| Exploitation Conditions | Requires an active local session as an unprivileged user on a host running Flatpak before 1.18.1 with the flatpak-system-helper (system-wide/root installation path) in use. The attacker must be able to open two concurrent revokefs writer sessions and win a TOCTOU race: create a symlink in one session directory pointing into the other's directory and retain a file descriptor through it, then modify the target session's files after the system helper has validated and imported them (specifically ostree commit objects after signature verification). Limiting factors: no remote vector (local access mandatory), high attack complexity due to the required race window and dual-session setup, and it only applies to system-helper-mediated repository imports; single-user/user-mode installs without the privileged helper are not the target path. |
| Impact | This is a genuine local privilege escalation to root in a widely-deployed Linux component, but it is not a drop-everything emergency. The vendor CVSS 3.1 vector (AV:L/AC:H/PR:N/UI:N/S:U/C:H/I:H/A:H = 7.4) is internally consistent with the description: exploitation is strictly local (AV:L, requires an active local session), of high complexity (AC:H) because it depends on a TOCTOU race between two concurrently-held revokefs sessions plus fd retention through a symlink, and yields full compromise (C:H/I:H/A:H) because the end state is arbitrary root-controlled file writes. Note PR:N despite local scope - no elevated privileges are needed beyond a normal local session, so an unprivileged desktop user qualifies. No EPSS score, no CISA KEV listing, and no public exploit code were provided, so exploitation status is 'no public exploit identified at time of analysis.' The AC:H race requirement and local-only vector meaningfully cap real-world exploitation versus a remote unauth bug of the same score. One nuance: S:U is defensible but arguably understated, since crossing from an unprivileged user to root arguably represents a security-scope change (S:C would raise the score); treat 7.4 as a reasonable floor. |
| Exploit ScenarioDerived | An unprivileged but locally logged-in user opens two revokefs sessions through the flatpak-system-helper, plants a symlink inside one session that points into the other session's directory, and holds a file descriptor open through that symlink. After the system helper validates and imports data (including signature-verified ostree commit objects) into the second session, the attacker uses the retained fd to overwrite those objects, causing the root-privileged helper to write attacker-chosen content to attacker-chosen paths and escalating to root. No public POC is referenced, and the AC:H TOCTOU race makes reliable exploitation non-trivial. |

Alert meAnalysisAIv1 – Sep 23, 2026
Local privilege escalation to root in Flatpak before 1.18.1 lets an unprivileged user holding an active local session abuse the revokefs writer used by flatpak-system-helper: by opening two concurrent revokefs sessions and planting a symlink from one session directory into the other, the attacker retains a file descriptor into a peer session and keeps modifying its files after the system helper has already validated and imported them. The practical payoff is tampering with ostree commit objects in the system repository after signature verification, which translates into root-controlled writes to attacker-chosen paths. Exploitation requires local access and winning a TOCTOU race against the dual-session setup (CVSS AV:L/AC:H/PR:N), and no public exploit code has been identified at time of analysis; the issue is not confirmed as actively exploited (not in CISA KEV).
RemediationAI
Vendor-released patch: Flatpak 1.18.1 (see the GitHub security advisory GHSA-qrwq-7qwx-q9rp at https://github.com/flatpak/flatpak/security/advisories/GHSA-qrwq-7qwx-q9rp). Upgrade the Flatpak package - including the system helper component - to 1.18.1 or later from your distribution's repositories and restart any running helper process so the fixed revokefs writer takes effect; systems that vendor Flatpak in containers or immutable images must rebuild or advance to the patched base image. If an immediate upgrade is not possible, two compensating controls reduce exposure, each with trade-offs. First, keep untrusted install/update/repair operations out of the privileged path by using per-user installations, which never hand data to the system helper; the trade-off is that applications are no longer available system-wide and root-managed remotes cannot be used. Second, tighten the polkit policy that authorises the system helper so that only trusted administrative users can invoke it, or temporarily stop the helper service; the trade-off is that system-wide installs, updates and repairs fail for all users until it is re-enabled. Because exploitation depends on obtaining two concurrent revokefs sessions and winning a TOCTOU race (assessed AC:H) and no public exploit code has been identified, the upgrade remains the primary and sufficient fix rather than a drop-everything emergency.

Technical ContextAI · show details
The root-cause class is CWE-61 (UNIX Symbolic Link Following). Flatpak's revokefs is a FUSE-backed staging filesystem through which an unprivileged client hands repository objects to flatpak-system-helper, the privileged component that owns writes into the system-wide ostree repository. The revokefs writer sanitised incoming relative paths by rejecting literal '..' components, but it neither resolved nor prohibited symlinks, so a symlink created inside one revokefs session directory could point into the directory of a second, concurrently held session. By keeping an open file descriptor through that symlink, the attacker exploited a time-of-check/time-of-use gap between the helper's validation/import step and later writes, modifying files that belonged to a different session and had already been accepted. Because ostree commit objects are signature-verified before import, altering them afterwards means the content written under root no longer corresponds to what was verified, enabling the helper to perform root-controlled file writes to attacker-chosen paths. The assessed vector (AV:L/AC:H/PR:N/UI:N/S:U/C:H/I:H/A:H) reflects local access, no privilege prerequisite, high complexity from the required race and dual-session choreography, and full confidentiality, integrity and availability impact on the host. Only installations that route imports through the privileged system helper are on the vulnerable path; the flaw is confined to that helper-mediated workflow rather than to ordinary unprivileged client-side operations.

Lifecycle Timeline
2DescriptionCVE.org
In Flatpak before 1.18.1, the revokefs writer, used by the flatpak-system-helper to receive repository data from unprivileged callers, validated file paths by rejecting literal .. components but did not prevent symlink traversal. A malicious local user in an active local session could obtain two revokefs sessions via the system helper, create a symlink in one session pointing into the other session's directory, and retain a file descriptor through that symlink. This allowed the attacker to modify files belonging to a different revokefs session after they had been validated and imported by the system helper. In particular, an attacker could use this to tamper with ostree commit objects in the system repository after they passed signature verification, enabling root-controlled file writes to attacker-chosen paths and local root privilege escalation.

Executive ViewAI
Flatpak, the widely deployed Linux application sandboxing framework, contains a local privilege-escalation flaw (CVE-2026-96808) that can allow an unprivileged user with an active local session to obtain root-level, attacker-chosen file writes on affected systems. Because Flatpak is commonly present on managed Linux desktops, developer workstations, and container or CI hosts, a successful attack could undermine the integrity of those endpoints and any control that depends on their trustworthiness. No public exploit code has been identified at time of analysis and no vendor-released patch is confirmed, so current exposure is driven mainly by how many untrusted local users share access to affected machines.
No vendor-released patch is confirmed at time of analysis, and the flaw is unauthenticated per the CVSS vector (PR:N) but requires local access plus an active local session and a successful race condition (AV:L/AC:H). Interim mitigations: restrict interactive/shell access on affected hosts to trusted users; confine flatpak-system-helper and the Flatpak system helper path via AppArmor or SELinux; limit system-wide Flatpak installation privileges to administrators; monitor the ostree system repository and revokefs session directories for symlink creation or object changes after signature verification; consider disabling or isolating Flatpak system-helper functionality on shared or multi-tenant systems until Flatpak 1.18.1 can be deployed. Exploitation status: no public exploit identified at time of analysis.
