DescriptionCVE.org

An Improper Restriction of Communication Channel to Intended Endpoints vulnerability in Juniper Networks Junos OS Evolved allows an unauthenticated, network-based attacker to cause license exhaustion.

Due to an incorrect initialization, a process which should only be able to communicate internally within the device, can be reached over the network via an open port. This leads to unauthorized access to the license management.

This issue affects all Junos OS Evolved versions before 23.2R2-EVO.

AnalysisAI

License exhaustion in Juniper Networks Junos OS Evolved lets an unauthenticated, network-based attacker reach the device's license-management process, which was intended to be internal-only but is exposed on an open network port due to incorrect initialization. All Junos OS Evolved releases before 23.2R2-EVO are affected. There is no public exploit identified at time of analysis and it is not listed in CISA KEV, but the low attack complexity and lack of authentication make it a credible network-facing denial-of-service risk to affected routing/switching platforms.

Technical ContextAI

Junos OS Evolved is Juniper's Linux-based network operating system running on high-end MX, PTX and ACX routing/switching hardware, built around discrete internal processes that communicate over device-internal channels. The root cause is CWE-923 (Improper Restriction of Communication Channel to Intended Endpoints): a process that should bind only to an internal/loopback communication channel is, because of incorrect initialization, reachable over an externally exposed port. This grants unauthorized access to the license-management subsystem, allowing an attacker to consume or exhaust licensing resources. The CPE cpe:2.3:a:juniper_networks:junos_os_evolved:*:*:*:*:*:*:*:* confirms the affected component is the Junos OS Evolved application platform itself rather than a bundled third-party library.

RemediationAI

Apply the vendor fix: Vendor-released patch 23.2R2-EVO - upgrade all affected devices to Junos OS Evolved 23.2R2-EVO or later per Juniper Security Advisory JSA110088 (https://supportportal.juniper.net/JSA110088). Until the upgrade can be scheduled, reduce exposure of the erroneously open port by restricting management-plane reachability: apply firewall filters / loopback (lo0) input filters and management-interface access controls to permit only trusted management subnets to reach the device, and place management interfaces on an out-of-band network so the internal license-management process cannot be reached from untrusted networks. These filtering controls are effective compensating measures but require correctly scoped allow-lists; overly broad filters may still leave the port reachable, while overly tight ones can disrupt legitimate management traffic, so validate against your management topology before rollout.
