CLI access is AV:L; Luna HSM non-default config raises AC:H; admin credentials required means PR:H; no scope change as root access is contained to the local system.

5DescriptionCVE.org
A command injection vulnerability in Palo Alto Networks PAN-OS® software enables an authenticated administrator to bypass system restrictions and run arbitrary commands as a root user. To be able to exploit this issue, the user must have access to the PAN-OS CLI and the device must be configured with a Luna Hardware Security Module (HSM).
The security risk posed by this issue is significantly minimized when CLI access is restricted to a limited group of administrators.
Panorama, Cloud NGFW, and Prisma® Access are not impacted by this vulnerability.
AnalysisAI
Command injection in Palo Alto Networks PAN-OS allows an authenticated administrator to escape CLI restrictions and execute arbitrary OS commands as root via CWE-78 weaknesses in the Luna Hardware Security Module integration pathway. Exploitation is doubly gated: the attacker must hold administrative credentials with CLI access, and the target device must be configured with a Luna HSM - a niche cryptographic hardware module rarely deployed outside regulated or high-assurance environments. …

Vulnerability AssessmentAI
| Exploitation | Exploitation requires two simultaneous, specific conditions: (1) the attacker must be an authenticated PAN-OS administrator with active CLI access - PR:H per CVSS, meaning no unauthenticated exploitation path exists; and (2) the target device must be explicitly configured with a Luna Hardware Security Module (HSM) - devices not running Luna HSM are not vulnerable to this code path regardless of PAN-OS version. … Additional conditions and limiting factors are described in the full assessment. |
| Risk Assessment | The vendor-assigned CVSS 4.0 score of 4.0 (vector AV:L/AC:L/AT:P/PR:H/UI:N/VC:H/VI:H/VA:H/SC:N/SI:N/SA:N) is appropriate and conservative given the exploitation constraints. … Full risk analysis with EPSS, KEV, and SSVC signal comparison available after sign-in. |
| Exploit Scenario | Full exploit scenario with step-by-step reproduction available after sign-in. |
| Remediation | Upgrade to the vendor-released fixed versions: PAN-OS 10.2.7-h37, 11.1.4-h36, 11.2.4-h21, 12.1.4-h10, or 12.2.3 as applicable to the deployed branch, per the Palo Alto Networks advisory at https://security.paloaltonetworks.com/CVE-2026-0309. … Detailed patch versions, workarounds, and compensating controls in full report. |
