The technique list with ATT&CK links and the kill-chain view is part of the Basic plan and up.

Exploitation Conditions

Requires the non-default rabbitmq_web_stomp plugin to be enabled and its WebSocket endpoint network-reachable; the affected versions are RabbitMQ 3.13.0 through pre-3.13.15, pre-4.0.20, pre-4.1.11, and pre-4.2.6. No authentication is needed to reach the vulnerable path (PR:N), and no user interaction is required, but meaningful impact requires the attacker to open and sustain many slow, small-frame WebSocket connections over time (reflected by AT:P), so a single request is insufficient. Deployments without the Web STOMP plugin enabled, or on fixed versions where login_timeout now closes unauthenticated connections after ~10 seconds, are not exploitable.

Impact

This is a genuine but low-priority pre-authentication denial-of-service issue. The CVSS 4.0 vector (AV:N/AC:L/AT:P/PR:N/UI:N) correctly shows a network-reachable, unauthenticated flaw, but impact is confined to availability only (VC:N/VI:N/VA:L) - consistent with the CWE-770 uncontrolled resource consumption described. The AT:P (attack requirements present) metric and the 6.3 base score reflect that meaningful impact requires sustaining many slow, small-frame connections (slowloris-style) rather than a single request, and that pre-auth state grows gradually rather than crashing the broker instantly. No EPSS score, no CISA KEV listing, and no public exploit are present in the input, so exploitation is theoretical at this time. The most important limiting signal is deployment-based, not in the CVSS: the vulnerable path only exists when the non-default rabbitmq_web_stomp plugin is enabled, which sharply narrows the real-world attack surface. Net: a real defect worth patching on affected/plugin-enabled nodes, but not an urgent, widely-exploitable priority despite the network/unauthenticated vector.

Exploit ScenarioDerived

An attacker who can reach a RabbitMQ node that has the rabbitmq_web_stomp plugin enabled opens many WebSocket connections and, without ever authenticating, trickles small STOMP frames slowly to keep each connection alive. Because neither login_timeout nor max_frame_size was enforced before authentication, each connection accumulates unbounded pre-auth state, exhausting memory/connection resources and degrading availability for legitimate clients. No public exploit is identified in the provided data; the technique is a standard slow-connection resource-exhaustion pattern requiring sustained, repeated connections (reflected by AT:P).

AnalysisAIv1 – Sep 25, 2026

Unbounded pre-authentication state accumulation in RabbitMQ's Web STOMP WebSocket handler lets an unauthenticated remote client hold connections open with a slow trickle of small frames, causing memory and resource exhaustion on the broker. Only deployments that enable the non-default rabbitmq_web_stomp plugin and expose its WebSocket listener are affected; a single request is not enough, since the attacker must open and sustain many slow connections over time (reflected as AT:P in the assessed vector). RabbitMQ 3.13.0 through 3.13.14, 4.0.x before 4.0.20, 4.1.x before 4.1.11, and 4.2.x before 4.2.6 are vulnerable, and no public exploit code has been identified at time of analysis.

RemediationAI

Vendor-released patch: upgrade to RabbitMQ 3.13.15, 4.0.20, 4.1.11, or 4.2.6, which enforce a login_timeout (default 10,000 ms, configurable via the rabbitmq_stomp application environment) that terminates unauthenticated WebSocket connections and close the unbounded-state gap. The corresponding upstream fixes are visible in commits 0b4080fa5d6f797b6331d0ce1db2b4bacd34560e, 8138edae6d2beaafe699a41a754d17420bdc2068, and c1000ba89052608c01c052d98016403ba6e92222, with the vendor advisory at https://github.com/rabbitmq/rabbitmq-server/security/advisories/GHSA-7v63-j4gm-p4rh. Where upgrading is not immediately possible, the most effective compensating control is to disable the plugin entirely with 'rabbitmq-plugins disable rabbitmq_web_stomp' and restart the broker; the trade-off is loss of WebSocket-based STOMP access for browser and other WebSocket clients, which must fall back to native STOMP over TCP. Alternatively, restrict the Web STOMP WebSocket listener (default port 15674) at the network layer with firewall rules or a reverse proxy so that only trusted client networks can reach it, accepting that legitimate remote users are also blocked; because exploitation requires sustained connection volume over time (AT:P), aggressive per-source connection and rate limits on that listener materially raise the cost of the attack. On patched versions, operators can additionally lower rabbitmq_stomp.login_timeout below its 10-second default to shrink the pre-authentication window, weighing that against slower legitimate clients being disconnected during slow CONNECT negotiation.

Technical ContextAI · show details

The issue is rooted in CWE-770 (Allocation of Resources Without Limits or Throttling) and lives in the Erlang/OTP Cowboy WebSocket handler 'rabbit_web_stomp_handler' shipped in the rabbitmq_web_stomp plugin, the WebSocket transport front-end for the STOMP protocol. Before the fix, the handler enforced neither max_frame_size nor the login_timeout before a client completed authentication, so an unauthenticated peer could keep the WebSocket upgrade open indefinitely by emitting small frames slowly and causing pre-authentication connection state to grow without bound. The upstream fix (commits 0b4080f, 8138eda, c1000ba) adds 'erlang:send_after(LoginTimeout, self(), login_timeout)' to the handler's init, reading the timeout from the rabbitmq_stomp application environment with a 10,000 ms default, and closes the connection when the timer fires while the connection is still 'none'/'undefined' (i.e., not yet authenticated). Notably, the same commit series applies an equivalent login_timeout to the rabbitmq_web_mqtt handler (rabbit_web_mqtt_handler.erl), using rabbitmq_mqtt's login_timeout, plus dedicated 'login_timeout_SUITE' tests in both plugins, indicating the same class of pre-auth resource-exhaustion weakness existed in the Web MQTT path. The affected component is identified by the CPE cpe:2.3:a:rabbitmq:rabbitmq-server across all tracked version ranges.

DescriptionCVE.org

RabbitMQ is a messaging and streaming broker. From 3.13.0 until 3.13.15, 4.0.20, 4.1.11, and 4.2.6, the Web STOMP WebSocket handler enforced neither max_frame_size nor login_timeout before authentication, allowing an unauthenticated client to keep a connection alive with a slow stream of small frames and accumulate unbounded pre-authentication state. The rabbitmq_web_stomp plugin must be enabled, and no authentication is required to reach the vulnerable path. This issue is fixed in versions 3.13.15, 4.0.20, 4.1.11, and 4.2.6.
