MITRE ATT&CK
1 technique across 1 tactic: Privilege Escalation The technique list with ATT&CK links and the kill-chain view is part of the Basic plan and up. |
| Exploitation Conditions | Requires an authenticated account holding the pipeline group administrator role on the GoCD server (PR:H); normal authenticated users are explicitly not affected. The attacker reaches the legacy /go/admin/restful/* routes over the network with low complexity and no user interaction, and the endpoint is read-only (does not modify server configuration). Exploitation is neutralized in deployments that restrict pipeline editing to full administrators or to configuration repositories - those configurations are not affected. The rogue-agent follow-on (receiving work or overwriting other groups' artifacts) is described as a higher-complexity path requiring use of the disclosed agent auto-registration key. |
| Impact | This is a moderate-severity broken-authorization issue (CWE-863), not a critical priority. The vendor CVSS 4.0 vector (5.1) is telling: AV:N/AC:L give it network reach and low complexity, but PR:H is the dominant limiter - exploitation requires an already-trusted pipeline group administrator account, and impact is scoped low (VC:L confidentiality, VI:N, VA:N, with only a secondary SI:L reflecting the rogue-agent artifact-overwrite path). No EPSS score, no CISA KEV listing, and no public POC were provided, so there is no signal of active or imminent exploitation - the realistic threat is insider/lateral abuse by a semi-privileged tenant rather than mass remote attack. One data conflict to flag: the CVSS vector is CVSS 4.0 only (no 3.1 vector provided), and the input Tags label this 'Authentication Bypass' when the description and CWE-863 make it an authorization/access-control (over-broad disclosure) issue, not an auth bypass. Bottom line: prioritize for multi-tenant GoCD deployments where pipeline group admins are not fully trusted, but it is not a drop-everything emergency. |
| Exploit ScenarioDerived | A malicious or compromised pipeline group administrator on a multi-tenant GoCD server sends an authenticated request to a legacy /go/admin/restful/* route and receives the full historical server configuration - including agent auto-registration keys, webhook invocation keys, encrypted material credentials, and the GoCD administrator list - rather than only their own groups' config. Using the disclosed agent registration key, the attacker can then connect a rogue compatible agent to pursue a higher-complexity path toward receiving other groups' work or overwriting their artifacts. Alert meAnalysisAIv1 – Sep 21, 2026
GoCD servers running versions 12.3.1 through 26.1.0 leak historical full server configuration through legacy /go/admin/restful/* routes to authenticated pipeline group administrators, who should only ever receive configuration for the pipeline groups they administer (CWE-863, incorrect authorization). Exposed data can include agent auto-registration keys, webhook invocation keys, encrypted material credentials and GoCD administrator lists, and a malicious group administrator could reuse a disclosed agent registration key to connect a rogue compatible agent, opening a higher-complexity path to receiving work or overwriting artifacts belonging to other groups. The endpoint is read-only and does not modify server configuration, normal authenticated users are explicitly not affected, and deployments that restrict pipeline editing to full administrators or to configuration repositories are not exposed; no public exploit identified at time of analysis. The issue is fixed in 26.1.0.
RemediationAI
Vendor-released patch: 26.1.0 - upgrade GoCD servers to 26.1.0 (release tag https://github.com/gocd/gocd/releases/tag/26.1.0, notes at https://www.gocd.org/releases/#26-1-0, advisory https://github.com/gocd/gocd/security/advisories/GHSA-7xxx-fv46-vp7h). Because the legacy /go/admin/restful/* routes already leaked agent auto-registration keys, webhook invocation keys and encrypted material credentials, patching alone is not sufficient: rotate agent auto-registration keys, webhook invocation keys and material credentials, and review the advertised GoCD administrator list and recent agent registrations for rogue entries before returning the server to service. Until the upgrade is applied, the most effective compensating control is to restrict pipeline editing to full GoCD administrators or to configuration repositories, since GoCD states those deployments are not affected - the trade-off is loss of delegated self-service for pipeline group owners. Additional hardening includes blocking or rate-limiting external access to /go/admin/restful/* at the reverse proxy for non-administrator clients, which may break integrations that still depend on those legacy endpoints, and disabling agent auto-registration so that any leaked registration key cannot be used to enroll a rogue agent, at the cost of requiring manual agent onboarding. No public exploit identified at time of analysis, but the low-complexity authenticated read means the exposure window should be minimized.

Technical ContextAI · show details
GoCD is a Java-based continuous delivery server (packages under com.thoughtworks.go), and this defect is a role-scoped authorization failure (CWE-863 Incorrect Authorization) in which legacy REST endpoints under /go/admin/restful/* were not re-scoped to the requesting principal's own pipeline groups. GoCD's permission model separates full GoCD administrators from pipeline group administrators, and the vulnerable routes returned server-wide configuration rather than filtering to the caller's administered groups, so a group-scoped administrator could read objects they were never meant to see - notably agent auto-registration keys, webhook invocation keys, encrypted material credentials and administrator lists. The assessed prerequisite is the pipeline group administrator role (CVSS PR:H), reached remotely over the network with low complexity and no user interaction, and impact is confined to low confidentiality loss plus limited integrity effects stemming from downstream misuse of leaked registration material (the given CVSS 4.0 vector records VC:L and SI:L, while the independent assessment rates it CVSS:3.1/AV:N/AC:L/PR:H/UI:N/S:U/C:L/I:L/A:N) - there is no confidentiality loss to unauthenticated parties and no direct modification or denial of service against the server itself. The supplied source diff (PR #14398) centers on refactoring such as removing GoConstants, renaming size-limit accessors and introducing unit-conversion helpers, so the precise authorization-check change should be verified against the referenced fix commit 8be3a674c3434fa6aa772d7c22fb7b0277950cd7 and the GitHub security advisory rather than inferred from the excerpt alone.

1DescriptionCVE.org
GoCD is a continuous deliver server. From 12.3.1 until 26.1.0, legacy routes under /go/admin/restful/* expose historical full server configuration to pipeline group administrators instead of restricting responses to configuration for groups they administer. The disclosed configuration can include agent auto-registration keys, webhook invocation keys, encrypted material credentials, and GoCD administrator lists. A malicious pipeline group administrator can use disclosed agent registration data to connect a rogue compatible agent, which can create a higher-complexity path to receiving work or overwriting artifacts associated with other groups. Normal authenticated users are not affected, the endpoint does not modify server configuration, and deployments that restrict pipeline editing to full administrators or configuration repositories are not affected. This issue is fixed in version 26.1.0.
