Exploitation Conditions

Requires the operator/victim to load and execute an untrusted, unsigned Nuclei workflow via the CLI -w flag, or an SDK integration that accepts end-user-supplied workflows while relying on the default file-access restriction. Crucially, the -file capability flag (EnableFileTemplates) does NOT need to be enabled - the bypass is precisely that the workflow loading path fails to enforce this gate for file:-protocol templates referenced by a workflow. Limiting factors: exploitation is local (attacker cannot trigger remotely without the operator running their workflow - UI:R), affects only Nuclei versions 3.0.0 through 3.9.x, and yields only file read (no code execution or modification). Signed/verified workflows and single-template runs that respect the gate are not the vulnerable path.

Impact

This is a moderate-severity, confidentiality-only issue whose real-world risk is well-captured by the vendor's 5.5 CVSS score. The vector CVSS:3.1/AV:L/AC:L/PR:N/UI:R/S:U/C:H/I:N/A:N is coherent with the description: exploitation is LOCAL (AV:L) and requires the operator to actually load and run an attacker-supplied workflow (UI:R), which is the dominant limiting factor. No privileges are needed (PR:N) because the attacker supplies content, not credentials. Impact is high confidentiality (arbitrary local file read from the scanner host) with no integrity or availability effect. No EPSS score, no CISA KEV entry, and no public exploit code were provided in the intelligence, so there is no public exploit identified at time of analysis and no evidence of active exploitation - this is a latent access-control weakness, not an urgent in-the-wild threat. It is a real but modest priority: patch during normal cadence, prioritized higher for teams that run community/third-party Nuclei workflows or expose Nuclei-as-a-service via the SDK. Note the tag mislabeling: 'Authentication Bypass' is inaccurate - this is a capability/authorization-gate bypass (CWE-284), not an auth bypass. There are no conflicting signals between the CVSS vector and the description; both consistently indicate local, user-interaction-gated file disclosure.

Exploit ScenarioDerived

An attacker publishes a seemingly-benign Nuclei workflow (or submits one to an SDK-based scanning service) that references a file:-protocol template. When a victim runs it with nuclei -w evil-workflow.yaml - without ever enabling -file - the workflow loader resolves the file template and reads sensitive local files (e.g. SSH keys, cloud credentials, config) from the scanner host, exfiltrating them via the template's output. No public exploit code is identified, but the technique is straightforward given the well-documented file: protocol and the low attack complexity (AC:L).

AnalysisAIv1 – Sep 22, 2026

Local file disclosure in ProjectDiscovery Nuclei 3.0.0 through 3.9.x lets an untrusted, unsigned workflow template read arbitrary files from the scanner host even when the operator has not enabled file-protocol templates. The workflow loading path fails to enforce the -file capability gate for file: templates referenced by a workflow, so CLI users running workflows with -w and SDK integrations that accept end-user-supplied workflows while relying on the default file-access restriction are exposed; per the CVSS vector (AV:L, PR:N, UI:R, C:H/I:N/A:N, score 5.5) an unauthenticated attacker can trigger the read only if the operator loads and runs the malicious workflow, and impact is limited to confidentiality with no code execution or data modification. No public exploit code was identified at time of analysis and there is no confirmed active exploitation; vendor-released patch 3.10.0 closes the bypass (CWE-284 improper access control).

RemediationAI

Upgrade to ProjectDiscovery Nuclei 3.10.0 or later - the vendor-released patch that enforces the -file capability gate on workflow-referenced file:-protocol templates (release: https://github.com/projectdiscovery/nuclei/releases/tag/v3.10.0; advisory: https://github.com/projectdiscovery/nuclei/security/advisories/GHSA-qgw5-7j4f-fg97; fix commit: https://github.com/projectdiscovery/nuclei/commit/638be4481d27f1bbb90f971bbf6e3023777f2089 referenced as 638be4481d27f1bbf90f971bbf6e3023777f2089, PR: https://github.com/projectdiscovery/nuclei/pull/7489). If upgrading is not immediately possible, the primary compensating control is to stop executing untrusted or unsigned workflows: never pass third-party workflows to -w, restrict SDK integrations so they reject end-user-supplied workflow content, and run scans only with vendor-signed/verified workflow sets - the trade-off is loss of ad-hoc community workflow coverage, and note that keeping EnableFileTemplates disabled does not mitigate this issue since the bypass is precisely the missing enforcement of that flag. Additional hardening with explicit trade-offs: run Nuclei under a dedicated low-privilege OS account with read access limited to the scan target directories and no access to credential files such as ~/.aws, ~/.ssh, or environment secrets (side effect: some authenticated or credential-driven templates will fail); use containerized or sandboxed execution with a read-only, minimal mount set so any file read is confined to non-sensitive paths (side effect: extra orchestration overhead and restricted template reach); and for SDK deployments, validate and pin workflow sources server-side rather than trusting client-supplied definitions (side effect: reduced flexibility for tenants supplying custom workflows). Because the flaw is confidentiality-only (C:H/I:N/A:N) with no code execution, these controls reduce exposure rather than the post-compromise blast radius, which is bounded to file reads on the scanner host.

Technical ContextAI · show details

Nuclei is a vulnerability scanner driven by a simple YAML-based DSL, where templates declare protocol handlers such as http, dns, code, headless, and file. Because some capabilities are inherently dangerous, the engine gates them behind opt-in flags: EnableFileTemplates (-file), EnableCodeTemplates (-code), DAST, Headless, and SelfContained. The engine also supports workflow templates that orchestrate other templates, including ones referenced by the file: protocol. The root cause is a CWE-284 improper access control flaw: the disk catalog loader built its templates.Capabilities struct from executor options and used IsEnabledFor(caps) when loading standalone templates, but the workflow resolution path did not apply the same capability check, so a file:-protocol template pulled in transitively by an untrusted workflow bypassed the -file gate entirely. The upstream fix (PR 7489, commit 638be4481d27f1bbf90f971bbf6e3023777f2089, released in v3.10.0) consolidates capability derivation into templates.CapabilitiesFromOptions, replaces the boolean IsEnabledFor check with MissingLoadCapabilities, and routes denials through a new noteMissingCapabilities helper that increments the per-capability statistic and emits an operator warning about the missing flag, ensuring excluded-template accounting and enforcement now apply uniformly to workflow-referenced templates as well as top-level loads.

DescriptionCVE.org

Nuclei is a vulnerability scanner built on a simple YAML-based DSL. From 3.0.0 until 3.10.0, the workflow template loading path does not enforce the -file capability gate when resolving file: protocol templates referenced by a workflow. An untrusted unsigned workflow can therefore load a file-protocol template and read local files from the scanner host even when the operator has not enabled file templates. The issue affects CLI users running workflows with -w and SDK integrations that accept end-user workflows while relying on the default file-access restriction. This issue is fixed in version 3.10.0.
