is primarily an insider / compromised-credential availability threat rather than an internet-wide unauthenticated exposure. No conflicting signals were found in the input; the CVSS vector and description agree. |
| Exploit ScenarioDerived | An authenticated stream-protocol client that already holds read access to any stream sends subscribe or resolve_offset_spec frames carrying crafted, ever-changing values in the 'chunk_selector' property. Because get_chunk_selector/1 calls binary_to_atom without a whitelist or existing-atom guard, each distinct value permanently interns a new atom; a flood of such frames exhausts the Erlang atom table and crashes the entire broker node, taking down all vhosts. No public proof-of-concept was provided. |

Alert meAnalysisAIv1 – Sep 23, 2026
An authenticated denial-of-service condition in RabbitMQ Server allows a stream-protocol user with read access to any stream to crash the broker node by exhausting the Erlang atom table. The flaw affects RabbitMQ Server releases prior to 3.13.15, 4.0.20, 4.1.11, 4.2.6, and 4.3.1, but only when the rabbitmq_stream plugin is enabled - deployments without that plugin are not exposed. Exploitation requires valid stream credentials (CVSS 4.0 vector shows PR:L, and the assessed vector is CVSS:3.1/AV:N/AC:L/PR:L/UI:N/S:U/C:N/I:N/A:H) and the repeated submission of many frames carrying distinct chunk_selector values, which is why the severity is scored as a moderate-priority availability issue rather than a critical remote-code flaw. No public exploit code or confirmed active exploitation has been identified at time of analysis.
RemediationAI
Upgrade to the vendor-released patch: RabbitMQ Server 3.13.15, 4.0.20, 4.1.11, 4.2.6, or 4.3.1 (or the latest release in whichever line you run) - see the advisory at https://github.com/rabbitmq/rabbitmq-server/security/advisories/GHSA-48hm-chgv-398r and the release tags at https://github.com/rabbitmq/rabbitmq-server/releases/tag/v4.2.6 and https://github.com/rabbitmq/rabbitmq-server/releases/tag/v4.3.1. If immediate patching is not possible, the highest-value compensating control is to disable the rabbitmq_stream plugin entirely on brokers that do not require stream functionality; the trade-off is that all stream-protocol clients and stream-backed queues stop working, and the plugin must be re-enabled after upgrading. Where the stream plugin must stay enabled, review and tighten stream user permissions so that as few principals as possible have read access to any stream (the vulnerability requires read access to at least one stream), and remove or disable unused stream-protocol accounts - this reduces the attacker population but does not eliminate the flaw for legitimate readers. Because exhaustion is cumulative and atoms are never reclaimed, monitor Erlang atom counts (for example via VM metrics) and be prepared to restart nodes if a credential is abused; a restart clears the atom table but is only a recovery measure, not a fix. Note that the crash is triggered post-authentication, so network ACLs alone are an incomplete mitigation; they should be combined with patching or plugin disablement.

Technical ContextAI · show details
The affected code path is get_chunk_selector/1 inside the RabbitMQ stream plugin's frame-handling logic. Stream-protocol clients send subscribe and resolve_offset_spec frames that include a binary property named <<"chunk_selector">>. The handler invokes binary_to_atom/2 (or equivalent) directly on this raw, client-controlled value without validating it against a whitelist and without any pre-existing guard, so every unique attacker-supplied string creates a brand-new atom in the Erlang VM. Erlang atoms are interned permanently and are never garbage-collected, so a client that submits many frames with distinct chunk_selector values steadily and irreversibly consumes the atom table until the VM aborts and the broker node crashes. This maps to CWE-400 (Uncontrolled Resource Consumption) through the specific mechanism of uncontrolled atom creation. The CPE entry cpe:2.3:a:rabbitmq:rabbitmq-server:*:*:*:*:*:*:*:* indicates the record covers RabbitMQ Server broadly across release lines, and the vendor advisory is GHSA-48hm-chgv-398r. The CVSS 4.0 vector's AT:P component reflects the fact that sustained, repeated input (rather than one-shot delivery) is needed to reach exhaustion.

2DescriptionCVE.org
RabbitMQ is a messaging and streaming broker. Prior to versions 3.13.15, 4.0.20, 4.1.11, 4.2.6, and 4.3.1, get_chunk_selector/1 calls binary_to_atom on the raw client-supplied <<"chunk_selector">> property from post-auth subscribe and resolve_offset_spec frames, with no whitelist and no existing guard. An authenticated stream client with read access to any stream can crash the broker node. Preconditions include rabbitmq_stream plugin enabled Authenticated stream-protocol user with read access to at least one stream. This issue is fixed in versions 3.13.15, 4.0.20, 4.1.11, 4.2.6, and 4.3.1.
