Exploitation Conditions

The victim must be an authenticated phpList administrator with an active session cookie in their browser at the time they load the attacker-controlled resource. The attacker must know or enumerate the numeric ID (del=N) of the bounce rule to target; with no ID knowledge an attacker could iterate small integers to delete all rules. No special server-side configuration is required beyond a default phpList 3 installation prior to RC5 - the vulnerable code path is enabled by default. Exploitation is limited to the scope of bounce rule deletion only; it does not provide shell access, credential disclosure, or privilege escalation. Blind deletion (without confirmation of effect) is the primary limiting factor, as is the social-engineering step required to cause the administrator to load the crafted URL.

Impact

The CVSS 4.0 vector (AV:N/AC:L/AT:N/PR:N/UI:P/VC:N/VI:L/VA:L) scores 5.3, reflecting limited integrity and availability impact constrained by the UI:P requirement - the attacker must cause an authenticated administrator to trigger the request. The attack complexity is genuinely low: a single image tag or hyperlink suffices for delivery. There is no confidentiality impact, and the blast radius is limited to deletion of bounce rule records, which affects automated email bounce processing rather than account compromise or data exfiltration. The EPSS score is not supplied, but the combination of a public POC on GitHub, a straightforward CSRF delivery mechanism, and a popular open-source application suggests moderate real-world exploitation risk against unpatched installations that have active administrators browsing attacker-influenced content. The absence of CISA KEV listing means confirmed mass exploitation is not yet observed. The primary risk is disruption to bounce management configuration, which could cause a phpList instance to lose tuned deliverability controls - a meaningful operational impact for high-volume mail operators but not a critical data-breach vector.

Exploit ScenarioDerived

An attacker identifies a phpList deployment and crafts a URL such as https://target.example.com/lists/admin/?page=bouncerules&del=5 targeting a known or guessed bounce rule ID. The attacker embeds this URL as the src of an invisible img tag in a phishing email or a web forum post and sends it to a phpList administrator. When the administrator's browser renders the page while the administrator is logged into the phpList admin interface, the browser issues the GET request with the administrator's session cookie, causing the bounce rule to be silently deleted without any CSRF token. A publicly available proof-of-concept is referenced in GitHub issue #1116, demonstrating the delivery technique.

AnalysisAIv1 – Aug 13, 2026

Cross-site request forgery in phpList before 3.7.0-RC5 allows a remote, unauthenticated attacker to delete arbitrary bounce rules from a target phpList installation by tricking an authenticated administrator into loading a crafted URL. The deletion endpoint (bouncerules.php) accepts state-changing operations over GET and passes enforce=false to verifyCsrfGetToken, meaning the CSRF token check is only performed when the tk parameter is voluntarily present - effectively disabling the protection entirely. A publicly available exploit exists (GitHub issue #1116); the vendor has released a fix in v3.7.0-RC5, and no KEV listing or confirmed in-the-wild exploitation has been recorded at time of analysis.

RemediationAI

Upgrade phpList 3 to version 3.7.0-RC5 or later; the patching commit is documented at https://github.com/phpList/phplist3/commit/5159c3ed33a5674a8169472b50d146d97f630746 and the release is available at https://github.com/phpList/phplist3/releases/tag/v3.7.0-RC5. The fix should change the verifyCsrfGetToken invocation to enforce=true on the deletion path, making the tk token mandatory. For installations that cannot be immediately patched, a practical compensating control is to place the phpList admin interface behind a network-level access restriction (firewall rule, VPN requirement, or IP allowlist), preventing attacker-controlled pages from being able to trigger authenticated requests to the admin panel from external contexts - note that this control is ineffective if administrators regularly browse attacker-influenced content from the same network segment. Additionally, advising administrators not to open untrusted URLs while logged into phpList reduces the social-engineering surface. No configuration toggle exists to enforce CSRF validation server-side without code changes.

Technical ContextAI · show details

phpList is an open-source PHP-based newsletter and mailing list management application (CPE: cpe:2.3:a:phplist:phplist3:*:*:*:*:*:*:*:*). The vulnerability is a textbook CWE-352 (Cross-Site Request Forgery) arising from a flawed CSRF guard implementation. The deletion of bounce rules - entries in the phplist_bounceregex table that govern automated bounce handling - is processed via an idempotent-looking GET request of the form ?page=bouncerules&del=N. The central CSRF validation function verifyCsrfGetToken is invoked with enforce=false, which switches it into an optional-validation mode: a token is checked only if the tk query parameter exists. Because the deletion URL requires no tk parameter to function, the protection is structurally bypassed on every legitimate deletion, and an attacker-crafted URL operates identically. This is a server-side logic flaw rather than a payload-injection issue - no script execution or memory corruption is involved.

DescriptionCVE.org

phpList before 3.7.0-RC5 fail to enforce CSRF token validation on the bounce rule deletion endpoint (bouncerules.php / bouncerule.php). The deletion is performed via a GET request (?page=bouncerules&del=N), and the central CSRF check (verifyCsrfGetToken) is invoked with enforce=false, so it only validates the token when a 'tk' parameter is present. A remote attacker can trick an authenticated administrator into loading a crafted URL (e.g., embedded in an image tag) to delete arbitrary bounce rules from the phplist_bounceregex table without a valid CSRF token.
