Remote publish (AV:N) requires broker publish rights (PR:L) and the vulnerable RPC echo pattern plus crafted multi-byte UTF-8 (AC:H); impact is availability-only (A:H), no confidentiality/integrity.

Ecosystem-wide dependent count for version 5.36.0.
DescriptionCVE.org
The RabbitMQ Java client library allows Java and JVM-based applications to connect to and interact with RabbitMQ nodes. Prior to 5.36.0, ValueReader.readShortstr decodes malformed UTF-8 bytes into replacement characters that can re-encode beyond the AMQP shortstr limit enforced by ValueWriter.writeShortstr. An attacker who can submit an RPC message with a malformed echoed property can cause reply publication in RpcServer.mainloop() or tutorial-style consumers to throw an unchecked exception before acknowledgement. The broker requeues the message, allowing the same message to disable replacement consumers until the queue is purged. This issue is fixed in version 5.36.0.
AnalysisAI
Malformed UTF-8 echoed back through an AMQP shortstr property can permanently disable RPC consumers built on the RabbitMQ Java client before 5.36.0, forcing the affected consumer to fail on every redelivery of a single poison message. An attacker with low-privileged broker access publishes a request whose property value (for example correlation-id) contains invalid UTF-8; ValueReader.readShortstr decodes those bytes into U+FFFD replacement characters, which re-encode to more than the 255-byte AMQP shortstr limit that ValueWriter.writeShortstr enforces, so reply publication throws an unchecked exception. …
