Network API reachable (AV:N/AC:L) but requires authenticated tenant credentials (PR:L); dominant impact is integrity (I:H) from cross-tenant writes, with minor C/A effects and no scope change within the Mistral service.

4DescriptionCVE.org
In OpenStack Mistral through 23.0.0, several of the v2 API write paths resolve the target object with a query that can return another project's resource, then write to it. An authenticated project member can use this to rewrite and un-publish another project's public action definitions and environments. A project administrator can create a workbook whose embedded ad-hoc action or workflow name collides with a resource of another project, which moves that resource into the caller's project and causes the original owner's subsequent updates of it to fail with server errors. Only deployments exposing the Mistral API are affected.
AnalysisAI
Cross-project resource manipulation in OpenStack Mistral through 23.0.0 allows an authenticated project member to rewrite and un-publish another project's public action definitions and environments via the v2 API, while a project administrator can relocate another project's resource by creating a workbook with a colliding embedded action or workflow name. This incorrect authorization vulnerability (CWE-863) has a CVSS 4.0 base score of 7.2 (High) and requires a valid account on a multi-tenant cloud that exposes the Mistral v2 API; no public exploit code was identified at time of analysis, and the impact is primarily integrity (VI:H) with limited confidentiality and availability effects. …

Vulnerability AssessmentAI
| Exploitation | Requires a valid authenticated account on the target OpenStack cloud (PR:L): a project member can rewrite and un-publish another project's PUBLIC action definitions and environments via v2 API write paths, while the resource-relocation variant additionally requires PROJECT ADMINISTRATOR privileges to submit a workbook whose embedded ad-hoc action or workflow name collides with a victim resource. … Additional conditions and limiting factors are described in the full assessment. |
| Risk Assessment | The input CVSS 4.0 vector (CVSS:4.0/AV:N/AC:L/AT:N/PR:L/UI:N/VC:L/VI:H/VA:L) scores 7.2 (High) and is internally consistent with the description: network-reachable API (AV:N), low complexity, no user interaction, but requiring an authenticated low-privilege project member (PR:L), with the dominant impact being integrity (VI:H) via cross-project resource rewriting/relocation, plus limited confidentiality and availability effects. … Full risk analysis with EPSS, KEV, and SSVC signal comparison available after sign-in. |

| Remediation | No exact patched version is specified in the provided data; apply the fixes described in OpenStack Security Advisory OSSA-2026-044 (https://security.openstack.org/ossa/OSSA-2026-044.html) and track Launchpad bug 2160267 for patch availability. … Detailed patch versions, workarounds, and compensating controls in full report. |
Recommended ActionAI
Within 24 hours, inventory all OpenStack Mistral instances and confirm whether any are version 23.0.0 or earlier and expose the v2 API; if the Mistral v2 API is not required, disable or block external access to it, and if it is required, restrict it to trusted management networks and accounts; review audit logs for unauthorized changes to public action definitions, environments, and workbooks across projects. …
