Exploitation Conditions

Exploitation requires the Oracle Siebel CRM End User application using the Open UI component (versions 17.0 through 26.9) to be reachable over HTTP by the attacker, AND requires human interaction from a legitimate Siebel user other than the attacker (UI:R) - typically being induced to follow a crafted link or load attacker-controlled content. No attacker authentication is needed (PR:N). The principal limiting factors are this mandatory victim interaction and the restriction that impact is confined to unauthorized modification of only 'some' data accessible to the interacting user, with no read access or service disruption.

Impact

This is a genuinely low-priority issue despite being network-exploitable and unauthenticated. The CVSS 3.1 base score of 4.3 (MEDIUM) reflects the key limiters in the vector: the only impact is low integrity (I:L) with no confidentiality (C:N) or availability (A:N) effect, and successful attack requires user interaction from a victim other than the attacker (UI:R). While AV:N/AC:L/PR:N lower the barrier to reaching the vulnerable component, the UI:R requirement means an attacker cannot act fully autonomously - a legitimate Siebel CRM user must be induced to trigger the flaw, consistent with a reflected/CSRF-style integrity issue in the Open UI component. No EPSS score, CISA KEV listing, SSVC decision data, or public POC was provided in the input, so there are no signals elevating this above its base score. Net assessment: a real but low-severity integrity flaw, not an emergency; patch via the standard Oracle quarterly cycle rather than out-of-band. Note a tagging conflict: the input Tags include 'Authentication Bypass,' but the description and CVSS vector describe a user-interaction-dependent integrity issue, not an authentication bypass - the tag appears mislabeled.

Exploit ScenarioDerived

An attacker crafts a malicious link or web request targeting the Siebel CRM Open UI and lures an authenticated Siebel user (the required human interaction) into clicking it, for example via phishing. When the victim's browser processes the request, it performs an unauthorized update, insert, or delete against a subset of Siebel CRM data accessible to that user. No public exploit code was identified at time of analysis.

AnalysisAIv1 – Oct 21, 2026

Unauthenticated remote attackers can trick a logged-in Siebel CRM End User into an action that results in unauthorized insert, update, or delete of a limited subset of that user's accessible data in the Open UI component (versions 17.0 through 26.9). The attack is delivered over HTTP with low complexity, but requires victim interaction (UI:R) and affects only integrity - confidentiality and availability are untouched, keeping the CVSS 3.1 base score at 4.3. No public exploit code or confirmed active exploitation was identified at time of analysis, and the mandatory human-interaction prerequisite plus the narrowly scoped write-only impact make this a low-priority item relative to other Siebel issues.

RemediationAI

Patch status: Patch available per vendor advisory - the fix is delivered in Oracle's October 2026 Critical Patch Update (https://www.oracle.com/security-alerts/cpuoct2026.html); the input data does not specify a discrete per-CVE fixed version beyond that CPU, so the CPU-applied build level should be taken from the advisory rather than assumed. Until the CPU is applied, reduce exposure by restricting network reach of the Siebel CRM End User Open UI HTTP endpoint to trusted networks or VPN, ideally through a reverse proxy or WAF that can inspect and block anomalous Open UI requests - the trade-off is reduced remote-access convenience for legitimate users. User awareness measures (training users not to follow unsolicited links into Siebel, and mail/web gateway filtering of such links) directly address the UI:R prerequisite, though they are probabilistic rather than deterministic controls. Because impact is confined to unauthorized modification of some of the interacting user's data, enable and monitor Siebel audit logging on update/insert/delete operations for early detection, accepting the additional logging volume and storage cost. No public exploit code was identified, so emergency out-of-band action is not warranted ahead of the normal CPU cycle.

Technical ContextAI · show details

The flaw sits in Oracle Siebel CRM's Open UI, the browser-based rendering layer that serves Siebel's CRM screens over HTTP to end users. Oracle's own tagging classifies the issue as an authentication bypass pattern: the Open UI layer accepts a crafted request or content in a way that bypasses intended UI-level authorization checks, letting an unauthenticated party act with the privileges of the interacting user. The CVSS vector AV:N/AC:L/PR:N/UI:R/S:U/C:N/I:L/A:N confirms network reachability, no attacker credentials, a requirement that a legitimate user be induced to follow a link or load attacker-controlled content, unchanged scope, and integrity-only impact rated Low. No CWE identifier was supplied by the vendor, so the root-cause class can only be inferred from the vector and tags rather than confirmed as a specific CWE entry. Versions 17.0 through 26.9 of Siebel CRM End User are in scope per Oracle and the ENISA EUVD record (EUVD-2026-106678).
