MITRE ATT&CK
1 technique across 1 tactic: Impact The technique list with ATT&CK links and the kill-chain view is part of the Basic plan and up. |
| Exploitation Conditions | Requires the rabbitmq_auth_backend_oauth2 plugin to be explicitly enabled (not the default auth backend), AND an IdP configured such that scope content - specifically 'tag:' scope values - can be influenced by the authenticating user. The attacker must hold or obtain validly-signed JWTs because signature verification precedes scope parsing; forged scopes are rejected. Exploitation further requires many repeated logins each carrying a distinct novel tag value to exhaust the bounded Erlang atom table. Limiting factors: non-default plugin, permissive-IdP dependency, and the need for a large volume of unique-tag authentications, which together significantly narrow the exploitable population. |
| Impact | This is a high-CVSS-looking but low-real-risk issue in practice. The provided CVSS 4.0 vector (6.0, AV:N/AC:L/AT:P/PR:L/UI:N/VA:H) correctly scopes it to a pure availability impact (VC:N/VI:N/VA:H) with an attack requirement (AT:P) and low privileges (PR:L). No EPSS score, no CISA KEV listing, and no public POC were provided, so exploitation status is 'no public exploit identified at time of analysis.' Two strong mitigating preconditions materially lower real-world risk below what the base score suggests: (1) the vulnerable rabbitmq_auth_backend_oauth2 plugin must be explicitly enabled - it is NOT a default configuration - and (2) the identity provider must be configured to permit attacker-influenced scope values in signed JWTs. Critically, the token signature is verified BEFORE scope parsing, so an attacker cannot forge scopes; they can only leak atoms through an IdP that legitimately mints tokens with user-controllable 'tag:' scopes. I assess AC:H rather than the input's AC:L because successful exploitation requires both the non-default OAuth2 topology and repeated logins with many distinct novel tag values to exhaust the Erlang atom table. Net: a genuine unrecoverable DoS (BEAM VM crash affecting all tenants), but gated behind an uncommon configuration, making it a patch-on-schedule item rather than an emergency for most deployments. |
| Exploit ScenarioDerived | In a RabbitMQ deployment using the OAuth2 auth backend with an IdP that lets users influence scope content, an attacker repeatedly authenticates with validly-signed JWTs each carrying a fresh, never-before-seen 'tag:' scope value. Each novel value is coerced to a permanent Erlang atom that is never garbage-collected; after enough distinct logins the atom table hits its hard limit and the BEAM VM crashes (system_limit), taking the broker down for all tenants. No public exploit code is identified at time of analysis. |

Alert meAnalysisAIv1 – Sep 25, 2026
Denial of service via atom exhaustion in RabbitMQ Server when the rabbitmq_auth_backend_oauth2 plugin is enabled and configured with an identity provider that allows user-influenced scope values in signed JWTs. Affected versions include 3.13.0 through 3.13.14, 4.0.x before 4.0.22, 4.1.x before 4.1.11, 4.2.x before 4.2.6, and 4.3.x before 4.3.1. Exploitation requires valid signed tokens bearing novel 'tag:' scope values across many repeated logins, and no public exploit code has been identified at time of analysis; independent assessment rates real-world risk as low due to the non-default plugin, permissive IdP dependency, and high volume of authentications needed.
RemediationAI
Upgrade to a fixed version: 3.13.15, 4.0.22, 4.1.11, 4.2.6, or 4.3.1 as applicable. Vendor advisory GHSA-89p2-f5cv-x5cg contains the official guidance. If upgrading is not immediately possible, disable the rabbitmq_auth_backend_oauth2 plugin if OAuth2 authentication is not required - note this will break OAuth2-based clients. Alternatively, configure the IdP to issue scopes from a strict allowlist and prevent user-influenced scope values, especially any scope beginning with 'tag:'; this mitigation depends on IdP capabilities and may not be feasible in all deployments. Rate-limiting authentication attempts or monitoring Erlang atom table growth can provide early warning but do not eliminate the risk. There is no vendor-provided configuration to set the per-token scope limit outside of upgrading; the fix hardcodes a 2048-scope maximum.

Technical ContextAI · show details
The vulnerability resides in the Erlang-based RabbitMQ Server's OAuth2 authentication backend plugin, rabbitmq_auth_backend_oauth2. When parsing JWT scopes of the form 'tag:', the function extract_scopes/1 calls rabbit_data_coercion:to_atom() to convert each distinct tag value into an Erlang atom. Because atoms are not garbage-collected and the atom table is bounded, repeated logins with unique tag values gradually exhaust available atoms, eventually causing a VM crash or denial of service. The token signature is verified before scope parsing, so an attacker cannot forge scopes; the attack only works if the IdP permits user-influenced scope content. This is a CWE-400 (Uncontrolled Resource Consumption) issue. The fix introduces a MAX_SCOPE_COUNT of 2048 and returns a 'too_many_scopes' error when exceeded. The affected component is identified by CPE cpe:2.3:a:rabbitmq:rabbitmq-server. The CVSS 4.0 vector is CVSS:4.0/AV:N/AC:L/AT:P/PR:L/UI:N/VC:N/VI:N/VA:H/SC:N/SI:N/SA:N, with an independent assessment using CVSS 3.1 (AV:N/AC:H/PR:L/UI:N/S:U/C:N/I:N/A:H) reflecting high complexity and low real-world risk.

2DescriptionCVE.org
RabbitMQ is a messaging and streaming broker. From 3.13.0 until 3.13.15 and 4.0.22 and 4.1.11 and 4.2.6 and 4.3.1, Atom exhaustion: OAuth2 JWT tag: scope values. extractscopes/1 parses scopes of the form .tag: and calls rabbitdatacoercion:toatom() to convert to a tag atom. The token signature is verified first, so the attacker cannot forge scopes , but in IdP configurations where scope content is user-influenced, each login with a novel tag value leaks one In deployments where users can influence the scopes included in their IdP-issued JWT rabbitmqauthbackendoauth2 enabled IdP permits attacker-influenced scope values in signed tokens. This issue is fixed in versions 3.13.15 and 4.0.22 and 4.1.11 and 4.2.6 and 4.3.1.
