Exploitation Conditions

Exploitation requires that the attacker be a permitted MCP caller able to set the X-Atlassian-Jira-Url or X-Atlassian-Confluence-Url HTTP headers, which are processed by _process_authentication_headers and used to construct Atlassian fetchers without calling validate_url_for_ssrf. This is realistic in header-based/multi-tenant or shared-credential deployments (e.g., HTTP streamable transport) where clients supply these headers; it is limited by the PR:L requirement (the caller must reach the authenticated header-processing flow) and by the presence of a routable internal target (e.g., a cloud metadata service). Deployments running v0.22.0 or later, or that never expose the X-Atlassian-*-Url header path to untrusted callers, are not exploitable.

Impact

This is a genuine, well-corroborated SSRF (CWE-918) with clear source-code evidence, but its real-world priority is moderate rather than critical. The vendor CVSS 4.0 vector (8.3, AV:N/AC:L/AT:N/PR:L/UI:N/VC:H/VI:N/VA:N/SC:H) tells a coherent story: network-reachable, low complexity, but requiring low privileges (PR:L) - the attacker must already be a permitted MCP caller able to set the X-Atlassian-Jira-Url/X-Atlassian-Confluence-Url headers. VC:H plus SC:H reflects the SSRF pivot: high confidentiality impact reaching a subsequent internal/metadata system (e.g., cloud instance-metadata credentials), with no integrity or availability impact (VI/VA:N). No EPSS score, no CISA KEV listing, and no public POC were provided, so exploitation is not confirmed in the wild and there is no evidence of mass exploitation. The key signals are consistent (no CVSS-vs-description conflict), and the flaw is explicitly framed by the vendor as bypassing the incomplete CVE-2026-27826 remediation, which raises confidence it is a real, verified regression. Net: prioritize for anyone running mcp-atlassian in a multi-tenant/shared-credential or HTTP-transport deployment where untrusted callers can set request headers, but it is not a drop-everything internet-wide emergency given the PR:L gate and niche footprint.

Exploit ScenarioDerived

In a shared or multi-tenant mcp-atlassian deployment, an authenticated but low-privileged MCP caller sends a request that sets the X-Atlassian-Jira-Url (or X-Atlassian-Confluence-Url) header to an internal address such as the cloud metadata endpoint (e.g., 169.254.169.254). The server constructs an Atlassian fetcher from that header without validate_url_for_ssrf and issues the request, returning internal responses or leaking instance credentials. No public exploit code was identified at time of analysis, but the low attack complexity and clear code path make crafting one straightforward.

AnalysisAIv1 – Sep 22, 2026

Server-side request forgery in MCP Atlassian (sooperset/mcp-atlassian) before 0.22.0 allows a low-privileged authenticated caller to force the MCP server to send requests to an arbitrary destination of the attacker's choosing by supplying the X-Atlassian-Jira-Url or X-Atlassian-Confluence-Url headers, which are consumed by _process_authentication_headers without passing through validate_url_for_ssrf. A successful attack redirects the server's Atlassian fetchers at internal services or cloud metadata endpoints, leaking response data back to the caller (scope-changing, high confidentiality impact, no integrity or availability impact per the assessed vector); no public exploit code was identified at time of analysis and EPSS data was not supplied. The defect is an incomplete remediation of the earlier SSRF CVE-2026-27826, and the project shipped a fix in version 0.22.0.

RemediationAI

Upgrade mcp-atlassian to 0.22.0 or later; this is the vendor-released patch and the release is published at https://github.com/sooperset/mcp-atlassian/releases/tag/v0.22.0, with the specific fix in commit b041733473f95119dd539542a43c280737a8e460 and the broader hardening set in PR 1448 (see also GHSA-5wf4-jqxh-8gm3). If an immediate upgrade is not possible, the most effective compensating control is to stop treating X-Atlassian-Jira-Url and X-Atlassian-Confluence-Url as caller-controlled on the server - either run the MCP server over stdio with operator-pinned Atlassian credentials, or place a proxy in front of the HTTP streamable transport that strips or overrides those two headers before they reach the authenticated header-processing flow, accepting that this breaks genuine per-tenant URL routing for multi-tenant deployments. In addition, restrict outbound egress from the MCP host to only the expected Atlassian domains and block RFC1918, loopback, and link-local ranges including the 169.254.169.254 metadata endpoint; this contains the SSRF blast radius but requires maintenance of the egress allowlist and will not stop exfiltration to an unlisted external host, so it is a hedge rather than a substitute for the 0.22.0 upgrade. Finally, because the fix commit also hardens attachment path handling and the Confluence spaces allowlist, treat the upgrade as addressing several related validation gaps at once rather than only this SSRF.

Technical ContextAI · show details

MCP Atlassian is a Model Context Protocol server that brokers tool calls from MCP clients to Confluence and Jira, and it supports header-driven multi-tenant operation in which a client supplies per-request Atlassian base URLs. In the vulnerable flow, _process_authentication_headers reads the X-Atlassian-Jira-Url and X-Atlassian-Confluence-Url headers and passes those values into Atlassian fetcher/client construction, but the SSRF guard validate_url_for_ssrf that normally screens user-controllable URLs on other paths was never invoked, leaving a straightforward CWE-918 server-side request forgery. Because the server, not the client, performs the outbound HTTP call while holding its own network position, the request can reach RFC1918 addresses, localhost services, or cloud instance metadata endpoints such as 169.254.169.254, which is why the assessed vector carries a changed scope (S:C) with high confidentiality impact and no integrity or availability impact. The patch set reflected in PR 1448 and commit b041733 hardens the same area more broadly: it mounts an SSRF redirect hook on the underlying session, pins DNS resolution to close the validate-then-reconnect TOCTOU window exploited by DNS rebinding, confines attachment upload paths with validate_safe_path, refuses attachment downloads into the working-directory root, and ANDs the operator-configured spaces allowlist with any caller-supplied spaces_filter so a tool argument cannot widen the configured boundary. The affected CPE is cpe:2.3:a:sooperset:mcp-atlassian:*:*:*:*:*:*:*:* for all builds prior to 0.22.0.

DescriptionCVE.org

MCP Atlassian is a Model Context Protocol (MCP) server for Atlassian products (Confluence and Jira). Prior to 0.22.0, the X-Atlassian-Jira-Url and X-Atlassian-Confluence-Url headers are processed by _process_authentication_headers and used to construct Atlassian fetchers without calling validate_url_for_ssrf. A caller who can set these headers can supply an internal or metadata-service URL and cause the server to send requests to that destination, bypassing the incomplete CVE-2026-27826 remediation. This issue is fixed in version 0.22.0.

Executive ViewAI

Why It Matters

MCP Atlassian, the open-source server that connects AI assistants to Jira and Confluence, is affected by CVE-2026-77267, a server-side request forgery flaw that lets a low-privileged caller redirect the server's outbound Atlassian requests to any destination they choose, including internal services and cloud metadata endpoints. Because the fetched response is returned to the caller, internal configuration data, service responses, and cloud instance credentials could be exposed to anyone with access to the service. Leadership should treat this as a credential-exposure and lateral-movement risk for any team running the integration in cloud or segmented network environments, particularly where developer tooling has broad network reach.
