Incorrect authorization in OpenBao releases prior to v2.6.0 lets an authenticated client bypass a more specific capabilities = ["deny"] rule when performing LIST or SCAN operations, exposing the names of secrets/metadata paths that policy explicitly marked as denied. The flaw only manifests in deployments that layer a trailing-wildcard deny (for example secrets/metadata/restricted/*) beneath a broader list/scan grant on a parent wildcard (for example secrets/metadata/*); read, write, delete and other operation types are unaffected, and only path/key names are disclosed, not secret values - consistent with the assessed CVSS:3.1/AV:N/AC:L/PR:L/UI:N/S:U/C:L/I:N/A:N. Vendor-released patch: v2.6.0. There is no public exploit identified at time of analysis and the issue is not in CISA KEV; overall this is a genuine but low-priority access-control flaw.
RemediationAI
Vendor-released patch: OpenBao v2.6.0 - upgrade to that release (or later) as the primary fix; the change is delivered via PR https://github.com/openbao/openbao/pull/3389 with follow-up PR https://github.com/openbao/openbao/pull/3474 and commits 2e9625d content/f58d848, and release notes are at https://github.com/openbao/openbao/releases/tag/v2.6.0. If immediate upgrade is not possible, audit policies for the vulnerable pattern (a trailing-wildcard deny on a child path combined with list/scan on a parent wildcard) and restructure them: remove list/scan from the broad parent wildcard and instead enumerate the permitted child paths explicitly, or move the deny to the same or a broader path level so it takes precedence under the documented "most specific rule wins" semantics - the trade-off is reduced listing convenience and possible breakage of clients that rely on discovering keys under the parent prefix, and policies must be re-tested against both LIST and SCAN because both operations were affected. Because only metadata names are disclosed and only for LIST/SCAN, read/write/delete restrictions remain enforced by design, so no additional data-plane containment is required; however, until patched, review audit-device logs for LIST/SCAN calls against paths that were intended to be denied to detect misuse.

Technical ContextAI · show details
OpenBao is a community-governed fork of HashiCorp Vault, and the affected subsystem is its ACL policy engine (vault/policy/acl.go), which evaluates path-based rules whose capabilities control operations such as read, create, update, delete, list, scan and deny. OpenBao's policy syntax applies a "most specific rule wins" precedence model, so a narrow deny should override a broader grant on a parent wildcard. CWE-863 (Incorrect Authorization) is the root-cause class: in ACL.AllowOperation, LIST and SCAN requests had their trailing slash stripped and were evaluated against non-exact paths first, so a broader parent wildcard grant could match and return before the more specific trailing-wildcard deny was consulted. The fix (PR 3389, follow-up PR 3474) reorders the check so the trailing-slash path is evaluated first as the highest-priority match, then falls through to the broader rules; regression tests (TestACL_ListScanWildcardDeny) confirm that deny on foo/metadata/private/* wins over list/scan on foo/metadata/* while an explicit re-grant on foo/metadata/private/granted/* still works. The advisory also cross-references the HashiCorp Vault changelog (2.0.3), indicating the same policy-precedence semantics are shared with upstream Vault.

Impact
When a policy operator has written capabilities = ["deny"] on a path with a trailing wildcard but allowed a broader list operation (e.g., a deny on secrets/metadata/restricted/* but allowed list on secrets/metadata/*), OpenBao would incorrectly allow the operation. This did not impact other operation types.
Patches
This has been patched in OpenBao v2.6.0.
