| Exploitation Conditions | Exploitable only when mcp-atlassian is run with the HTTP streamable-http transport, configured with globally-shared operator Jira/Confluence credentials, and exposed to network callers WITHOUT an independent external authentication boundary (e.g. no auth reverse-proxy/gateway and no enforced per-user OAuth identity) - the advisory's explicit 'unless the deployment has an independent authentication boundary' clause. Under that configuration exploitation is remote, unauthenticated, and low-complexity (AV:N/AC:L/PR:N/UI:N). Limiting factors that reduce real-world risk: stdio-transport deployments are unaffected, a fronting authentication proxy or per-user token enforcement neutralizes it, and the impact is bounded by the permissions of the configured operator service account. Versions before 0.22.0 are affected; upgrading to 0.22.0 remediates. |
| Impact | This is the root missing-authentication flaw (CWE-306) of the sooperset/mcp-atlassian PR#1448 hardening batch, and it is the most severe in real terms: the CVSS vector CVSS:3.1/AV:N/AC:L/PR:N/UI:N/S:U/C:H/I:H/A:N (9.1) indicates fully remote, unauthenticated, low-complexity exploitation with high confidentiality and integrity impact (read AND write to Jira/Confluence) and no availability impact. Vendor scoring is internally consistent with the description. No EPSS score, CISA KEV entry, or public POC is present in the provided data, so the SSVC picture is 'no public exploit identified at time of analysis' - meaning this is a high-severity latent exposure rather than a confirmed mass-exploited bug. The single most important nuance, stated plainly in the advisory, is the gating clause 'unless the deployment has an independent authentication boundary': the flaw is only exploitable when the HTTP streamable-http endpoint is exposed WITHOUT a fronting auth proxy/gateway AND the server is configured with global operator Jira/Confluence credentials. Where that misconfiguration exists this is a genuine priority (unauthenticated operator-level access to a corporate Atlassian tenant); where a reverse-proxy auth boundary or per-user OAuth is enforced, real-world risk drops sharply. Note this is functionally a near-twin of CVE-2026-77244 (same auth-bypass root, same commit b0417334) which the vendor scored 10.0 with S:C; here S:U caps it at 9.1 - the scope-change disagreement is the main discrepancy to reconcile with the vendor. |
| Exploit ScenarioDerived | An operator deploys mcp-atlassian in HTTP (streamable-http) mode with globally configured Jira/Confluence service-account credentials and exposes the MCP endpoint on the network without a fronting authentication proxy. An unauthenticated network attacker who can reach the endpoint sends MCP tool-call requests carrying no per-user identity; UserTokenMiddleware permits them and _get_fetcher falls back to the global operator credentials, letting the attacker read and modify any Jira issue or Confluence page the operator account can access. No public exploit code is identified at time of analysis, but the attack requires no special tooling given AV:N/AC:L/PR:N. |

Alert meAnalysisAIv1 – Sep 22, 2026
Unauthenticated network callers can drive Jira and Confluence tool handlers using an operator's globally configured credentials in sooperset/mcp-atlassian prior to 0.22.0, when the server is run over the HTTP streamable-http transport without an independent authentication boundary. The root cause is a missing-authentication flaw (CWE-306) scored CVSS 9.1 (AV:N/AC:L/PR:N/UI:N/S:U/C:H/I:H/A:N), giving remote, unauthenticated, low-complexity read and write access with the permissions of the configured service account and no availability impact. Exploitation is configuration-dependent - stdio deployments and instances fronted by an authenticating proxy or enforcing per-user OAuth identities are not exposed - and no public exploit or CISA KEV listing was identified at time of analysis. The issue is fixed in version 0.22.0.
RemediationAI
Vendor-released patch: upgrade MCP Atlassian to version 0.22.0, which resolves the missing per-user identity enforcement along with the related hardening in PR #1448 (see the release notes at https://github.com/sooperset/mcp-atlassian/releases/tag/v0.22.0, the fixing commit at https://github.com/sooperset/mcp-atlassian/commit/b041733473f95119dd539542a43c280737a8e460, and the advisory at https://github.com/sooperset/mcp-atlassian/security/advisories/GHSA-vc8m-84rp-53hx). If an immediate upgrade is not possible, the most effective compensating control is to place the HTTP MCP endpoint behind an authenticating reverse proxy or API gateway that rejects unauthenticated requests before they reach the server - the trade-off being added infrastructure and the need to keep the proxy's identity assertion aligned with whatever per-user token the server expects. Enforcing per-user OAuth/token issuance so UserTokenMiddleware always resolves an identity neutralizes the fallback path but requires each caller to be provisioned individually. Restricting the HTTP endpoint to trusted networks or loopback-only exposure, or switching affected deployments to the stdio transport, removes the network attack surface at the cost of restricting remote multi-client access. As a residual blast-radius measure, run the globally configured Jira/Confluence service account with the least privileges required by the exposed tools, accepting that this may break workflows that depend on broader operator rights; note that because 0.22.0 also carries the SSRF, path-traversal, and CQL allowlist fixes, back-porting only the authentication change leaves those adjacent issues unaddressed.

Technical ContextAI · show details
mcp-atlassian is a Model Context Protocol (MCP) server that exposes Confluence and Jira operations as tools to MCP clients. In the streamable-HTTP deployment mode, incoming requests pass through UserTokenMiddleware, which is expected to resolve a per-user identity and build a per-user fetcher via _get_fetcher; when no per-user identity is present, the request is nevertheless allowed to reach tool handlers, which fall back to the globally configured Jira/Confluence credentials held by the operator. This is a classic CWE-306 (Missing Authentication for Critical Function) trust-boundary failure: the fallback path treats the absence of identity as acceptable rather than rejecting the request. The vulnerability is bounded by the permissions of the operator service account and by deployment topology - a fronting auth proxy or enforced per-user token issuance removes the exposure. The fixing PR (#1448) is a broader hardening batch touching the same trust assumptions across tool handlers: Confluence attachment uploads are now confined via a safe-path validator to prevent traversal/absolute-path arbitrary file read, Confluence and other outbound sessions gain SSRF redirect hooks plus DNS pinning against rebinding TOCTOU, the Confluence CQL spaces_filter is always AND-ed with the operator's configured allowlist so a caller-supplied space clause cannot escape it, and Jira attachment downloads are refused when the target resolves into the working-directory root to avoid overwriting importable modules. Affected component is tracked as cpe:2.3:a:sooperset:mcp-atlassian:*:*:*:*:*:*:*:*.

2DescriptionCVE.org
MCP Atlassian is a Model Context Protocol (MCP) server for Atlassian products (Confluence and Jira). Prior to 0.22.0, requests to the HTTP MCP endpoint without a per-user identity are allowed to reach tool handlers, which then use globally configured Jira or Confluence credentials. A network caller can perform operations with the operator account's permissions unless the deployment has an independent authentication boundary. The advisory traces the vulnerable input and processing flow through streamable-http, UserTokenMiddleware, _get_fetcher, and global credentials, which identify the affected entry points, controls, and code paths. This issue is fixed in version 0.22.0.

Executive ViewAI
CVE-2026-77254 is a critical (CVSS 9.1) missing-authentication flaw in sooperset/mcp-atlassian, the integration server that connects AI assistants and tooling to Jira and Confluence. Any unauthenticated network caller who can reach an instance running the HTTP streamable-http transport without an independent authentication boundary can read and modify Jira and Confluence content using the organization's globally configured service account credentials, with no credentials, no user interaction, and low complexity required. Leadership should care because exposure is configuration-dependent - stdio deployments and instances behind an authenticating proxy or enforcing per-user OAuth are not affected - but any reachable streamable-http instance silently inherits the full privileges of a trusted Atlassian identity; no public exploit or CISA KEV listing was identified at time of analysis.
