| Exploitation Conditions | Requires a reachable libIEC61850-based MMS server (version prior to 1.6.2) with reporting/report-control-blocks in use, and the ability to establish a client association and perform a write to a report control block's RptID attribute with a value longer than 129 bytes, followed by generating a report via General Interrogation (GI) to reach the vulnerable sendNextReportEntrySegment serialization. Limiting factors: exploitation depends on the reporting feature being exercised (GI-triggered serialization), the server being accessible on the network/OT segment, and the client being permitted to write the RCB; impact is confined to a server crash (availability only), with no code execution, data disclosure, or integrity effect. |
| Impact | This is a genuine but limited-severity denial-of-service issue, not a top-tier priority. The CVSS 3.1 vector (AV:N/AC:L/PR:N/UI:N/S:U/C:N/I:N/A:L, base 5.3) indicates a remotely reachable, low-complexity bug with no confidentiality or integrity impact and only partial availability impact - consistent with CWE-590 (free of memory not on the heap), which here manifests as an invalid free that crashes the server process. No EPSS score, CISA KEV entry, or public POC is present in the provided intelligence, so there is no public exploit identified at time of analysis and no evidence of active exploitation. One signal to verify: the CVSS vector asserts PR:N (unauthenticated), but the description situates the flaw in the report-control-block write path, which in IEC 61850/MMS deployments normally requires an established client association - in hardened OT environments access may be network-restricted even if the protocol itself does not authenticate, so the practical attacker must already reach the MMS server on the substation network. The real-world risk is therefore moderate-to-low: a straightforward crash primitive, but confined to a niche ICS library, availability-only, with no code execution or data exposure. |
| Exploit ScenarioDerived | An attacker with network reach to an MMS server built on libIEC61850 (<1.6.2) opens a client association and writes a report-control-block RptID value longer than 129 bytes, which the vulnerable Reporting_RCBWriteAccessHandler accepts. The attacker then triggers a General Interrogation so sendNextReportEntrySegment serializes the report, causing MmsValue_setVisibleString's resize path to free a stack-backed buffer (CWE-590) and crash the server. No public POC is identified, though the fixing commit diff publicly reveals the exact precondition (RptID > 129 bytes). |

Alert meAnalysisAIv1 – Oct 16, 2026
Remote, unauthenticated clients can crash libIEC61850-based MMS servers running versions prior to 1.6.2 by writing an RptID value longer than 129 bytes to a report control block and then triggering report serialization via General Interrogation (GI). The oversized identifier overflows a fixed 130-byte stack buffer that is later wrapped as a temporary MmsValue and handed to MmsValue_setVisibleString, whose resize path attempts to free non-heap (stack) memory - an invalid free that terminates the server process. Impact is availability-only (CVSS 5.3, A:L) with no code execution, data disclosure, or integrity effect, and no public exploit has been identified at time of analysis; the issue is fixed in upstream version 1.6.2.
RemediationAI
Upgrade to libIEC61850 1.6.2 or later, the vendor-released fix (https://github.com/mz-automation/libiec61850/releases/tag/v1.6.2), which contains commit 5b2a69f44256b8548927d8afdd7ac5f5381abe1e enforcing a 129-byte maximum on RptID both at RCB write time (rejecting with DATA_ACCESS_ERROR_OBJECT_VALUE_INVALID) and at serialization time; downstream integrators who vendor the library should cherry-pick that commit if a full upgrade is not immediately possible. If patching must be deferred, the practical compensating control is to restrict who can reach the MMS endpoint: segment the OT network and firewall TCP/102 (MMS over ISO-on-TCP) so only known engineering or SCADA clients can establish associations, and enforce IEC 61850 access-control/RCB write permissions so untrusted or read-only clients cannot modify RptID - the trade-off is that tightening these rules can break legitimate engineering-tool integrations and client-side reporting configuration. Disabling or not configuring report control blocks on exposed servers removes the vulnerable code path entirely, at the cost of losing buffered and unbuffered reporting functionality; monitoring client associations for RCB writes with abnormally long RptID values gives a further detection layer but does not prevent the crash. Because the impact is a server process abort rather than code execution, restart supervision/watchdog and failover arrangements limit the outage window in the interim.

Technical ContextAI · show details
libIEC61850 (MZ Automation) is an open-source C implementation of the IEC 61850 stack, covering MMS client/server, GOOSE, Sampled Values, and R-Session used widely in substation automation and OT environments. The defect is classified CWE-590 (Free of Memory not on the Heap) and lives in src/iec61850/server/mms_mapping/reporting.c. Reporting_RCBWriteAccessHandler validates writes to report control block (RCB) attributes but prior to 1.6.2 performed no length check on the RptID string, so a value exceeding 129 bytes is accepted into a stack-allocated rptIdBuf[130]. Later, when GI drives sendNextReportEntrySegment to serialize the report, that stack buffer is wrapped as a temporary MmsValue and passed to MmsValue_setVisibleString; the setter's resize path treats the embedded pointer as heap-allocated and frees it, producing an invalid free on stack memory and aborting the process. The upstream patch (commit 5b2a69f44256b8548927d8afdd7ac5f5381abe1e) adds an explicit >129-byte rejection in Reporting_RCBWriteAccessHandler returning DATA_ACCESS_ERROR_OBJECT_VALUE_INVALID, and hardens sendNextReportEntrySegment with an identical length guard so oversized stored identifiers can never reach the serializer. Note that the RCB write path itself requires the reporting feature to be configured and the client to be permitted to write the RCB, so exposure is limited to deployments where reporting is actively used and the MMS service is reachable.

1DescriptionCVE.org
libIEC61850 is an open-source implementation of IEC 61850 client and server protocols including MMS, GOOSE, Sampled Values, and R-Session. Prior to 1.6.2, Reporting_RCBWriteAccessHandler accepts an RptID longer than 129 bytes in the report-control-block write path. When GI later causes sendNextReportEntrySegment to serialize the report, the function wraps rptIdBuf[130] as a temporary MmsValue and passes it to MmsValue_setVisibleString. The setter's resize path frees the stack-backed buffer, allowing a remote client to trigger an invalid free and server crash by writing the oversized RptID and then generating a report. This issue is fixed in version 1.6.2.
