MITRE ATT&CK
1 technique across 1 tactic: Impact The technique list with ATT&CK links and the kill-chain view is part of the Basic plan and up. |
| Exploitation Conditions | Requires RabbitMQ administrator privileges: the attacker must be able to call the management HTTP API endpoint PUT /api/users (or import a definitions file), both of which are restricted to users with the administrator tag. Exploitation sends a tags list containing roughly one million unique strings within the 20 MB management-API body limit; each string is coerced to a permanent Erlang atom, exhausting the bounded atom table and crashing the BEAM node. Limiting factors: the management plugin/HTTP API must be enabled and reachable, and the operation demands high administrative privilege - there is no unauthenticated or low-privilege path. Affected versions are 4.0.0 through before 4.0.22, and the 4.1.x/4.2.x lines before 4.1.14 and 4.2.7 respectively. |
| Impact | This is a genuine but low-priority denial-of-service issue. The CVSS 4.0 vector (AV:N/AC:L/AT:N/PR:H/UI:N/VC:N/VI:N/VA:H, score 6.9) is internally consistent with the description: pure availability impact (VA:H, no confidentiality/integrity) requiring high privileges (PR:H). The critical limiting signal is PR:H - the description explicitly states 'An administrator can crash the node,' and the fix diff confirms the vector is user-management operations (PUT /api/users, definitions import) that are admin-gated. This substantially lowers real-world priority: an actor who already holds RabbitMQ administrator rights can disrupt the broker through many other means, so this bug adds little to their capability. No EPSS score, no CISA KEV listing, and no public exploit code are present in the input, indicating no evidence of active or imminent exploitation. Exploitation status: no public exploit identified at time of analysis. The signals do not conflict; they converge on a real-but-low-urgency, high-CVSS-but-low-practical-risk classification driven entirely by the administrator prerequisite. |
| Exploit ScenarioDerived | An authenticated RabbitMQ administrator (or an attacker who has compromised admin credentials) sends a single PUT /api/users request - or imports a definitions file - creating a user whose tags list contains ~1 million unique short strings, fitting within the 20 MB management-API body limit. Each unique tag is coerced to an Erlang atom via rabbit_data_coercion:to_atom/1; because atoms are never garbage-collected and the atom table is bounded, the node exhausts its atom table and crashes, disrupting messaging for all tenants. No public exploit code is identified at time of analysis. |

Alert meAnalysisAIv1 – Sep 25, 2026
Denial of service in RabbitMQ's management HTTP API lets an authenticated administrator crash the broker by submitting a user (or importing definitions) whose tags list contains roughly one million unique strings; each string is converted to a permanent Erlang atom until the bounded atom table is exhausted and the BEAM node dies. Affected versions are RabbitMQ 4.0.0 through 4.0.21, 4.1.x before 4.1.14, and 4.2.x before 4.2.7, and the attack requires the management plugin to be enabled and reachable plus full administrator privileges, so there is no unauthenticated or low-privilege path. No public exploit code identified at time of analysis, and vendor-released patches are available in 4.0.22, 4.1.14 and 4.2.7; this is a genuine but low-priority availability issue rather than a confidentiality or integrity risk.
RemediationAI
Vendor-released patch: upgrade to RabbitMQ 4.0.22, 4.1.14 or 4.2.7 (or later in the respective line), which caps user tags at 32 and rejects oversized tag lists with {too_many_tags, 32} - see GHSA-34c7-r8w9-5wv8 and the v4.2.7 release tag. Be aware of the side effect before deploying: any existing user or definitions file that legitimately carries more than 32 tags will now fail user creation/update and definitions import, so audit tags first and split or reduce them. If immediate upgrade is not possible, compensating controls must target the privileged attack path: restrict the management HTTP API (port 15672 or the configured listener) to trusted networks or an authenticated reverse proxy, since the exploit strictly requires administrator credentials; disable the rabbitmq_management plugin entirely on nodes that do not need it (this removes the API but also removes all UI/HTTP monitoring); and tightly control who holds the administrator tag, as read-only monitoring or limited-permission accounts cannot reach PUT /api/users or the definitions import endpoint. Rotate or reduce the number of administrator-tagged accounts and monitor management API logs for user-creation or definitions-import requests carrying unusually long tag arrays. Note that disabling the management plugin or restricting the port will break UI, HTTP-based monitoring and any automation that relies on the management API; no fully equivalent mitigation exists short of the patched versions.

Technical ContextAI · show details
RabbitMQ is an Erlang/OTP message broker whose virtual machine (BEAM) maintains a global, bounded atom table that is never garbage collected per atom. The management HTTP API endpoint PUT /api/users passes the submitted tags list through rabbit_auth_backend_internal, where settags/2 maps rabbit_data_coercion:to_atom/1 over every element, and the definitions-import and user-update paths do the same. Because the management API accepts request bodies up to roughly 20 MB and short tag strings are cheap, a single request can carry approximately 3-4 million tag strings; about one million unique values are enough to exhaust the atom table and terminate the node. This is a classic CWE-400 uncontrolled resource consumption case - unbounded expansion of attacker-controlled input into a fixed-size runtime resource - rather than a memory-safety or injection flaw. The upstream fix (commit 86601c5a6d1c7e4) introduces a compile-time ?MAX_USER_TAGS cap of 32 and a validate_tag_count/1 guard that throws {error, {too_many_tags, 32}}, applied at every coercion site (add_user_sans_validation, update_user_sans_validation, update_user_with_hash, update_user_password_hash, tag_list_from and the CSV tokenizer), with a new max_user_tags/0 and count_user_tags/1 API and a dedicated user_tags_count_limit_SUITE test suite.

RabbitMQ is a messaging and streaming broker. From 4.0.0 until 4.0.22 and 4.1.14 and 4.2.7, Admin-only atom exhaustion: PUT /api/users tags list. settags/2 maps rabbitdatacoercion:toatom/1 over the user's tags list. The 20 MB management body limit fits ~3-4M short tag strings. An administrator can crash the node in a single request by creating a user (or importing definitions) with ~1M unique tag administrator. This issue is fixed in versions 4.0.22 and 4.1.14 and 4.2.7.
