| Exploitation Conditions | Exploitation requires the attacker to cause the utils/modcss CSS proxy action to fetch a stylesheet URL pointing at a host they control; the vulnerable code path read that remote response into memory in full with no size limit and no read timeout, allowing memory exhaustion. In practice the modcss endpoint serves Roundcube's HTML-mail CSS rewriting, so reaching it typically presupposes a valid webmail session, which limits exposure to users able to interact with the application rather than purely anonymous internet attackers (the supplied CVSS PR:N notwithstanding). Impact is bounded to availability - there is no data disclosure or modification. The limiting factors are therefore the reachability of the modcss action, any session/authentication gate in front of it, and the fact that the fix (5 MB cap, streamed reads, 10s timeout) is already available in 1.6.20 and 1.7.5. |
| Impact | This is a medium-severity denial-of-service issue (CVSS 5.3, AV:N/AC:L/PR:N/UI:N/S:U/C:N/I:N/A:L) with availability-only impact (A:L) and no confidentiality or integrity consequences. The CVSS vector asserts network-reachable, low-complexity, unauthenticated exploitation, but the affected endpoint - the utils/modcss CSS proxy action in Roundcube - is normally reachable only within an authenticated webmail session, so the PR:N claim likely overstates exposure; verify whether modcss is reachable pre-authentication in your deployment. No EPSS score, no CISA KEV listing, and no public exploit were provided in the intelligence set, which is consistent with a resource-exhaustion bug rather than a code-execution flaw. Taken together these signals point to a low real-world priority: this is a high-visibility product but a bounded, availability-only weakness that is patched. Treat it as routine patch-cycle maintenance rather than an emergency, while still applying the fix because unauthenticated DoS cannot be fully ruled out given the stated vector. |
| Exploit ScenarioDerived | An attacker causes the Roundcube CSS proxy (utils/modcss) to fetch a stylesheet from a host they control that serves a very large or never-ending response. Because the fetched stylesheet was read into memory in full with no size limit and no read timeout, a single request - or a handful in parallel - forces the PHP worker to buffer unbounded data and exhausts server memory, degrading or crashing the webmail service. No public proof-of-concept was identified in the provided data. |

Alert meAnalysisAIv1 – Oct 22, 2026
Uncontrolled resource consumption in Roundcube Webmail's CSS proxy endpoint (utils/modcss) lets an attacker who can make the server fetch a stylesheet from an attacker-controlled host exhaust server memory, because the fetched response was buffered in full with no size cap and no read timeout. The problem affects releases before 1.6.20 and 1.7.x before 1.7.5, and the resulting impact is availability-only - no data disclosure or modification (CWE-770, A:L). Reaching modcss in normal deployments presupposes a valid webmail session (the assessed vector is PR:L), and no public exploit code or in-the-wild exploitation has been identified at time of analysis. Vendor-released patches exist in 1.6.20 and 1.7.5.
RemediationAI
Vendor-released patch: upgrade to Roundcube Webmail 1.6.20 or 1.7.5, which cap CSS proxy responses at 5 MB, switch to streamed reads, and apply a 10-second read timeout (commits 2c9f6da692fa37cad2aaf85d5b127b583d22b264 and 99a5bdd05b01f45493cc0da4c96968eac7668126; release notes at https://roundcube.net/news/2026/10/19/security-updates-1.6.20-and-1.7.5). If immediate upgrade is not possible, the most effective interim control is to block or disable the utils/modcss action at the web server or reverse proxy (deny requests matching /index.php?_action=utils/modcss and the equivalent pretty-URL form); the trade-off is that remote CSS in HTML mail will no longer be fetched and rewritten, which can cause degraded rendering of some messages but does not affect core mail functionality. Additionally, constrain outbound HTTP from the webmail host to an allowlist of expected CSS hosts, and enforce a hard PHP memory_limit plus a short max_execution_time and PHP-FPM request_terminate_timeout on the pool serving Roundcube, so an oversized fetch is killed rather than exhausting the box - be aware that tightening memory_limit can break legitimate large-mailbox operations such as attachment handling or IMAP caching if set too aggressively. Because the endpoint is normally reached within an authenticated session, reducing anonymous reachability and auditing which accounts can trigger external CSS fetches lowers blast radius, but does not substitute for patching.

Technical ContextAI · show details
Roundcube's modcss utility action is a server-side CSS proxy: the webmail client asks the backend to fetch and rewrite a remote stylesheet (typically to sanitize/absolutize CSS referenced by HTML mail), and the server performs an outbound HTTP request on the user's behalf. The pre-fix implementation (program/actions/utils/modcss.php) built the HTTP client with only 'allow_redirects' => false and then assigned $response->getBody() directly to a string, meaning the entire remote document was materialized in PHP memory with no upper bound and no socket read timeout. That is the CWE-770 (Allocation of Resources Without Limits or Throttling) pattern: the attacker controls the size and delivery rate of the response, the server controls neither. The upstream commit "Add a size limit to the CSS proxy content processing" introduces MAX_SIZE = 5 * 1024 * 1024, switches the request to stream mode with a 10-second read_timeout, and drains the body in 1 KB chunks until either EOF or the 5 MB ceiling, then closes the stream - bounding both peak memory per request and how long a slow-loris-style trickle can hold a worker. The underlying exposure is amplified by the fact that this is an SSRF-adjacent outbound fetch primitive, though this CVE is scoped strictly to the resource-consumption consequence rather than to the destination reachability.

DescriptionCVE.org
Roundcube Webmail before 1.6.20 and 1.7.x before 1.7.5 is affected by an uncontrolled resource consumption vulnerability in the CSS proxy (the utils/modcss action). The fetched stylesheet was read into memory in full, with no size limit and no read timeout, so a stylesheet URL referencing an attacker-controlled host could be used to exhaust server memory. Upstream fixed this in the commit “Add a size limit to the CSS proxy content processing”, which caps the response at 5 MB, reads it as a stream and applies a read timeout.
