Exploitation Conditions

Exploitation requires the attacker to already have local, authenticated low-privileged access (CVSS PR:L, AV:L) to an affected Windows build and to win a TOCTOU race against the Windows Setup Files Cleanup routine (the privileged disk/setup cleanup operation), manipulating a file or path between its validation and its use. The key limiting factors are: (1) no remote vector - local presence is mandatory; (2) the AC:H race window must be won reliably, which SSVC marks as not automatable; and (3) valid credentials/session on the host are needed. There is no user-interaction requirement (UI:N), so once a foothold exists, no victim action is required. Successful exploitation grants total impact (SYSTEM-level privileges).

Impact

This is a locally-exploitable elevation-of-privilege flaw with a moderate-but-not-urgent real-world risk profile. The CVSS 3.1 vector (AV:L/AC:H/PR:L/UI:N/S:U/C:H/I:H/A:H, base 7.0 HIGH) signals that an attacker must already be a local, authenticated low-privileged user (PR:L, AV:L) and must win a timing-sensitive TOCTOU race (AC:H) to obtain total impact (C:H/I:H/A:H). CISA's SSVC decision framework corroborates a lower operational urgency: Exploitation=none (no observed in-the-wild activity), Automatable=no (the race cannot be reliably mass-scripted), but Technical Impact=total (full SYSTEM-level compromise if successful). No EPSS score, no CISA KEV listing, and no public exploit were provided in the input, so there is no public exploit identified at time of analysis. The signals are therefore internally consistent rather than conflicting: high technical impact but a high-complexity local-only precondition and no evidence of exploitation. This is a legitimate patch-in-normal-cycle EoP, not a drop-everything emergency - the AC:H race condition and local-access requirement meaningfully constrain weaponization. Note one data-quality concern: the input Tags include 'Information Disclosure', which conflicts with the description and CVSS (this is a privilege-elevation/write-capable flaw, C/I/A all High), so that label should be verified and disregarded.

Exploit ScenarioDerived

A low-privileged but authenticated user on an affected Windows host targets the Setup Files Cleanup operation, repeatedly manipulating a file/path (e.g., via a symbolic link or file swap) between the moment the privileged cleanup process validates a resource and the moment it acts on it. By winning this TOCTOU race, the attacker redirects the privileged operation to delete, overwrite, or act on an attacker-controlled target, yielding SYSTEM-level privileges. No public exploit was identified at time of analysis, and the AC:H rating reflects that the race window must be won reliably.

AnalysisAIv1 – Oct 14, 2026

Local privilege escalation in the Windows Setup Files Cleanup component allows an attacker who already holds low-privileged, authenticated access to a vulnerable Windows host to win a time-of-check time-of-use race and gain SYSTEM-level privileges. Affected builds span Windows 10 (1607 through 22H2), Windows 11 (23H2, 24H2, 25H2, 26H1, 26H2), and Windows Server 2012, 2012 R2, 2016, 2019, 2022, and 2025, including Server Core installations, with CVSS 3.1 base score 7.0 (AV:L/AC:H/PR:L/UI:N/S:U/C:H/I:H/A:H). There is no remote vector and no user interaction required, but exploitation demands an existing foothold plus a reliably won race, which CISA's SSVC assessment marks as not automatable and with no observed exploitation; no public exploit code has been identified at time of analysis and Patch is available from the vendor.

RemediationAI

Vendor-released patch: apply the Microsoft security update for CVE-2026-83510, which brings each branch to at least its fixed build - 6.2.9200.26434 (Server 2012), 6.3.9600.23470 (Server 2012 R2), 10.0.14393.9612 (Server 2016 / Windows 10 1607), 10.0.17763.9376 (Server 2019 / Windows 10 1809), 10.0.19044.7807 (Windows 10 21H2/22H2), 10.0.20348.5761 (Server 2022), 10.0.22631.7652 (Windows 11 23H2), 10.0.26100.9711 (Windows 11 24H2) or 10.0.26100.33650 (Server 2025), 10.0.26200.9711 (Windows 11 25H2), 10.0.26300.9711 (Windows 11 26H2) and 10.0.28000.3231 (Windows 11 26H1) - per the MSRC update guide at https://msrc.microsoft.com/update-guide/vulnerability/CVE-2026-83510. Because this is a TOCTOU flaw in a privileged cleanup routine with no remote surface, there is no meaningful network workaround; the compensating controls are administrative, and each carries trade-offs. First, aggressively reduce the population of local low-privileged accounts (remove unnecessary local admins, standard users, and interactive service accounts) since PR:L is a hard prerequisite - this shrinks the attack surface but does not eliminate it for legitimate multi-user hosts. Second, restrict write access to setup/cleanup staging and temp directories under Windows, ProgramData, and $WinREAgent via ACLs and, where feasible, remove unrepaired stale setup artifacts proactively; tightening these ACLs can break installers, servicing operations, and application updaters that legitimately write there, so test before broad rollout. Third, enable controlled folder access / attack surface reduction rules and monitor for reparse-point and symlink creation in system directories (Sysmon EID 11 and 4663 auditing on object rename/delete) to detect race attempts - this is detection rather than prevention and will not stop a fast, well-timed exploit. Windows Setup Files Cleanup cannot simply be disabled without risking failed updates and leftover-disk accumulation, so patching remains the primary and recommended action.

Technical ContextAI · show details

The flaw is a classic CWE-367 time-of-check time-of-use (TOCTOU) race condition inside the Windows Setup Files Cleanup routine, the privileged process responsible for removing residual setup/installation files and directories from disk. Because that cleanup runs with elevated (SYSTEM) rights, it validates a file or path object and later acts on it in a separate step; between validation and use the attacker can substitute, redirect, or delete/recreate the target via a reparse point, symbolic link, or file swap. The result is that a privileged operation is performed on an attacker-controlled object, yielding arbitrary file write/delete in a privileged context and eventual SYSTEM-level code execution. The CVSS vector (AV:L/AC:H/PR:L/UI:N) confirms this is strictly a local escalation, requiring existing low-privileged credentials on the host, with high attack complexity reflecting the narrow race window rather than any need for victim interaction. Affected code ships across a wide spread of the Windows servicing tree, from the 6.2.9200 / 6.3.9600 branches (Server 2012 and 2012 R2) through 10.0.14393 (Server 2016 / Windows 10 1607), 10.0.17763 (Server 2019 / Windows 10 1809), 10.0.19044-19045 (Windows 10 21H2/22H2), 10.0.20348 (Server 2022), 10.0.22631/26100/26200/26300/28000 (Windows 11 23H2 through 26H2) and 10.0.26100 Server 2025, consistent with the EUVD CPE range data.

DescriptionCVE.org

Time-of-check time-of-use (toctou) race condition in Windows Setup Files Cleanup allows an authorized attacker to elevate privileges locally.

Executive ViewAI

Why It Matters

A high-severity local privilege escalation vulnerability in the Windows Setup Files Cleanup component affects a wide range of Windows 10, Windows 11, and Windows Server versions, allowing an authenticated attacker with low privileges to gain SYSTEM-level control. While exploitation requires an existing foothold and winning a complex race condition, successful compromise could enable full host takeover, data exfiltration, and lateral movement. Leadership should prioritize patching to reduce risk from insiders or attackers who have already breached perimeter defenses.
