| Exploitation Conditions | Exploitation requires an authenticated Splunk user assigned a role that includes the read_o11y_content capability, and the environment must have the Splunk App for Splunk Observability Cloud installed and configured with an Observability Cloud API token. The attacker triggers the flaw through the REST API by directing an outbound request to an attacker-controlled host, which succeeds because the app does not fully validate the outbound destination. Limiting factors: the specific read_o11y_content capability is a meaningful privilege gate (not every user holds it), the vulnerable Observability Cloud app must be present and token-configured, and Splunk Enterprise 9.4.x is explicitly not affected. No end-user interaction is needed. |
| Impact | This is a medium-severity SSRF (CWE-918) with a vendor-provided CVSS of 6.5 (CVSS:3.1/AV:N/AC:L/PR:L/UI:N/S:U/C:H/I:N/A:N), and my independent assessment agrees with that vector. The network vector and low attack complexity make the technical trigger easy, but PR:L is the decisive limiting factor: the attacker must already hold a Splunk role granting the read_o11y_content capability, so this is a privileged-insider / post-authentication issue rather than an internet-facing unauthenticated one. Impact is confidentiality-only (C:H, I:N, A:N) - the specific prize is the configured Observability Cloud API token, not code execution or data destruction. On the exploitation-likelihood side the signals are consistently low: there is no CISA KEV listing, no public exploit code, and no EPSS score was supplied, so no public exploit identified at time of analysis. No SSVC decision data was provided. Net assessment: a real but moderate priority - patch in normal cycles, prioritize where many users hold the read_o11y_content capability or where the leaked Observability Cloud token is highly privileged. It is not a drop-everything emergency absent evidence of exploitation. Note the required capability (read_o11y_content) is not expressible in the CVSS vector beyond PR:L, so defenders should treat PR:L as 'any user with that specific capability,' which may be broader than 'admin.' |
| Exploit ScenarioDerived | An authenticated Splunk user who has been granted a role carrying the read_o11y_content capability uses the REST API to cause the Splunk App for Splunk Observability Cloud to send an outbound request to a host the attacker controls. Because the app does not fully validate the outbound destination, the configured Observability Cloud API token is included in or exposed by that request and captured by the attacker's server. No public proof-of-concept or active exploitation is known at time of analysis. |

Alert meAnalysisAIv1 – Oct 07, 2026
Server-side request forgery in Splunk Enterprise (below 10.4.3, 10.2.7, and 10.0.10) lets an authenticated user who holds a role with the read_o11y_content capability redirect an outbound request made by the Splunk App for Splunk Observability Cloud to an attacker-controlled host, thereby disclosing the configured Observability Cloud API token. The flaw exists because the app does not fully validate the destination of outbound requests; the request is triggered through the REST API, requires no user interaction, and is rated CVSS 6.5 (CVSS:3.1/AV:N/AC:L/PR:L/UI:N/S:U/C:H/I:N/A:N), indicating a high-confidentiality but no integrity or availability impact. Exploitation is gated by a non-default capability, by the presence of the Observability Cloud app, and by an environment where an API token is configured; Splunk Enterprise 9.4.x is explicitly unaffected. No public exploit code and no confirmed active exploitation were identified at time of analysis, and a vendor patch is available.
RemediationAI
Apply the vendor fix by upgrading Splunk Enterprise to 10.4.3, 10.2.7, or 10.0.10 (or a later release in the appropriate train) - this is the vendor-released patch and the only complete remedy; see https://advisory.splunk.com/advisories/SVD-2026-1001. Because the vulnerable request is issued by the Splunk App for Splunk Observability Cloud, also update or reinstall that app alongside the platform upgrade if the advisory directs it. Until patching is complete, the most effective compensating control is to audit and remove the read_o11y_content capability from all roles that do not strictly require it, which directly closes the privilege gate for this attack, though it will break legitimate Observability Cloud read functionality for those users. If the app is not operationally required, uninstalling or disabling it eliminates the vulnerable code path entirely, at the cost of losing Observability Cloud integration. Rotate the configured Observability Cloud API token immediately if compromise is suspected, since token disclosure is the impact of this flaw and rotation invalidates any stolen credential; note that rotation alone does not stop re-exploitation while the code remains unpatched. Finally, restrict outbound egress from Splunk Enterprise hosts to only the expected Splunk Observability Cloud endpoints, which limits SSRF destinations to attacker-controlled hosts, but be aware that overly broad allowlists or proxy bypasses will weaken this control and that legitimate integrations must be re-approved in the firewall policy.

Technical ContextAI · show details
The root cause is CWE-918 (Server-Side Request Forgery): the Splunk App for Splunk Observability Cloud performs an outbound HTTP request based on user-influenced input but does not properly validate or allowlist the destination host. Because the request is issued from the Splunk Enterprise server itself, it carries the trust and network position of that server and can be pointed at an attacker-controlled endpoint. The app attaches its configured Observability Cloud API token to that outbound call, so a successful redirect exposes a credential used for Splunk Observability Cloud authentication (see Splunk's Authentication tokens documentation). The entry point is Splunk's Representational State Transfer (REST) API, and the requirement is an authenticated session whose role grants the read_o11y_content capability, which is intended for reading Observability Cloud content and therefore is normally held only by a subset of Splunk users. The CPE record identifies the affected package as splunk:splunk_enterprise across the 10.0.x, 10.2.x, and 10.4.x release trains prior to the fixed maintenance levels, with 9.4.x out of scope. The CVSS vector AV:N/AC:L/PR:L/UI:N/S:U/C:H/I:N/A:N reflects a network-reachable, low-complexity attack requiring low privileges and no interaction, whose sole demonstrated impact is credential disclosure - no scope change, no integrity write, and no denial of service.

REST API gives AV:N/AC:L; the required read_o11y_content capability means PR:L; impact is disclosure of the Observability token so C:H, I:N, A:N, scope unchanged.

2DescriptionCVE.org
In Splunk Enterprise versions below 10.4.3, 10.2.7, and 10.0.10, a user that holds a role with the read_o11y_content capability could redirect an outbound request from Splunk App for Splunk Observability Cloud through the Representational State Transfer (REST) API to an attacker-controlled host and disclose the configured Observability Cloud Application Programming Interface (API) token. The vulnerability is possible because Splunk App for Splunk Observability Cloud does not fully validate the destination of an outbound request. For more information see Authentication tokens (https://help.splunk.com/en/splunk-observability-cloud/administer/authentication-and-security/authentication-tokens) in the Splunk documentation.
Splunk Enterprise versions 9.4.x are not affected.
