Exploitation Conditions

Exploitation requires that OpenID sign-in is enabled on the Gitea instance (the [openid] ENABLE_OPENID_SIGNIN setting), which the vendor patch changes to default false - so vulnerable deployments are those that have deliberately turned OpenID on. When enabled, no authentication or user interaction is needed (PR:N/UI:N): the attacker supplies an OpenID URL to the sign-in flow and Gitea performs discovery requests without validating the destination against loopback/private-network addresses. The primary limiting factors are: (1) OpenID sign-in must be active and unrestricted; and (2) in patched versions a default BLACKLISTED_URIS block list (localhost, loopback, private ranges, 169.254.0.0/16, fe80::/10) prevents the internal requests, so instances with the fix and default config are protected even with OpenID enabled.

Impact

This is a genuine but moderate-priority issue, not a top-tier emergency. The CVSS 3.1 vector (AV:N/AC:L/PR:N/UI:N) and the description agree and are internally consistent: an unauthenticated remote attacker can trigger the flaw with low complexity by supplying a crafted OpenID URL, so there is no network/local-access contradiction to flag. However, several signals pull the real-world risk down. Impact is limited to C:L (I:N/A:N) - this is a server-side request forgery that exposes internal service behavior and enables interaction with otherwise-unreachable hosts, not code execution or data destruction, which matches CWE-918 and the SSVC 'Technical Impact: partial' rating. The SSVC framework reports Exploitation: poc (proof-of-concept, not active exploitation) and Automatable: yes (the discovery request can be scripted at scale). There is no CISA KEV listing and no EPSS score was provided in the input, so widespread active exploitation is NOT confirmed. The single most important mitigating factor is a precondition: the vulnerable code path only exists when OpenID sign-in is explicitly enabled, and the vendor patch changes the default of ENABLE_OPENID_SIGNIN to false, confirming this is not on by default. Net: a real, automatable, unauthenticated SSRF worth patching promptly on any Gitea instance that uses OpenID, but the limited confidentiality-only impact and the non-default configuration requirement keep it well below critical.

Exploit ScenarioDerived

An attacker reaches the public Gitea OpenID sign-in endpoint and submits an OpenID identifier pointing at an internal address (e.g. http://127.0.0.1:/ or a private-LAN service), causing the Gitea server itself to issue a discovery HTTP request to that internal target. The attacker observes response differences or timing to map and probe internal services that are not directly routable from the internet. Proof-of-concept-level exploitation is indicated by the SSVC 'poc' status, and the attack requires no authentication (PR:N) and low complexity (AC:L).

AnalysisAIv1 – Oct 14, 2026

Server-side request forgery in Gitea lets an unauthenticated remote attacker cause the server to contact loopback or private-network HTTP services by supplying a crafted OpenID URL when OpenID sign-in is enabled. Affected deployments are vulnerable Gitea releases such as 1.25.4 (CPE wildcard all versions) that have deliberately enabled ENABLE_OPENID_SIGNIN and lack destination restrictions; the vendor patch changes that setting to default false and adds a built-in blocklist for localhost, loopback, private ranges, and IPv6 link-local addresses. Publicly available exploit code exists and the issue is automatable, but no CISA KEV active-exploitation confirmation is present, and the assessed CVSS is 5.3 with only low confidentiality impact.

RemediationAI

Vendor-released patch: available from the Gitea advisory and PR 36729, but the provided input does not specify an exact patched release number, so upgrade to the latest patched Gitea release that contains the OpenID host-matcher changes and verify the fixed version in the advisory. Primary configuration remediation is to leave ENABLE_OPENID_SIGNIN=false unless OpenID login is required; if OpenID sign-in is needed, set WHITELISTED_URIS to only trusted provider hosts and ensure BLACKLISTED_URIS includes localhost loopback private 169.254.0.0/16 fe80::/10, noting the patch changes matching from POSIX regex to host matching and that disabling OpenID sign-in will stop OpenID-based logins. As a compensating control, restrict Gitea's outbound network egress so it cannot reach internal HTTP services or metadata endpoints, with the trade-off that legitimate webhooks, mirrors, or integrations to private hosts may also fail. Apply the vendor advisory https://github.com/go-gitea/gitea/security/advisories/GHSA-9574-292w-9wmw and upstream patch https://github.com/go-gitea/gitea/pull/36729.

Technical ContextAI · show details

CVE-2026-25946 is a CWE-918 server-side request forgery in Gitea's OpenID sign-in flow. When ENABLE_OPENID_SIGNIN is true, Gitea accepts a user-supplied OpenID URL and performs discovery requests without validating the destination against internal network addresses, allowing requests to loopback, private, link-local, or other non-public HTTP services. The source patch shows the fix adds modules/setting/openid.go with hostmatcher-based allowlist and blocklist parsing, changes ENABLE_OPENID_SIGNIN to default false, and defines a defaultOpenIDBlocklist of localhost, loopback, private, 169.254.0.0/16, and fe80::/10; it also changes the configuration semantics from POSIX regex URI patterns to host matching. The affected CPE cpe:2.3:a:gitea:gitea:*:*:*:*:*:*:*:* indicates the issue is tracked against Gitea broadly until a fixed release is applied, while EUVD lists Gitea 1.25.4 as affected. The assessed vector is CVSS:3.1/AV:N/AC:L/PR:N/UI:N/S:U/C:L/I:N/A:N, consistent with a moderate SSRF that exposes internal service behavior rather than achieving code execution or data modification; SSVC ratings of proof-of-concept exploitation, automatable, and partial technical impact align with that assessment.

DescriptionCVE.org

When OpenID sign-in is enabled, Gitea accepts a user-supplied OpenID URL and performs discovery requests without validating the destination against internal network addresses. An unauthenticated remote attacker can cause the server to contact loopback or private-network HTTP services. This can expose internal service behavior and enable interaction with resources that are not directly reachable by the attacker.
