MITRE ATT&CK
1 technique across 1 tactic: Impact The technique list with ATT&CK links and the kill-chain view is part of the Basic plan and up. |
| Exploitation Conditions | Exploitation requires ALL of: network access to the Management HTTP API; valid credentials with BOTH the management AND policymaker tags; permission to set Shovel runtime parameters on a vhost; and the rabbitmq_shovel and rabbitmq_shovel_management plugins enabled (non-default). These are significant limiting factors - the attacker must already be a highly privileged, authenticated tenant, and the vulnerable Shovel management surface must be explicitly turned on. Affected versions are RabbitMQ 4.2.0 through before 4.2.9 and before 4.3.3. The abuse is not achievable against a default configuration lacking the Shovel plugins or by unauthenticated/low-privilege users. Note the persistence angle: because malicious parameters are stored durably and reparsed on worker start, the DoS can recur after restart without a live attacker. |
| Impact | This is a genuine but low-priority DoS issue - high-CVSS optics tempered by heavy preconditions. The provided CVSS 4.0 vector (5.9, AV:N/AC:L/AT:P/PR:H/UI:N/VC:N/VI:N/VA:H) correctly encodes the reality: network-reachable but requiring high privileges (PR:H) and an attack requirement (AT:P) reflecting the effort to exhaust the atom table plus the non-default plugin/tag prerequisites. Impact is availability-only (VC:N/VI:N/VA:H) - no confidentiality or integrity exposure, consistent with the CWE-400 resource-exhaustion classification and the 'Denial Of Service' tag. No EPSS score, no CISA KEV listing, and no public POC were provided, so there is no evidence of active or automated exploitation; this reads as a targeted-abuse scenario by an already-privileged tenant, not a mass-exploitation threat. The one aggravating factor beyond raw metrics: malicious Shovel parameters are stored durably and reparsed when workers start, so atom pressure can recur after node restart without a live attacker - a persistence characteristic that raises operational severity for multi-tenant brokers. Net: legitimately actionable for exposed multi-tenant RabbitMQ 4.2.x deployments running the Shovel plugins, but not an emergency for the typical single-tenant or plugin-disabled install. |
| Exploit ScenarioDerived | An authenticated tenant holding both the management and policymaker tags on a vhost of a RabbitMQ 4.2.x broker (with rabbitmq_shovel and rabbitmq_shovel_management enabled) repeatedly sets Shovel runtime parameters via the Management HTTP API using novel string values. Each unique value is converted to a permanent, non-garbage-collected Erlang atom, and enough requests exhaust the node-wide atom table and crash the BEAM VM. Because the parameters are stored durably and reparsed when Shovel workers restart, the atom pressure recurs after node restart even with no attacker connected. No public exploit code was identified at time of analysis. |

Alert meAnalysisAIv1 – Sep 25, 2026
Denial of service in RabbitMQ 4.2.x (4.2.0 through before 4.2.9) and 4.3.x (before 4.3.3) lets an already highly privileged, authenticated user submit crafted Shovel runtime parameters through the Management HTTP API, causing the parser to intern attacker-controlled strings as Erlang atoms until the node-wide atom table is exhausted and the broker can no longer function. Exploitation demands network reach to the Management API plus credentials carrying both the management and policymaker tags, write permission on a vhost, and the non-default rabbitmq_shovel and rabbitmq_shovel_management plugins enabled; because the malicious parameters are persisted durably and re-parsed when workers start, the resource pressure can return after a restart without the attacker being connected. No public exploit code or evidence of active exploitation was identified at time of analysis, and the independent assessment rates this a genuine but low-priority DoS whose high-scoring optics are tempered by those heavy preconditions. Fixed in 4.2.9 and 4.3.3.
RemediationAI
Vendor-released patch: upgrade to RabbitMQ 4.2.9 or 4.3.3 (or later in each series), which bound and allowlist Shovel parameter values before atom creation. Note that 4.2.9 additionally requires Erlang/OTP 27.0 or newer and nodes will fail to start on older Erlang, so validate your Erlang version before rolling the upgrade; the 4.2.0 release notes and the compatibility matrix at https://www.rabbitmq.com/docs/which-erlang should be reviewed if jumping from a pre-4.2.0 release. Because malicious Shovel parameters are stored durably and reparsed when workers start, upgrading alone does not clear previously persisted bad state - after patching, audit and delete any suspicious Shovel parameters on affected virtual hosts so atom pressure cannot recur on worker restart. If you cannot patch immediately, the highest-value compensating control is to disable the rabbitmq_shovel and rabbitmq_shovel_management plugins entirely, which removes the vulnerable parser from the node at the cost of losing Shovel-based message movement and its management UI; alternatively, restrict the Management HTTP API to trusted networks (firewall rules or a TLS-terminating reverse proxy with strict ACLs), and eliminate the policymaker tag from any account that does not strictly need to administer policies and parameters, since both the management and policymaker tags plus vhost parameter write permission are required to reach the flaw. Trading away the policymaker tag from day-to-day operators reduces operational flexibility for legitimate policy changes, and network-restricting the Management API can break external monitoring and automation, so pair either workaround with alerting on unusual Shovel parameter creation until the upgrade can be completed.

Technical ContextAI · show details
The issue is classified as CWE-400 (Uncontrolled Resource Consumption) and lives in the RabbitMQ Shovel parameter parser. Erlang atoms are interned symbols stored in a per-node atom table that is not garbage collected - once created, an atom persists for the lifetime of the VM (the default limit is roughly one million atoms). Prior to the fix, Shovel runtime parameter values supplied via the Management HTTP API were converted into atoms before any bound was enforced or an allowlist was consulted, so an attacker able to create arbitrary parameter values could drive unbounded atom creation across the node. Exhausting the atom table is fatal in Erlang/OTP: the VM aborts rather than merely degrading, and every virtual host and queue on the node is affected because the atom table is node-global, not per-vhost. The code paths involved belong to the rabbitmq_shovel and rabbitmq_shovel_management plugins, which is why the vulnerable surface only exists when those optional components are enabled; the affected package is captured by CPE cpe:2.3:a:rabbitmq:rabbitmq-server:*:*:*:*:*:*:*:* and patched versions are published in the project's advisory GHSA-8mpg-qw9r-m5cr.

2DescriptionCVE.org
RabbitMQ is a messaging and streaming broker. From 4.2.0 until 4.2.9 and 4.3.3, the Shovel parameter parser converted attacker-controlled runtime parameter values into non-garbage-collected Erlang atoms before bounding them or checking a fixed allowlist. Exploitation requires network access to the Management HTTP API, valid credentials with both the management and policymaker tags, permission to set Shovel runtime parameters on a vhost, and the rabbitmq_shovel and rabbitmq_shovel_management plugins to be enabled. The attacker can exhaust the node-wide atom table and deny service, and malicious parameters are stored durably and reparsed when workers start, so atom pressure can recur after restart without a live attacker connection. This issue is fixed in versions 4.2.9 and 4.3.3.
