Exploitation Conditions

Exploitation requires an authenticated OpenCTI account holding the KNOWLEDGE_KNUPDATE permission (knowledge-write), and the attacker must add the specific HTTP header 'synchronized-upsert: true' to update/upsert requests - that header is the exact trigger that bypasses Confidence Level validation and Object Marking enforcement on STIX objects such as Indicators, ThreatActors, Malware, and Reports. Limiting factors: it is not usable by fully unauthenticated attackers (PR:L requires a valid account with knowledge-update rights), so realistic risk centers on malicious insiders or compromised analyst credentials; it affects OpenCTI deployments running any version prior to 7.260326.0 and provides data-integrity/marking manipulation rather than code execution or full data theft.

Impact

The CVSS 3.1 vector (AV:N/AC:L/PR:L/UI:N/S:U/C:L/I:H/A:N, base 7.1) reflects the real shape of the risk well: network-reachable, low complexity, no user interaction, but requiring an authenticated account with the KNOWLEDGE_KNUPDATE knowledge-write permission. Impact is integrity-dominant (I:H) - attackers corrupt threat-intel data and remove markings - with limited confidentiality exposure (C:L) arising from stripping TLP:RED and no availability impact. This is a meaningful priority for organizations running OpenCTI as a shared, multi-tenant intel store, since it undermines the trustworthiness of the intelligence other teams consume, but it is not a mass-exploitation, pre-auth RCE scenario. No EPSS score, SSVC decision, KEV entry, or public POC was provided in the input, so exploitation-likelihood signals are absent rather than low; risk should be judged primarily on the requirement for a semi-trusted authenticated insider or a compromised analyst account. The provided CVSS marks C:L while the primary described effect is integrity/marking manipulation - the confidentiality element depends on marking-removal leading to downstream over-sharing, which is plausible but secondary.

Exploit ScenarioDerived

An analyst account (or a compromised low-trust user) that has KNOWLEDGE_KNUPDATE sends an otherwise normal update/upsert API request to the OpenCTI platform but adds the HTTP header 'synchronized-upsert: true'. The server skips Confidence Level and Object Marking checks, letting the attacker strip TLP:RED from a sensitive Indicator or Report, lower its confidence, and rewrite its relationships so downstream consumers ingest degraded or over-shared intelligence. No public POC was identified at time of analysis, but the technique is trivial to reproduce once the header behavior is known.

AnalysisAIv1 – Jul 08, 2026

Authorization bypass in OpenCTI prior to version 7.260326.0 lets any authenticated user holding the KNOWLEDGE_KNUPDATE permission override Confidence Level validation and Object Marking restrictions simply by adding the 'synchronized-upsert: true' HTTP header. Exploitation allows downgrading confidence levels, stripping security markings such as TLP:RED, and tampering with STIX objects (Indicators, Threat Actors, Malware, Reports) and their relationships. There is no public exploit identified at time of analysis, and the issue is not on CISA KEV; the fix is delivered in release 7.260326.0.

RemediationAI

Vendor-released patch: upgrade OpenCTI to 7.260326.0 or later, which enforces validation on the synchronized-upsert path (see release https://github.com/OpenCTI-Platform/opencti/releases/tag/7.260326.0, advisory GHSA-36fr-4m54-94mj at https://github.com/OpenCTI-Platform/opencti/security/advisories/GHSA-36fr-4m54-94mj, and fix PR https://github.com/OpenCTI-Platform/opencti/pull/14243). If immediate upgrade is not possible, reduce exposure by tightly restricting who holds the KNOWLEDGE_KNUPDATE permission to only trusted analysts and sync service accounts, since that capability is the precondition for exploitation; the trade-off is reduced ability for those users to legitimately edit knowledge. Where a reverse proxy fronts OpenCTI, consider stripping or rejecting client-supplied 'synchronized-upsert' headers on inbound requests from untrusted clients so only genuine internal sync traffic can set it, being careful not to break legitimate platform-to-platform synchronization connectors. Additionally, audit recent object/marking changes for unexpected confidence downgrades or removed TLP markings that may indicate prior abuse.

Technical ContextAI · show details

OpenCTI is an open-source cyber threat intelligence (CTI) platform built around the STIX data model, using confidence levels and TLP-style Object Markings to govern data trust and dissemination. The flaw is a CWE-639 (Authorization Bypass Through User-Controlled Key / improperly enforced access control) issue: an internal synchronization code path, intended for platform-to-platform sync ('synchronized-upsert'), can be triggered by an ordinary client because the server honors a user-supplied HTTP header ('synchronized-upsert: true') instead of restricting that mode to trusted sync connectors. When that header is present, the normal Confidence Level and Marking validation logic is skipped during upsert, so the client-controlled request path effectively selects a privileged processing mode it should not be able to reach.

DescriptionCVE.org

OpenCTI is an open source platform for managing cyber threat intelligence knowledge and observables. Prior to 7.260326.0, an authorization bypass vulnerability in OpenCTI allows any authenticated user with KNOWLEDGE_KNUPDATE permission to bypass Confidence Level validation and Object Marking restrictions by injecting the synchronized-upsert: true HTTP header, enabling attackers to downgrade confidence levels, remove security markings such as TLP:RED, manipulate relationships, and affect STIX object types including Indicators, ThreatActors, Malware, and Reports. This issue is fixed in version 7.260326.0.

Executive ViewAI

Why It Matters

OpenCTI versions before 7.260326.0 contain an authorization bypass allowing authenticated users with specific permissions to downgrade threat intelligence confidence levels and strip security classification markings including TLP:RED. This vulnerability enables insiders to compromise the integrity of critical threat intelligence relied upon for organizational security decisions. Immediate patching is required to prevent unauthorized tampering with threat assessments.
