| Exploitation Conditions | Exploitation requires the target GeoNetwork instance to be configured with OAuth2/OIDC (via GeonetworkOAuth2LoginAuthenticationFilter) or Keycloak SSO (via KeycloakAuthenticationProcessingFilter) - instances using only local or form-based authentication are not affected by this flaw. The CVSS vector PR:L indicates that a low-privilege account context is part of the authentication chain (the victim must complete a valid login), and UI:A confirms the victim must actively follow the attacker-crafted link and authenticate. Exploitation does not bypass GeoNetwork authentication, does not expose internal data, and does not affect availability. Key limiting factors: the victim must click a crafted link, complete the SSO flow, and be susceptible to the resulting phishing page; automated mass exploitation is not feasible given the required active user interaction. |
| Impact | The CVSS 4.0 score of 4.8 (Medium) with vector AV:N/AC:L/AT:N/PR:L/UI:A/VC:N/VI:N/VA:N/SC:N/SI:L/SA:N accurately reflects the constrained impact: no GeoNetwork data is disclosed, no GeoNetwork integrity is modified, and availability is unaffected. The PR:L metric indicates a low-privilege account context is involved in the authentication chain, and UI:A confirms that a victim must actively follow the crafted link and complete a login - reducing automation potential. The subsequent-system integrity impact (SI:L) captures the phishing risk to a victim's other credentials or sessions. No EPSS data was supplied and no CISA KEV listing exists, so broad automated exploitation is not indicated; this is a social-engineering enabler rather than a direct system compromise primitive. Instances running archived 3.x or 4.0.x branches face elevated long-term risk because no fix will be issued for those lines. Real-world priority is moderate for internet-facing GeoNetwork portals using SSO and lower for internal-only deployments where attacker-crafted link delivery is harder. |
| Exploit ScenarioDerived | An attacker identifies a public GeoNetwork instance configured with OAuth2/OIDC or Keycloak SSO and crafts a login URL embedding a protocol-relative redirect parameter (e.g., ?redirectUrl=//attacker.example.com/fake-geonetwork). The attacker sends this link via phishing email to GeoNetwork users; the victim clicks the link, is taken through the legitimate GeoNetwork SSO login flow, and upon successful authentication is silently forwarded by the flawed redirect validation to the attacker's credential-harvesting page. No public POC exists at time of analysis, but the technique is a well-understood variant of CWE-601 requiring only a standard HTTP request to craft. |

Alert meAnalysisAIv1 – Jul 31, 2026
Post-login redirect validation in GeoNetwork's OAuth2/OIDC and Keycloak SSO authentication filters can be bypassed to redirect authenticated users to attacker-controlled external sites, enabling phishing attacks. Versions 3.12.0 through 4.2.15 and 4.4.0 through 4.4.10 are affected across both supported and archived release lines. The bypass exploits the filter's failure to reject protocol-relative URLs (e.g., //evil.example.com) that Java treats as relative paths but browsers resolve as absolute external destinations; no public exploit has been identified at time of analysis and the vulnerability is not listed in CISA KEV.
RemediationAI
Upgrade to GeoNetwork 4.2.16 or 4.4.11, which are the vendor-released patched versions confirmed by GitHub release tags at https://github.com/geonetwork/core-geonetwork/releases/tag/4.2.16 and https://github.com/geonetwork/core-geonetwork/releases/tag/4.4.11. Instances running archived 3.x or 4.0.x lines will not receive a fix from the vendor and must migrate to a supported branch. Where immediate upgrade is not possible, a compensating control is to restrict access to the GeoNetwork SSO login endpoints (the OAuth2 and Keycloak callback URLs) at the network perimeter to trusted IP ranges, reducing the attacker's ability to deliver crafted login links to a broad victim pool; this does not eliminate the vulnerability but raises the delivery bar. A more disruptive workaround is to disable OAuth2/OIDC and Keycloak SSO entirely and revert to local authentication, which removes the vulnerable filter logic but breaks federated identity workflows for all users.

Technical ContextAI · show details
GeoNetwork is a Java-based geospatial catalog application (Maven artifact org.geonetwork-opensource:geonetwork, CPE cpe:2.3:a:geonetwork:core-geonetwork:*:*:*:*:*:*:*:*) built on Spring Security. The vulnerable logic resided in GeonetworkOAuth2LoginAuthenticationFilter and KeycloakAuthenticationProcessingFilter, which handle post-login redirect targets supplied via a client-controlled URL parameter. The original validation checked only whether the URL string started with '/' to classify it as a safe relative path; it did not account for protocol-relative URLs (//attacker.example.com), which pass the startsWith('/') check but cause browsers to issue a full cross-origin request. CWE-601 (URL Redirection to Untrusted Site / Open Redirect) precisely describes this class of insufficient allowlist validation. The fix, delivered in PRs #9307 and #9309, introduces a centralized RedirectUtil class that validates redirect targets against the configured server host, protocol, and port, explicitly rejecting protocol-relative and cross-origin absolute URLs in both login and logout flows.

1DescriptionCVE.org
GeoNetwork is a catalog application to manage spatially referenced resources. From 3.12.0 until 4.2.16 and 4.4.11, unsafe redirect validation in GeonetworkOAuth2LoginAuthenticationFilter and KeycloakAuthenticationProcessingFilter permits an attacker-controlled external redirect after login. This issue is fixed in versions 4.2.16 and 4.4.11.
