Exploitation Conditions

Exploitation requires network HTTP reachability to the Oracle E-Business Suite web tier and a low-privileged authenticated account (CVSS PR:L), targeting the Public Sector Human Resources module's Regression Testing component on EBS versions 12.2.3 through 12.2.15; no user interaction is needed (UI:N). Limiting factors: the attacker must already be able to authenticate at least at a low privilege level, only the specified EBS 12.2.x releases running the Public Sector HR module are in scope, and internet-facing exposure of the EBS web tier is what makes remote exploitation practical - internal-only deployments narrow the attacker population. Note the conflicting 'Authentication Bypass' tag versus Oracle's PR:L rating: confirm with the vendor whether authentication is genuinely required.

Impact

The signals available are limited to Oracle's own CVSS assessment; there is no EPSS score, no CISA KEV listing, and no POC referenced, so several usual prioritization inputs are missing. On the CVSS vector alone this is a genuine priority: AV:N with AC:L and PR:L means a single low-privilege account (common in large HR deployments with many self-service users) plus HTTP reachability is enough, with no user interaction, to achieve high confidentiality and integrity impact. The absence of availability impact (A:N) and the unchanged scope (S:U) temper the ceiling somewhat, but full read/write over 'all Oracle Public Sector Human Resources accessible data' is severe given the sensitivity of HR/PII records. Note a possible tension: Oracle's description says 'low privileged attacker' (PR:L) while a third-party tag labels it 'Authentication Bypass' - verify with the vendor whether pre-authentication access is truly required, because that materially changes exploitability. With no EPSS or KEV data, real-world exploitation probability cannot be quantified and should be treated as unknown rather than low.

Exploit ScenarioDerived

An attacker who holds or obtains any low-privilege Oracle EBS account reachable over HTTP sends a crafted request to the Public Sector Human Resources / Regression Testing endpoint and, without any user interaction, gains read and write access to sensitive HR data beyond their authorization. Given AV:N and AC:L, the request is simple to deliver; no public POC has been identified, so an attacker would need to reconstruct the flaw from the July 2026 CPU.

AnalysisAIv1 – Jul 22, 2026

Data compromise in the Oracle Public Sector Human Resources module of Oracle E-Business Suite (Regression Testing component) allows a low-privileged, network-authenticated attacker to read, create, delete, or modify any data accessible to the application. The flaw affects EBS releases 12.2.3 through 12.2.15 and carries a CVSS 3.1 base score of 8.1 with high confidentiality and integrity impact. There is no public exploit identified at time of analysis and it is not listed in CISA KEV, but as an internet-facing Oracle EBS component it is a plausible target once the July 2026 CPU details are studied.

RemediationAI

Patch available per vendor advisory: apply the fixes delivered in Oracle's July 2026 Critical Patch Update (https://www.oracle.com/security-alerts/cpujul2026.html), which is the primary and recommended remediation for all EBS 12.2.3-12.2.15 installations; no standalone fixed version string was published in the source data, so identify the exact patch for your release from the CPU matrix. Because exploitation requires HTTP access with a low-privileged account, effective compensating controls until patching include restricting EBS web-tier exposure so the application is not reachable from the public internet (place it behind VPN or an allowlisted reverse proxy), tightening account provisioning and review of low-privilege/self-service accounts, and monitoring HR data access for anomalous create/delete/modify activity - the trade-off is that network restrictions may break legitimate remote self-service users and should be scoped to preserve required workflows. Verify the vendor's advisory for any component-specific prerequisites before relying on workarounds.

Technical ContextAI · show details

Oracle E-Business Suite is a large PL/SQL and Java-based enterprise resource planning platform; the affected code lives in the Public Sector Human Resources application under the 'Regression Testing' component. The vulnerability is exposed over HTTP through the EBS web tier, meaning it is reachable by any user who can authenticate to the application. Oracle did not assign a CWE (CWE: N/A) and did not publish a detailed root-cause class, though the third-party tag 'Authentication Bypass' suggests the flaw may permit an already-authenticated low-privilege account to escalate its data reach beyond its intended authorization boundary. The CVSS vector (AV:N/AC:L/PR:L/UI:N, S:U, C:H/I:H/A:N) indicates a network-facing, low-complexity issue that leaks and corrupts data within the same security scope without affecting availability.

Executive ViewAI

Why It Matters

Oracle E-Business Suite Public Sector Human Resources module (versions 12.2.3-12.2.15) contains a critical data compromise flaw allowing authenticated network attackers to read, create, delete, or modify HR data. No public exploit has been identified at time of analysis, but the internet-facing nature of EBS and the vulnerability's direct access to sensitive payroll and personnel records create significant organizational risk. With no vendor patch currently available, organizations must implement immediate compensating controls.

Business Impact: High
Compensating Controls

Pending vendor patch release: implement network segmentation restricting EBS access to internal networks only, enforce strict role-based access control limiting low-privileged accounts to necessary HR functions, enable comprehensive audit logging of all HR module data reads and modifications, implement approval workflows for sensitive HR transactions (salary changes, personnel records), and conduct weekly automated data integrity reviews of personnel and payroll records against baseline snapshots.
