Exploitation Conditions

Exploitation requires three concrete preconditions all present simultaneously: (1) the rabbitmq_stream_management plugin must be explicitly enabled (not a default), (2) the caller must possess the RabbitMQ 'management' tag, and (3) the caller must have access to the target vhost. Given those, the attacker submits a stream partition request with an unbounded partition count (e.g. lists:seq(0, 500000000)), which validate_partitions accepts because it only enforces a lower bound of 1. Limiting factors: this is authenticated privileged access (management tag = PR:H), the vulnerable plugin is off by default, and impact is confined to availability (node crash / cross-tenant DoS) with no confidentiality or integrity effect.

Impact

This is a genuine but bounded risk, not a top-tier emergency. The vendor CVSS 4.0 vector (AV:N/AC:L/AT:P/PR:H/UI:N/VA:H, 5.9 Medium) tells the real story: network-reachable and low-complexity, but gated behind PR:H - the caller must hold the RabbitMQ management tag and access to the target vhost - and AT:P reflects the non-default precondition that the rabbitmq_stream_management plugin be enabled. Impact is availability-only (VC:N/VI:N/VA:H): a single unbounded allocation (~8GB from lists:seq(0, 500000000)) drives the Erlang node to OOM, crashing the broker for all tenants on it. There is no EPSS score, no CISA KEV listing, and no public exploit code provided in the intelligence, so exploitation status is 'no public exploit identified at time of analysis.' The signals are internally consistent - nothing here conflicts. Because the attacker already needs privileged management access, this is primarily an insider/compromised-credential or misconfigured-multitenant concern rather than an internet-wide worm risk. Prioritize patching where the stream_management plugin is enabled and management access is broadly delegated; deprioritize where the plugin is off or management is tightly held.

Exploit ScenarioDerived

An attacker holding a RabbitMQ management-tagged account with access to a vhost on a broker that has the rabbitmq_stream_management plugin enabled sends a stream request specifying an enormous partition count. validate_partitions accepts it (only enforcing count >= 1), the broker attempts to allocate roughly 8GB in one shot, and the Erlang VM is killed by OOM, taking down messaging for every tenant on that node. No public proof-of-concept was provided in the intelligence, and exploitation requires authenticated privileged access (PR:H).

AnalysisAIv1 – Sep 23, 2026

Memory exhaustion in RabbitMQ Server (versions prior to 4.1.11, 4.2.6, and 4.3.0) lets a caller holding the management tag crash or severely degrade a broker by submitting a stream partition request whose count is unbounded - validate_partitions only enforces a lower bound of 1, so a value such as lists:seq(0, 500000000) drives roughly 8GB of allocation. Exploitation requires three conditions to hold simultaneously: the rabbitmq_stream_management plugin must be enabled (it is off by default), the caller must carry the management tag, and the caller must have access to the target vhost; with those met, impact is availability-only (CVSS 5.9, PR:H, no confidentiality or integrity effect) and can cross tenant boundaries on a shared broker. No public exploit code has been identified at time of analysis and there is no confirmed active exploitation, keeping this a genuine but bounded availability risk rather than an emergency.

RemediationAI

Upgrade to a vendor-released patched build: RabbitMQ 4.1.11, 4.2.6, or 4.3.0, which contain the bound that validate_partitions previously lacked - patch data confirms exact fix versions, and upgrade notes for 4.2.x should be reviewed when crossing the 4.2.0 boundary since nodes will fail to start on older Erlang/OTP releases. If immediate upgrading is not possible, the highest-value compensating control is to disable the rabbitmq_stream_management plugin wherever stream management is not actively used; the trade-off is loss of the streams management UI and HTTP API endpoints, which may break tooling and operator workflows. Where the plugin must stay enabled, restrict the management tag to a minimal set of trusted operators rather than granting it broadly, and narrow vhost permissions so that users cannot reach vhosts whose streams they do not own - this directly removes two of the three exploitation preconditions at the cost of administrative overhead across tenants. Operators can additionally set conservative node memory and VM high-watermark limits and alert on abnormally large partition requests in broker logs, accepting that these are detection and containment measures rather than a fix. Technical ContextAI · show details

RabbitMQ is an Erlang/OTP-based messaging and streaming broker, and this flaw lives in the stream partition validation path exposed through the rabbitmq_stream_management plugin. The validate_partitions routine is intended to sanity-check a requested partition count for a stream, but it verifies only that the count is greater than or equal to 1 and imposes no upper bound - the root cause class is CWE-770, Allocation of Resources Without Limits or Throttling. Because partition metadata is materialized in memory, an attacker-supplied Erlang term list such as lists:seq(0, 500000000) causes an allocation on the order of 8GB, which is enough to exhaust the node's memory and trigger an out-of-memory termination or cascading failure. The CVSS 4.0 vector CVSS:4.0/AV:N/AC:L/AT:P/PR:H/UI:N/VC:N/VI:N/VA:H/SC:N/SI:N/SA:N encodes exactly this profile: network reachable and low attack complexity, but with Attack Requirements Present (AT:P) standing in for the plugin-enabled and vhost-access preconditions, high privileges required (PR:H, the management tag), and impact confined to availability of the vulnerable system. The independent assessment scores the same behavior as CVSS:3.1/AV:N/AC:L/PR:H/UI:N/S:U/C:N/I:N/A:H, consistent with the privileged, availability-only nature of the issue.

DescriptionCVE.org

RabbitMQ is a messaging and streaming broker. Prior to versions 4.1.11, 4.2.6, and 4.3.0, validate_partitions only checks that the requested partition count is at least 1, with no upper bound. A large count such as lists:seq(0, 500000000) allocates roughly 8GB. Preconditions include The rabbitmq_stream_management plugin must be enabled. The caller needs the management tag and access to the target vhost.. This issue is fixed in versions 4.1.11, 4.2.6, and 4.3.0.
