Exploitation Conditions

Exploitation requires (1) a low-privileged, authenticated position in the IBM MQ environment - the CVSS vector specifies PR:L, so this is NOT an unauthenticated, default-configuration attack - and (2) the ability to supply XML content to an MQ component that parses it with external entity resolution enabled. The specific exploitable surface is whichever XML-consuming pathway the environment exposes (message payload parsing, JMS/XMS client input, MQ Managed File Transfer, or administrative XML/REST handling); defenders should confirm which of these are enabled and reachable in their deployment. Limits on exploitability: the attacker must first obtain valid MQ credentials or channel access, which confines realistic risk to insider or post-compromise scenarios; environments that disable DTD/external-entity processing in their parsers are not affected through that pathway; and any deployment that does not process untrusted XML at all has no practical exposure. Note that IBM does not describe a non-default setting that is required to be vulnerable - the flaw is in the parser behavior itself - so the practical gating factor is authenticated access plus an XML ingestion path.

Impact

Signals are mixed but lean toward a medium-to-high operational priority for MQ operators. The CVSS 3.1 vector (AV:N/AC:L/PR:L/UI:N/S:U/C:H/I:N/A:L) rates confidentiality impact High and availability impact Low, with network reachability and low attack complexity - but crucially PR:L, meaning the attacker already needs a low-privileged, authenticated foothold in the MQ environment. That materially lowers the population of exploitable scenarios compared with an unauthenticated XXE. No EPSS score was provided in the input, no CISA KEV listing exists, and no public proof-of-concept was identified, so there is no evidence of widespread or opportunistic exploitation; treat this as a targeted-risk item rather than an emergency. Note two explicit data gaps: EPSS is missing, so exploit-probability cannot be quantified, and the absence of a concrete fix version means patch posture cannot be verified from the supplied references. The score is credible and not obviously inflated - an XXE that reads files is a genuine High-confidentiality finding - but it is not a 'drop everything' critical.

Exploit ScenarioDerived

An attacker with a low-privileged, authenticated MQ connection (or access to an MQ subsystem that parses attacker-supplied XML, such as a message-producing client or an administrative XML interface) submits a document containing a malicious external entity declaration. The vulnerable parser resolves the entity, embedding the contents of a local file - or returning them to attacker-controlled output - and repeated or recursive entity expansion can additionally exhaust memory and degrade the queue manager. Since the vector is network-reachable with low complexity and no user interaction, the attack can be scripted, though no public exploit code was identified at time of analysis.

AnalysisAIv1 – Sep 15, 2026

XML external entity (XXE) injection in IBM MQ 9.1.x, 9.2.x, 9.3.x, 9.4.x LTS/CD and 10.0.0.0 lets a remote attacker who holds low-privileged MQ access submit specially crafted XML that the product parses without disabling external entity resolution. Successful exploitation can disclose sensitive local files (confidentiality impact rated High) or exhaust memory and degrade availability (rated Low), yielding an overall CVSS base score of 7.1. There is no indication of confirmed active exploitation (no CISA KEV listing) and no public exploit code identified at time of analysis, though the vulnerability is trivially automatable once parser entry points are reachable.

RemediationAI

Apply the IBM fix referenced in the vendor advisory at https://www.ibm.com/support/pages/node/7284937; because the input does not enumerate a specific patched build, determine the applicable LTS or CD maintenance level from IBM's advisory page rather than assuming a version. Patch status is best characterized as 'Patch available per vendor advisory' - no exact fix version was provided in the intelligence feed. If immediate upgrade is not possible, the most effective compensating control is to harden or bypass the vulnerable XML handling: disable DTD processing and external entity resolution in the XML components IBM MQ uses (for example through the JVM/parser settings relevant to JMS/XMS clients), with the trade-off that any legitimate workflow relying on DTDs or external entities will break. Network-side, restrict who can reach MQ listener ports (default 1414) and administrative REST endpoints to trusted sources via channel authentication records and firewall rules - this reduces reachability but does not remove the flaw and will not help against an already-authorized low-privileged user. Finally, monitor for outbound requests or file reads originating from MQ processes, since XXE exfiltration often surfaces as unexpected network or file access.

Technical ContextAI · show details

The root cause is CWE-611: Improper Restriction of XML External Entity Reference. IBM MQ consumes XML in multiple subsystems - message payload parsing, JMS/XMS clients, MQ Managed File Transfer, administrative REST/XML interfaces and XSLT-style transformations - and the affected parser configuration resolves external entity declarations from untrusted DTDs. When an attacker can influence the XML string handed to such a parser, the parser can be coerced into reading a local file (e.g. via a file:// SYSTEM identifier) and embedding its contents into the response or an outbound request, or into a recursive/external fetch that consumes memory. Per the supplied CPE/version metadata, all currently maintained LTS and Continuous Delivery streams are in scope: 9.1.0.0-9.1.0.37 LTS, 9.2.0.0-9.2.0.43 LTS, 9.3.0.0-9.3.0.41 LTS, 9.3.0.0-9.3.5.1 CD, 9.4.0.0-9.4.0.25 LTS, 9.4.0.0-9.4.5.1 CD, plus 10.0.0.0. Remediation is fundamentally a parser-hardening problem (disable DTD processing and external entity resolution), which is why the advisory-level fix matters more than any single firewall rule.
