| Exploitation Conditions | Requires an authenticated Kubernetes namespace tenant with the ability to define or trigger a Kyverno Policy that uses the apiCall feature with a controllable urlPath (PR:L). Exploitation depends on Kyverno versions before 1.19.1 being deployed and on a multi-tenant model where namespace-scoped users are trusted to author policies; the attacker supplies percent-encoded directory-traversal sequences in urlPath to defeat the per-namespace clamp. No user interaction is needed. The practical limiting factor is that the attacker must already hold namespace-level policy/apiCall authoring rights - a single-tenant or admin-only cluster is not exposed to cross-tenant escalation, though the same primitive still grants cluster-wide object creation via the admission-controller ServiceAccount. |
| Impact | This is a genuine high-priority issue, not a high-CVSS-but-low-real-risk case. The vendor CVSS 4.0 vector (AV:N/AC:L/AT:N/PR:L/UI:N with full VC/VI/VA:H and subsequent-system SC/SI/SA:H = 9.4) describes a low-complexity, network-reachable, low-privilege flaw that escalates to full cluster compromise - consistent with the CWE-441 confused-deputy mechanism where the trusted Kyverno admission-controller ServiceAccount performs the attacker's cross-namespace writes. The impact rating is credible: creating MutatingWebhookConfiguration objects cluster-wide or PolicyException objects in the kyverno namespace is a direct, well-understood path to cluster-admin. The one meaningful gate is PR:L - the attacker must already be an authenticated namespace tenant with rights to define/trigger a Policy apiCall, so this is a tenant-escaping privilege escalation rather than a fully external unauthenticated RCE. No EPSS score, no CISA KEV listing, and no public POC were provided, so there is no evidence of active exploitation; the risk here is driven by severity of impact and low exploitation complexity, not by observed in-the-wild activity. A vendor patch (1.19.1) is confirmed available, which should anchor remediation urgency for any multi-tenant cluster. |
| Exploit ScenarioDerived | A tenant who controls a namespace with permission to author or invoke a Kyverno Policy containing an apiCall crafts a urlPath using percent-encoded directory-traversal sequences (e.g. %2e%2e%2f) that bypass Kyverno's per-namespace clamp. Kyverno, acting as its privileged admission-controller ServiceAccount, resolves the decoded path and creates a MutatingWebhookConfiguration cluster-wide or a PolicyException in the kyverno namespace, which the attacker leverages to escalate to cluster admin. No public exploit code was identified at time of analysis, but the technique is low-complexity and requires only existing tenant-level access. |

Alert meAnalysisAIv1 – Sep 26, 2026
Privilege escalation in Kyverno before 1.19.1 allows an authenticated Kubernetes namespace tenant with Policy/apiCall authoring rights to escape namespace isolation and create objects as Kyverno's admission-controller ServiceAccount. The attacker supplies percent-encoded directory-traversal sequences in the Policy apiCall urlPath to bypass the per-namespace clamp, enabling creation of cluster-wide MutatingWebhookConfiguration objects or PolicyException objects in the kyverno namespace, with a path to cluster-admin escalation. No public exploit identified at time of analysis; vendor patch available in 1.19.1.
RemediationAI
Upgrade Kyverno to 1.19.1 or later; this is the vendor-released patch. Review the Kyverno security advisory at https://github.com/kyverno/kyverno/security/advisories/GHSA-5qq8-67g6-4h2w and VulnCheck advisory at https://www.vulncheck.com/advisories/kyverno-before-1.19.1-privilege-escalation-via-policy-apicall-urlpath for version-specific guidance. If immediate upgrade is not possible, restrict RBAC so only trusted cluster administrators can create or update Kyverno Policy resources that use apiCall, removing namespace tenants' ability to author those policies; the trade-off is loss of self-service policy authoring for namespace users. Audit existing Policy and ClusterPolicy objects for apiCall urlPath values containing percent-encoded traversal or unexpected cluster-scoped endpoints, and remove or remediate them. As an additional compensating control, use admission policy to deny Kyverno Policy objects whose apiCall urlPath includes percent-encoded path-traversal patterns, but expect that this may break legitimate policies that rely on encoded URL paths. Monitor the Kyverno admission-controller ServiceAccount for unexpected creation of MutatingWebhookConfiguration or PolicyException objects in the kyverno namespace.

Technical ContextAI · show details
Kyverno is a Kubernetes policy engine whose admission controller evaluates Policies and can perform API calls through the apiCall feature. In affected versions, the urlPath field of apiCall is intended to be constrained to the namespace of the Policy, but the validation does not properly handle URL-encoded path segments, so percent-encoded traversal sequences can defeat the namespace clamp. Because those API calls are executed using the Kyverno admission-controller ServiceAccount, the flaw is a confused-deputy issue (CWE-441): a namespace-scoped tenant can make Kyverno act as a more privileged intermediary against the Kubernetes API. The affected CPE is cpe:2.3:a:kyverno:kyverno:*:*:*:*:*:*:*:*, covering Kyverno versions before 1.19.1 per EUVD. Exploitation requires a multi-tenant deployment in which namespace users can define or trigger Policies with a controllable apiCall urlPath; single-tenant or admin-only environments are less exposed, though the same primitive can create cluster-wide resources via the admission-controller identity.

2DescriptionCVE.org
kyverno before 1.19.1 fails to properly validate URL-encoded path segments in Policy apiCall urlPath, allowing namespace tenants to bypass the per-namespace clamp and create objects in other namespaces as the admission-controller ServiceAccount. Attackers can exploit this by using percent-encoded directory traversal sequences to create MutatingWebhookConfiguration objects cluster-wide or PolicyException objects in the kyverno namespace, enabling privilege escalation to cluster admin.

Executive ViewAI
Kyverno deployments before 1.19.1 contain a critical privilege-escalation flaw that allows a namespace tenant with policy authoring rights to bypass namespace isolation and act as the Kyverno admission-controller service account, creating a path to cluster-admin control. This can expose the entire Kubernetes cluster to unauthorized webhook or policy-exception changes, undermining multi-tenant boundaries and requiring urgent leadership attention. no public exploit identified at time of analysis, but the severity and cluster-wide impact make immediate remediation a priority.
