1 technique across 1 tactic: Privilege Escalation The technique list with ATT&CK links and the kill-chain view is part of the Basic plan and up. |
| Exploitation Conditions | Exploitation requires a specific policy shape: a policy that grants access via a global explicit wildcard AND contains an explicit narrow deny rule built on an identity-metadata template that includes wildcard or path segments; under these conditions the deny rule is silently dropped. The exploiting principal's identity metadata must itself contain wildcard or path segments. Key LIMITING factors: the attacker must already be an authenticated OpenBao principal; identity metadata is normally set by a fully trusted IDP and not attacker-controlled, so an attacker must be able to influence that metadata or rely on a misconfigured IDP; and the vulnerable wildcard-plus-templated-denial policy must actually be deployed. Access gained is confined to paths already within the broader wildcard grant - it is not an unrestricted bypass. The non-restricted-templating variant is noted as less likely to occur. |
| Impact | All severity signals converge on LOW real-world risk. The vendor-supplied CVSS 4.0 base score is 2.1 and the vuln.today decision label is 'monitor' - not act_now or emergency. The vector (AV:N/AC:H/AT:P/PR:H/UI:N) describes a network-reachable but high-complexity flaw with an explicit attack requirement and high privileges, and impact is only Low across confidentiality, integrity and availability with no scope change. This is a high-complexity, authorization-only weakness (CWE-863), not a remote unauthenticated takeover. The GHSA advisory further constrains it: identity metadata is normally set by a fully trusted IDP and is not attacker-controlled, so the preconditions (a policy with a global explicit wildcard grant AND a templated narrow denial AND identity metadata containing wildcard/path segments) rarely align in practice. It is not in CISA KEV, so this is NOT confirmed active exploitation. No EPSS score was provided in the input, so exploitation probability cannot be quantified here. No public exploit code is identified - the two references are vendor/coordination advisories, not working exploit code. Net: this is a genuine but narrow, operator-/config-dependent ACL bypass, appropriately rated low priority; it is a patch-on-normal-cycle item, not an emergency. |
| Exploit ScenarioDerived | An authenticated OpenBao principal whose identity metadata happens to contain wildcard or path segments operates under a policy that grants broad access via a global explicit wildcard but is supposed to be narrowed by a templated explicit deny rule. Because that templated denial is silently dropped during policy evaluation, the principal can read or act on paths inside the wildcard scope that the operator believed were denied. No public exploit code is identified at time of analysis - only vendor advisories (GHSA, VulnCheck) exist - and the GHSA notes metadata is normally controlled by a trusted IDP, making unintended access more likely than deliberate attacker abuse. |

Alert meAnalysisAIv1 – Oct 22, 2026
OpenBao before 2.6.3 silently drops an explicit narrow deny rule when that deny is built on an identity-metadata template containing wildcard or path segments and sits inside a broader explicit wildcard grant, allowing an authenticated principal to reach paths the policy intended to deny. The impact is bounded: access is confined to what the surrounding wildcard already grants, and exploitation needs a specific policy shape plus identity metadata that the attacker can influence - metadata that OpenBao normally receives from a fully trusted IDP. All severity signals converge on low real-world risk (CVSS 4.0 base 2.1; independently assessed 3.1 vector AV:N/AC:H/PR:L/UI:N/S:U/C:L/I:L/A:L), no public exploit has been identified at time of analysis, and vendor patches are available in 2.6.3 and 2.7.0.
RemediationAI
Vendor-released patch: upgrade to OpenBao 2.6.3 (2.6.x line) or 2.7.0 (2.7.x line), as documented in GHSA-hr5j-3j78-4vh2 (https://github.com/openbao/openbao/security/advisories/GHSA-hr5j-3j78-4vh2); VulnCheck's advisory (https://www.vulncheck.com/advisories/openbao-before-2.6.3-acl-bypass-via-dropped-templated-policy-denial) mirrors the fix. Because exploitation depends on two deployment-specific preconditions rather than on a generic attack surface, exposure can be scoped before patching by identifying policies that simultaneously contain a global explicit wildcard grant and a narrow explicit deny built on an identity-metadata template containing wildcard or path segments, and by confirming that the identity provider feeding that metadata is fully trusted and cannot be influenced by the principals it describes - the advisory attributes normal metadata handling to a trusted IDP and flags attacker-influenced metadata as the unusual case. Prioritization is low: the vendor priority label is monitor, the assessed impact is limited to paths already covered by the broader wildcard grant, and no public exploit has been identified at time of analysis; this is not a confirmed actively exploited (CISA KEV) issue.

Technical ContextAI · show details
OpenBao's authorization layer is an ACL/policy engine derived from HashiCorp Vault, where policies grant or deny access to API paths and can be templated with identity metadata (parameters supplied by an identity provider) so that a single policy applies per-entity. This issue is CWE-863 (Incorrect Authorization): during policy evaluation, when a policy grants access through a global explicit wildcard but also carries an explicit narrow denial whose path is derived from a forbidden identity-metadata template containing wildcard or path segments, the templated denial is silently discarded rather than enforced, so the wildcard grant wins for paths that should have been excluded. The advisory notes that the non-restricted-templating variant is reachable too but is less likely to occur, and that the underlying behavior originally came from HashiCorp Vault outside the restricted-templating case. The flaw is fixed in the Go module go/github.com/openbao/openbao/v2 at 2.6.3 and 2.7.0. Preconditions materially limit exposure: the principal must already be authenticated, the vulnerable wildcard-plus-templated-denial policy must actually be deployed, and the principal's identity metadata - normally set by a fully trusted IDP and not attacker-controlled - must contain wildcard or path segments, which requires either the ability to influence that metadata or a misconfigured IDP.

Lifecycle Timeline
1DescriptionCVE.org
OpenBao before 2.6.3 contains an ACL bypass vulnerability that silently drops explicit deny rules based on forbidden identity metadata templates within wildcard grants. Attackers whose identity metadata contains wildcard or path segments can access paths that should be denied within the broader wildcard-granted scope.
