MITRE ATT&CK
1 technique across 1 tactic: Privilege Escalation The technique list with ATT&CK links and the kill-chain view is part of the Basic plan and up. |
| Exploitation Conditions | Exploitation requires the attacker to already possess a valid Grav API key that was minted on an account carrying the super-admin ACL flag (access.api.super), even though the key itself is scoped only to api.media.write. The vulnerable code paths are the plugin's POST /blueprint-upload (write) and GET /blueprint-files (enumerate) endpoints, so the API plugin must be installed and reachable. Limiting factors that reduce real-world risk: (1) a pre-existing scoped API key on a super-admin account is mandatory - this is not exploitable by a fully anonymous attacker despite the input's PR:N; (2) file writes are constrained by assertSafeExtension() to image extensions within the shared user/accounts/ directory, preventing direct overwrite of arbitrary config/YAML; (3) impact is bounded to cross-scope file write of image files and file-listing disclosure unless further chained. |
| Impact | The vendor-supplied CVSS 4.0 vector (9.3, AV:N/AC:L/PR:N/UI:N/VC:H/VI:H/VA:H) overstates real-world risk on two points that must be flagged rather than accepted as fact. First, PR:N conflicts directly with the description: exploitation requires the attacker to already hold a valid API key (scoped api.media.write) minted on a super-admin account, so a privilege/authentication prerequisite clearly exists - this should be treated as an authenticated, privilege-escalation-style flaw, not an unauthenticated one. Second, the H/H/H impact appears inflated because writes are constrained by assertSafeExtension() to image extensions in user/accounts/ and the confidentiality gain is a file listing, not arbitrary read; true impact is more limited unless a chained technique (e.g., leveraging a written image as a stored payload) is demonstrated. EPSS is not provided, there is no KEV listing, and no POC is referenced, so exploitation probability is currently low-to-unquantified. Net: for any organization actually running the Grav 2.0 API plugin with multiple keys of differing scope on super-admin accounts, this is a genuine privilege-boundary failure worth prompt patching, but it is not a mass-exploitable unauthenticated RCE and should be prioritized as high-but-conditional rather than emergency internet-wide risk. |
| Exploit ScenarioDerived | An attacker (or a low-trust integration) is issued an API key intended only for media uploads (api.media.write) on a Grav instance where that key was minted on a super-admin account. Because the plugin authorizes against the account's super-admin flag rather than the key's scope, the attacker sends POST /blueprint-upload to write an image file into another user's user/accounts/ scope and issues GET /blueprint-files to enumerate that scope's contents - actions their key was never granted. No public POC is currently identified, but the attack is low-complexity given a valid scoped key. |

Alert meAnalysisAIv1 – Aug 18, 2026
Authorization bypass in the Grav API plugin (getgrav/grav-plugin-api, bundled with Grav 2.0) before 1.0.15 lets a holder of a narrowly-scoped API key act outside its granted scope. Because BlueprintPathResolver::resolveUserScope() checks the underlying account's raw super-admin ACL flag (access.api.super) rather than the scope actually minted into the presented key, an attacker with a key limited to api.media.write on a super-admin account can write files into other users' account directories and enumerate their file listings without holding api.users.write. There is no public exploit identified at time of analysis and it is not listed in CISA KEV.
RemediationAI
Vendor-released patch: upgrade the Grav API plugin to 1.0.15, which corrects resolveUserScope() to validate the presented key's actual scope rather than the account's access.api.super flag; follow the GitHub Security Advisory GHSA-435x-66r2-jwv2 (https://github.com/getgrav/grav/security/advisories/GHSA-435x-66r2-jwv2). If immediate patching is not possible, revoke or re-mint any API keys that were issued against super-admin accounts and re-issue narrowly-scoped keys on non-super-admin service accounts instead, since the bug only bypasses scope when the parent account carries access.api.super - this removes the exploit precondition at the cost of reconfiguring key ownership. As an additional compensating control, restrict network access to the /blueprint-upload and /blueprint-files endpoints (e.g., via reverse-proxy allow-listing or firewalling the API to trusted management hosts), accepting that this limits legitimate remote API automation. Reference the VulnCheck advisory (https://www.vulncheck.com/advisories/grav-api-plugin-before-authorization-bypass) for detection details.

Technical ContextAI · show details
Grav is a flat-file PHP CMS; the API plugin exposes REST-style endpoints (e.g. POST /blueprint-upload, GET /blueprint-files) governed by scoped API keys, where each key is minted against a user account but is meant to carry only the specific scopes granted to it (such as api.media.write, api.users.write). The root cause is CWE-862 (Missing Authorization): the authorization decision in resolveUserScope() is delegated to the account-level flag access.api.super rather than to the scope claims embedded in the presenting key, so key-scope narrowing is silently ignored whenever the parent account is a super-admin. The write path is partially constrained by assertSafeExtension(), which restricts uploads in the shared user/accounts/ directory to image file extensions, limiting (but not eliminating) the integrity impact. Affected component per CPE is cpe:2.3:a:getgrav:grav:*:*:*:*:*:*:*:*.

Lifecycle Timeline
2DescriptionCVE.org
The Grav API plugin (getgrav/grav-plugin-api, bundled with Grav 2.0) before version 1.0.14 (fixed in 1.0.15) contains a missing authorization vulnerability in BlueprintPathResolver::resolveUserScope(). The method gates the users/<name> scope on the account's raw super-admin ACL flag (access.api.super) instead of validating the presented API key's actual scope. An attacker holding an API key scoped only to api.media.write minted on a super-admin account can bypass the authorization check and, via POST /blueprint-upload or GET /blueprint-files, write a file into another user's scope (in the shared user/accounts/ directory, constrained to image extensions by assertSafeExtension()) and browse that scope's file listing, despite the key not being granted api.users.write.
Executive ViewAI
The Grav API plugin bundled with Grav 2.0 (before version 1.0.15) contains an authorization bypass that allows users with restricted API keys to exceed their assigned permissions. This vulnerability enables attackers to access and modify files across other users' directories without holding the necessary elevated credentials. Organizations running affected Grav versions face immediate risk of unauthorized data access and potential data manipulation within their environments.
No vendor-released patch identified at time of analysis. Interim mitigations: (1) Disable the API plugin entirely if not required for business operations; (2) Restrict API key issuance and enforce strict scope limits through administrative policy; (3) Implement access controls to prevent cross-user file operations; (4) Deploy comprehensive audit logging for all API key activities and file access events; (5) Segment API users with minimal privilege principles and monitor for anomalous access patterns.
