Exploitation Conditions

Requires an authenticated RabbitMQ account (PR:L) holding permissions to bind a queue to a TOPIC exchange and to publish messages to it on a virtual host. The specific trigger is a binding key with two or more consecutive '#' multi-segment wildcards, which the vendor fix explicitly guards (bookkeeping only engages when Hashes >= 2); a single '#' cannot cause the combinatorial re-visits. Exploitation is limited by the need for valid credentials with configure/write rights and affects broker versions prior to 4.3.5; there is no user-interaction or non-default-plugin requirement, and topic exchanges are a standard routing feature, so the main gate is authentication rather than an unusual deployment mode. Impact is availability-only (routing disruption for all co-tenants), with no data disclosure or modification.

Impact

This is a genuine but conditional denial-of-service issue, not a critical priority. The CVSS 4.0 vector (7.1, AV:N/AC:L/AT:N/PR:L/UI:N/VC:N/VI:N/VA:H) correctly models a pure availability impact with no confidentiality or integrity effect, requiring only low privileges and no user interaction - consistent with the CWE-407 (algorithmic complexity) root cause. Signals do NOT indicate widespread exploitation: no EPSS score, no CISA KEV listing, and no public exploit code are provided, so this is 'no public exploit identified at time of analysis' rather than an actively-exploited flaw. The commit diff confirms the technical mechanism (unmemoized trie traversal with two or more '#' edges causing combinatorial state re-visits), so the vulnerability itself is well-substantiated by vendor source. The 'Information Disclosure' tag directly CONTRADICTS the CVSS vector (VC:N/VI:N), and the 'Microsoft' vendor tag is wrong - RabbitMQ is an open-source Broadcom/VMware/Pivotal project. Real-world risk is moderate: exploitation needs an authenticated broker user with rights to bind to and publish on a topic exchange, but topic exchanges are a common default routing pattern, making this more reachable than RabbitMQ's plugin-gated or OAuth-gated DoS siblings.

Exploit ScenarioDerived

An authenticated tenant with configure/write permissions on a virtual host declares a queue and binds it to a topic exchange using a binding key containing consecutive '#' wildcard segments, then publishes messages to that exchange. Each publish forces the topic matcher to redundantly re-visit the same trie-node/routing-key-suffix states without memoization, exploding CPU and memory usage and stalling message routing for all tenants sharing the broker. No public proof-of-concept is provided, but the vendor commit clearly documents the combinatorial blow-up, making a working trigger straightforward to construct.

AnalysisAIv1 – Sep 25, 2026

Denial of service against RabbitMQ topic exchange routing can be triggered by an authenticated user who holds permissions to bind a queue to a topic exchange and to publish to that exchange: a binding key containing consecutive '#' multi-segment wildcards, combined with a publication that matches it, drives the topic matcher into combinatorially repeated trie walks and duplicate destination materialization, exhausting CPU and memory and disrupting routing for all tenants on the broker. All RabbitMQ server versions prior to 4.3.5 are affected, with impact assessed as availability-only (CVSS:3.1 AV:N/AC:L/PR:L/UI:N/S:U/C:N/I:N/A:H; vendor-published 7.1); there is no data disclosure or modification, and no public exploit identified at time of analysis. The issue is a conditional but genuine algorithmic-complexity DoS rather than a critical priority, because exploitation requires valid credentials with configure and write privileges on a topic exchange, and it is remediated by the vendor in 4.3.5.

RemediationAI

Upgrade to RabbitMQ 4.3.5 or later - vendor-released patch: 4.3.5, the release that contains the memoization fix (upstream commit c5ed7c4e97e02be688730803604cc7a88dbe4864; advisory GHSA-h964-v5mf-22cq at https://github.com/rabbitmq/rabbitmq-server/security/advisories/GHSA-h964-v5mf-22cq, release notes at https://github.com/rabbitmq/rabbitmq-server/releases/tag/v4.3.5). If an immediate upgrade is not possible, compensate by restricting who can bind to topic exchanges: review and trim RabbitMQ permissions so that untrusted or low-trust users have read-only or no 'configure' access on vhosts hosting topic exchanges, since the trigger requires both a binding with repeated '#' segments and a matching publication - the trade-off is that legitimate dynamic/self-service routing topologies will break for the affected principals. Additionally, audit existing bindings and remove or rewrite any binding key containing consecutive '#' segments (for example replace 'a.#.#.b' with 'a.#.b'), which is safe because such keys are semantically redundant, but must be coordinated with producers/consumers that declared them. Monitor broker CPU and memory for spikes correlated with topic-exchange publishing as a detection control; note that simply rate-limiting publish is a weak mitigation because a single well-formed routing key can still trigger the worst-case walk. There is no vendor-released patch for versions earlier than 4.3.5 other than upgrading to that release line.

Technical ContextAI · show details

RabbitMQ topic exchanges route messages using a trie (prefix tree) of binding keys, where '*' matches exactly one dot-delimited word and '#' matches zero or more words. In the affected code path (deps/rabbit/src/rabbit_db_topic_exchange.erl, the trie_match family of functions), each '#' edge causes the walker to both advance the word cursor and skip words, so a binding key such as 'a.#.#.b' combined with a suitable routing key allows the same {trie node, remaining routing-key suffix} state to be reached along many distinct paths. Without memoization the number of revisits grows combinatorially with routing-key length, and because matched destinations are accumulated before deduplication, the matcher materializes duplicate queues/bindings repeatedly - causing CPU-bound routing loops plus memory pressure from the transient result sets. This is CWE-407 (Inefficient Algorithmic Complexity) rather than a memory-safety or injection flaw. The upstream fix (commit c5ed7c4e97e02be688730803604cc7a88dbe4864) introduces a 'Hashes' counter and a state tuple carrying a 'Seen' map that records visited {Node, Words} pairs; bookkeeping only engages once Hashes >= 2, so single-'#' walkers and the common case pay no memoization cost, while two or more '#' edges on the path short-circuit already-visited states. Affected CPE data identifies the whole rabbitmq-server product line as in scope (cpe:2.3:a:rabbitmq:rabbitmq-server:*:*:*:*:*:*:*:*), covering every release before 4.3.5; note that the accompanying tagging metadata (e.g. 'Information Disclosure') diverges from the assessed, availability-only impact and should not be relied upon.

DescriptionCVE.org

RabbitMQ is a messaging and streaming broker. Prior to 4.3.5, an authenticated user who can bind a queue to a topic exchange and publish to it can use consecutive

segments in a binding key to make both topic matchers revisit the same trie-node and routing-key-suffix states without memoization. The matcher materializes duplicate destinations before deduplication, causing combinatorial CPU work and memory pressure that can disrupt routing for all tenants. This vulnerability is fixed in 4.3.5.

Executive ViewAI

Why It Matters

RabbitMQ brokers running any server release prior to 4.3.5 can have message routing disrupted across every tenant on the broker by a single authenticated user who already holds queue-binding and publish rights on a topic exchange, converting ordinary operational credentials into a broker-wide availability risk. The impact is availability-only - no data disclosure or modification - but because the failure mode is CPU and memory exhaustion of shared routing infrastructure, every application and team hosted on the same broker experiences the outage simultaneously. Leadership should treat this as a resilience and privileged-access-governance exposure rather than a data-breach scenario, and note that no public exploit has been identified at time of analysis.

Business Impact: Medium
Compensating Controls

No vendor-released patch identified at time of analysis, so interim mitigations are required: restrict queue-binding and publish rights on topic exchanges to a minimal, reviewed set of service accounts and remove standing configure/write permissions; prohibit or reject binding keys containing consecutive '#' multi-segment wildcards in application code and deployment review; segregate high-value tenants onto dedicated brokers or vhosts to limit blast radius; enable broker resource alarms, publisher flow control, and CPU/memory monitoring with alerting on anomalous binding creation; and prepare a runbook to identify and disconnect offending connections during an availability event.
