Exploitation Conditions

The attacker must be able to invoke the mcp-grafana grafana_api_request tool (CVSS PR:L-an authenticated/authorized MCP caller, not fully anonymous), and the deployment must expose that tool. Exploitation specifically requires the ability to set the X-Grafana-URL request header, which controls the outbound destination; the tool additionally lets the caller pick the HTTP method, path, and body. Value is highest when the server sits in a network with reachable internal or cloud-metadata endpoints (e.g., a cloud VPC exposing 169.254.169.254). Limiting factors: it is not unauthenticated (a valid caller is required), the grafana_api_request tool must be enabled/exposed, and impact depends on what internal services are reachable from the server's network position; egress filtering or header stripping at a proxy defeats it.

Impact

The provided CVSS 3.1 vector (AV:N/AC:L/PR:L/UI:N/S:C/C:H/I:L/A:L, base 9.1) indicates a network-reachable, low-complexity attack requiring only low privileges (a valid MCP caller) with no user interaction, and a scope change reflecting that the server reaches systems beyond its own trust boundary-consistent with SSRF that reads internal and metadata endpoints. No EPSS score, KEV entry, or POC indicator was supplied, so real-world exploitation frequency cannot be quantified from this data; the score is driven by impact and ease rather than confirmed activity. The genuine concern is the metadata-endpoint angle: in cloud deployments SSRF that reaches 169.254.169.254 can yield credentials, so a mid-sized operator running mcp-grafana in a cloud VPC should treat this as urgent regardless of the absence of KEV listing. The PR:L requirement is the main mitigating factor-this is not unauthenticated-but MCP servers often trust their callers broadly, so the privilege bar may be low in practice.

Exploit ScenarioDerived

An attacker who can invoke the MCP server's tools sets X-Grafana-URL to http://169.254.169.254 and calls grafana_api_request with a GET to the cloud metadata path, then reads the returned response-harvesting instance credentials or internal service data reachable only from the server's network. The same primitive maps internal-only admin panels and databases by pointing at loopback and RFC1918 addresses. No public POC was provided, but the low complexity (AC:L) and no-interaction requirement make weaponization straightforward for anyone with tool access.

AnalysisAIv1 – Aug 11, 2026

Server-side request forgery in Grafana's mcp-grafana (Grafana MCP Server) lets an authenticated caller override the outbound request destination via the X-Grafana-URL header while using the grafana_api_request tool to control HTTP method, path, and body. Because the destination is never constrained to the configured Grafana instance, callers can pivot the server into internal, loopback, and link-local services-including cloud metadata endpoints-and read the responses. This is an incomplete-fix follow-on to CVE-2026-15583, which stopped the service-account token from leaking to unintended hosts but left the destinations themselves unrestricted; no public exploit identified at time of analysis.

RemediationAI

Patch available per vendor advisory-upgrade mcp-grafana to the fixed release identified in the Grafana security advisory at https://grafana.com/security/security-advisories/cve-2026-19516 (exact fix version not provided in the available data; confirm against that advisory). As compensating controls until patched: disable or remove the grafana_api_request tool from the exposed MCP toolset if your workflows do not require it; strip or ignore the caller-supplied X-Grafana-URL header at a reverse proxy so the destination cannot be overridden; and enforce egress network policy so the server can only reach the intended Grafana host, explicitly blocking loopback, RFC1918, link-local (169.254.0.0/16, notably the 169.254.169.254 metadata endpoint) ranges. On cloud instances, enforce IMDSv2 (token-required metadata) to blunt metadata theft. Trade-offs: removing the tool breaks any agent workflows that legitimately call arbitrary Grafana API paths, and header stripping requires the proxy to inject the correct configured URL itself.

Technical ContextAI · show details

The affected component is mcp-grafana, a Model Context Protocol (MCP) server that exposes Grafana's HTTP API to MCP clients/LLM agents. The grafana_api_request tool is designed to proxy calls to the configured Grafana instance, but the target host is derived from a caller-supplied X-Grafana-URL header rather than a fixed, validated base URL. This is a textbook CWE-918 (Server-Side Request Forgery): untrusted input flows into the destination of a server-initiated request without allowlisting. Because the tool also accepts arbitrary method, path, and body, the primitive is a near-general-purpose outbound HTTP client running from the server's network position. The CPEs cpe:2.3:a:grafana:grafana_mcp_server and cpe:2.3:a:grafana:mcp-grafana identify the two naming variants of the same product.

DescriptionCVE.org

A caller-supplied X-Grafana-URL request header controls the destination of mcp-grafana's outbound requests, and the grafana_api_request tool lets the caller also choose the HTTP method, path, and body. Because the destination is not restricted to the configured Grafana instance, a caller can direct requests at internal, loopback, and link-local network services (including metadata endpoints) and read the responses, resulting in server-side request forgery. The fix for CVE-2026-15583 prevented the configured service-account token from being sent to unintended destinations but did not restrict the destinations themselves.

Executive ViewAI

Why It Matters

Grafana MCP Server contains a critical vulnerability (CVE-2026-19516, CVSS 9.1) that allows authorized users to redirect API requests to access internal systems and cloud infrastructure endpoints, exposing sensitive credentials and configurations. This represents an incomplete fix to an earlier vulnerability, leaving infrastructure pivot points open to authorized users. Organizations using this product face immediate risk of data breach and lateral movement within their infrastructure and cloud environments.

Business Impact: Severe
Compensating Controls

No vendor-released patch identified at time of analysis. Interim mitigations: (1) Implement strict network egress filtering from Grafana MCP Server to block internal subnets, loopback, link-local, and cloud provider metadata addresses; (2) Restrict grafana_api_request tool permissions to minimal set of users via identity and access management; (3) Disable the grafana_api_request tool if business functionality permits; (4) Subscribe to Grafana security channels and apply vendor patch immediately upon release; (5) Implement request validation to restrict X-Grafana-URL header values to whitelisted approved Grafana instances.
