Network-reachable Livewire endpoint (AV:N/AC:L), needs only a low-priv startup.read account (PR:L), no user interaction; container command execution yields full C/I/A:H, scope kept S:U per vendor.

Pelican Panel versions before 1.0.0-beta35 enforce startup write permissions only through disabled form controls rather than server-side authorization checks. Attackers with startup.read permission can craft Livewire state updates to invoke afterStateUpdated callbacks and modify startup commands, docker images, and variables to execute arbitrary commands in the container.

AnalysisAI
Authenticated users who hold only the read-only startup.read permission on a Pelican Panel server can escalate that access into remote command execution inside the managed container, because write protection for startup settings is enforced solely through disabled client-side form controls rather than a server-side authorization check. By pushing crafted Livewire state updates, the attacker triggers afterStateUpdated callbacks that rewrite startup commands, Docker images and variables, and those values are then executed when the container starts. …

Vulnerability AssessmentAI
| Exploitation | Requires an authenticated Pelican Panel account holding at least the startup.read permission on a target server; no admin or write permission is needed because write authorization is enforced only via disabled client-side form controls. … Additional conditions and limiting factors are described in the full assessment. |
| Risk Assessment | This is a genuine high-priority issue for anyone running Pelican Panel below 1.0.0-beta35. … Full risk analysis with EPSS, KEV, and SSVC signal comparison available after sign-in. |
| Exploit Scenario | Full exploit scenario with step-by-step reproduction available after sign-in. |
| Remediation | Vendor-released patch: upgrade Pelican Panel to 1.0.0-beta35 or later, which adds the missing server-side authorization check around the startup state-update path; the fix and its details are documented in the advisory at https://github.com/pelican/panel/security/advisories/GHSA-4x28-f89q-2276 and the VulnCheck advisory at https://www.vulncheck.com/advisories/pelican-panel-before-1.0.0-beta35-authorization-bypass-via-startup. … Detailed patch versions, workarounds, and compensating controls in full report. |
