| Exploitation Conditions | Exploitation requires the attacker to already have a valid low-privileged authenticated account with local access to the target host (AV:L, PR:L) and the ability to invoke the Windows Error Reporting service with crafted input embedding argument delimiters (CWE-88 argument injection). No user interaction by a victim is needed (UI:N) and attack complexity is low (AC:L). The key limiting factor is the local-access and prior-authentication prerequisite: this cannot be triggered remotely and serves as a post-compromise escalation step rather than an initial-access vector. Applies to the unpatched Windows 10/11 and Windows Server 2022/2025 build ranges listed in the EUVD data. |
| Impact | This is a genuine patch-priority issue for Windows fleets, though not an emergency. The CVSS 3.1 vector (AV:L/AC:L/PR:L/UI:N) describes a local, low-complexity privilege-escalation requiring an attacker to already hold a low-privileged authenticated account on the host; it is not remotely exploitable. The HIGH/HIGH/HIGH impact triple (C:H/I:H/A:H) reflects a full jump to SYSTEM, which is the classic value of EoP bugs as the second stage of an intrusion after initial foothold. No EPSS score, KEV listing, or public POC was provided in the intelligence, so there is no evidence of active exploitation or weaponization at this time - the signals are internally consistent (local EoP, no exploitation data), with no contradiction between the CVSS vector and the description, both of which agree on local authorized access. Missing data to note: EPSS probability is absent (cannot gauge likelihood of exploit development), and no POC status was supplied. Real-world priority is driven by the ubiquity of Windows rather than by any demonstrated exploitation; because WER-class argument-injection EoP bugs are historically attractive to post-exploitation tooling, treat as a standard Patch-Tuesday high priority. |
| Exploit ScenarioDerived | An attacker who has already gained a low-privileged foothold on a Windows host (e.g., via phishing or a compromised standard user account) invokes Windows Error Reporting with crafted input containing argument delimiters, causing WER to launch a helper process with attacker-controlled arguments under elevated context. This yields SYSTEM-level code execution, completing a local privilege escalation. No public exploit code was identified at time of analysis. |

Alert meAnalysisAIv1 – Oct 13, 2026
Local privilege escalation in Windows Error Reporting allows an authenticated attacker holding a low-privileged account on the host to raise their privileges to SYSTEM-level by supplying crafted input containing argument delimiters to the reporting component (CWE-88 argument injection). Affected are unpatched Windows 10 (21H2, 22H2), Windows 11 (23H2, 24H2, 25H2, 26H1, 26H2) and Windows Server 2022/2025 installations below the vendor's fixed build levels. Successful exploitation yields high confidentiality, integrity and availability impact, but the attack is strictly local with a prior-authentication prerequisite (AV:L, PR:L, UI:N, AC:L), so it functions as a post-compromise escalation step rather than an initial-access vector; there is no confirmed active exploitation (not in CISA KEV) and no public exploit identified at time of analysis, and a vendor patch is available.
RemediationAI
Vendor-released patch: apply the Microsoft security update for CVE-2026-97798 to bring each affected build to or above the fixed levels reported by ENISA EUVD - Windows 11 26H2 to 10.0.26300.9711, 25H2 to 10.0.26200.9711, 24H2 to 10.0.26100.9711, 26H1 to 10.0.28000.3231 and 23H2 to 10.0.22631.7652; Windows 10 21H2/22H2 to 10.0.19044.7807; Windows Server 2022 to 10.0.20348.5761; and Windows Server 2025 (including Server Core) to 10.0.26100.33650. Patch availability is confirmed by the vendor advisory at https://msrc.microsoft.com/update-guide/vulnerability/CVE-2026-97798, and standard Windows Update / WSUS / Microsoft Update Catalog servicing should be used. Because exploitation requires an existing low-privileged local session, compensating controls are secondary to patching but useful while updates roll out: enforce least privilege so standard users cannot interact with elevated WER helper paths, restrict interactive and RDP logon on sensitive servers to a minimal administrative set (trade-off: reduced operational flexibility and slower break/fix response), consider tightening the default WER behaviour via policy to reduce attacker-reachable reporting paths on high-value hosts (trade-off: loss of crash telemetry and reduced diagnostic fidelity), and monitor for anomalous WER-related process creation with unexpected argument strings as a detection-and-response measure rather than a preventive fix.

Technical ContextAI · show details
Windows Error Reporting (WER) is the built-in Windows subsystem that captures crash and fault telemetry and forwards it through services such as WerSvc, typically invoking helper processes with parameters derived from the reporting context. The defect is classified as CWE-88, improper neutralization of argument delimiters in a command ('argument injection'): untrusted data is concatenated into a command line without properly quoting or escaping delimiters such as quotes, spaces or flag prefixes, so an attacker who controls part of that input can inject additional arguments into the spawned process. Because WER helper operations run with elevated (SYSTEM) privileges, injected arguments can redirect the execution flow and let a low-privileged local user obtain code execution in a higher-integrity context - hence the CVSS 3.1 vector AV:L/AC:L/PR:L/UI:N/S:U/C:H/I:H/A:H (7.8 High). The scope is unchanged (S:U), the attacker must already hold a valid account on the machine, and no victim interaction is required. Affected CPE-level targets map to the Windows 10, Windows 11 and Windows Server 2022/2025 build families enumerated in the ENISA EUVD data and associated with Microsoft's MSRC update guide entry for CVE-2026-97798.

2DescriptionCVE.org
Improper neutralization of argument delimiters in a command ('argument injection') in Windows Error Reporting allows an authorized attacker to elevate privileges locally.
Executive ViewAI
A local privilege-escalation flaw in Windows Error Reporting affects unpatched Windows 10 21H2/22H2, Windows 11 23H2/24H2/25H2/26H1/26H2, and Windows Server 2022/2025, allowing an authenticated low-privileged user to gain SYSTEM-level rights on the host. Because the attack requires local access and prior credentials, the business risk is greatest for compromised endpoints, insider scenarios, and environments where broad local user access could amplify a post-compromise escalation; no public exploit identified at time of analysis. Security management should treat this as a fleet patching and least-privilege priority rather than a remote perimeter emergency.
