Exploitation Conditions

Exploitation requires the victim to be running Ghidra on Windows (the cmd.exe metacharacter escaping flaw does not apply to the Linux or macOS launch paths), to open a Ghidra project, archive, or comment payload supplied by the attacker, and to actively click a URL annotation embedded in a program comment (CVSS UI:A confirms required user interaction). No authentication to Ghidra is required (PR:N) and no special non-default Ghidra configuration is needed - URL annotations are a standard listing feature. Limiting factors: the attacker must socially engineer the victim into loading attacker-controlled annotation content and clicking it, and code execution is bounded to the privileges of the Ghidra user, so analysts who run Ghidra under a low-privilege account or inside a sandbox materially reduce blast radius.

Impact

The CVSS 4.0 vector (AV:L/AC:L/AT:N/PR:N/UI:A) describes a local-vector, low-complexity, no-privileges-required attack that depends on active user interaction, yielding a base score of 8.4 with high impact across confidentiality, integrity, and availability of the vulnerable component. There is no EPSS score, KEV listing, or SSVC decision data in the provided input, and no public proof-of-concept identified at time of analysis, so real-world exploitation pressure is currently low despite the high CVSS. The vector labels AV:L because exploitation triggers from a file/project the victim opens locally, but the delivery is effectively social - a poisoned Ghidra project, archive, or shared comment data from an untrusted source. Practical risk is concentrated in reverse-engineering teams who routinely open third-party Ghidra archives, sample sharing platforms, or CTF artifacts on Windows; for those users this is a real priority because executing arbitrary code as the analyst frequently means access to malware samples, internal tooling, and lab credentials. For air-gapped or Linux/macOS Ghidra users, real risk is materially lower since the bug is scoped to the Windows cmd.exe launch path.

Exploit ScenarioDerived

An attacker shares a Ghidra project archive, exported listing, or comment snippet (e.g. via a malware-sharing community, a tutorial, or a CTF challenge) containing a URL annotation whose target embeds cmd.exe metacharacters such as 'http://example.com/ & powershell -enc ...'. A Windows-based analyst opens the project and clicks the URL annotation expecting browser navigation, at which point cmd.exe interprets the appended command and executes it under the analyst's account. No public exploit is identified at time of analysis, but the bug class (argument injection via cmd.exe) is well understood and trivial to weaponize once the exact unescaped sink is known.

AnalysisAIv3 – Jun 10, 2026

Command injection in Ghidra versions before 12.1 on Windows allows attackers to execute arbitrary OS commands under the Ghidra user's privileges when a victim clicks a maliciously crafted URL embedded in a program comment annotation. The flaw stems from improper escaping of cmd.exe metacharacters in URL annotation handling, and exploitation requires user interaction (UI:A). No public exploit identified at time of analysis, though VulnCheck published a dedicated advisory alongside the NSA's GitHub security advisory.

Command injection in NSA Ghidra versions before 12.1 on Windows allows attackers to execute arbitrary OS commands when a victim clicks a malicious URL annotation embedded in a program comment. The flaw stems from improper escaping of cmd.exe metacharacters in URL handling, and exploitation requires user interaction but no authentication; no public exploit identified at time of analysis.

v1 Jun 10, 2026 - 14:03 CVSS 7.8

Command injection in NSA Ghidra before 12.1 on Windows allows attackers to execute arbitrary commands as the Ghidra user when a victim clicks a malicious URL embedded in program comments, because cmd.exe metacharacters are not properly escaped during URL annotation handling. The flaw carries a CVSS 7.8 (local, low complexity, requires user interaction) and is tracked by VulnCheck and an NSA GitHub Security Advisory; no public exploit identified at time of analysis and it is not listed in CISA KEV.

RemediationAI

Upgrade to Ghidra 12.1 or later, which is the vendor-released patched version per the NSA advisory GHSA-5c38-3rf3-gp75 (https://github.com/NationalSecurityAgency/ghidra/security/advisories/GHSA-5c38-3rf3-gp75). Until upgrading, Windows analysts should avoid clicking URL annotations in any Ghidra project sourced from an untrusted party (shared GZF/GAR archives, sample-sharing sites, CTF distributions), and should review or strip URL annotations from comments before opening untrusted projects - the trade-off is loss of legitimate URL navigation convenience. Running Ghidra on Linux or macOS, or inside a disposable Windows VM with no access to lab credentials, also blunts impact at the cost of workflow disruption; refer to VulnCheck's writeup at https://www.vulncheck.com/advisories/ghidra-command-injection-via-url-annotation-click for additional indicators.

Technical ContextAI · show details

Ghidra is the National Security Agency's open-source software reverse-engineering (SRE) framework, widely used by malware analysts and security researchers to disassemble and decompile binaries. Program listings in Ghidra support URL annotations that can be embedded inside code comments and clicked from the UI. On Windows, the URL launch path eventually invokes the system shell (cmd.exe) without properly neutralizing shell metacharacters such as &, |, ^, and quoted argument delimiters - the exact behavior described by CWE-88 (Improper Neutralization of Argument Delimiters in a Command, aka 'Argument Injection'). Because cmd.exe parses these characters before the intended URL handler ever sees them, an attacker who controls the annotation contents can append or substitute arbitrary commands. The CPE 'cpe:2.3:a:nationalsecurityagency:ghidra:*' covers all Ghidra builds prior to the 12.1 release.

DescriptionCVE.org

Ghidra before 12.1 contains a command injection vulnerability in URL annotation handling on Windows where cmd.exe metacharacters are not properly escaped. Attackers can execute arbitrary commands under the Ghidra user's privileges by embedding malicious URLs in program comments that victims click.

Executive ViewAI

Why It Matters

Ghidra, the NSA's reverse-engineering platform, contains a critical vulnerability in Windows versions before 12.1 that allows attackers to execute commands on analyst workstations through malicious links in code comments. Organizations operating security research or malware analysis teams face potential compromise of sensitive analysis systems and possible lateral movement into production networks.

Business Impact: High
Compensating Controls

No vendor-released patch identified at time of analysis. Interim mitigations: disable URL handling in code annotations, run Ghidra in isolated sandbox or container environment, restrict network connectivity from analysis workstations, provide security awareness training on suspicious embedded URLs in program materials.
